5-7-91 tb,pcMay 7, 1991 i The Town Board meet at 7:00 p.m. with the Township Engineer to review the bids for the Oakhill Road Regrading and the Tennis Court specifications. Present were: Russell Jackson, Charles Nordin, Beverly Pratt, Duane Thompson and Kevin Nickelson. Oakhill Road Regradin Pratt made a motion to award the bid for Oakhill Road to Dresel Contracting for both Division 1 and Division 2 and that the Township Engineer and Dresel Contracting be able to negotiate any changes with the approval of the Town Board. Nickelson seconded the motion. Nordin made the following amendment. The curb and pavement of approximately 500 feet from David Hawkinson to Philip Peper be completed this year with a specific date. The following items will have to be negotiated with the contractor. 1. Additional blacktop cost. 2. Deduct will be common excavation and clearing and grubbing of trees. Mr. Thompson seconded the motion and motion carried. Amendment also carried. Tennis Court Mr. Mark Kasma presentated specifications for the tennis court. United States Post Office Planning Commission recommends to the Town Board to grant the Conditional Use Permit for owner Scandia Four, 18911 Newgate Avenue North, Marine, MN 55047 and applicant United States Postal Service Facilities, 2051 Killebrew Drive, Suite 620, Bloomington MN 55425. Lot 1 Block 1, Hawkinson Business Park for the location of Scandia Post Office. This permit shall be renewed in 5 years. Nordin made a motion to accept. Thompson seconded and adopted. Planning Commission Appointment Thompson made a motion to appoint Mr. Thomas Obst to the Planning Commission for 5 years. Pratt seconded and adopted. Jeffery Vandenheuvel Planning Commission recommends to the Town Board to approve the variance request for Jerry Vandenheuvel 22640 Meadowbrook, Scandia, MN 55073. SW4 of NW-',, of Section 9, Township 32, Range 20. To construct a pole building closer to the road then the house. The variance is granted, because of the following reason. 1. Most suitable site for the pole building. 2. Color must match the house. Nickelson made a motion to accept. Thompson seconded and adopted. Elim Lutheran Church Planning Commission recommends to the Town Board to grant the Conditional Use Permit for Elim Lutheran Church, 17481 Olinda Trail North ,Scandia, MN. County Auditors Plat No. 6 Lot 31. To operate a Pre -School Nursery for the number of children under state guidelines and that the church have the required state licensing. This permit should be renewed in one year. Nordin made a motiontoacceptThompson seconded and adopted. Joseph Rodrigue This Public Hearing was tabeled until findings from Northern States Power were completed about the easement through the Rodrigue property. Hawkinson Highlands Plat Planning Commission recommends to the Town Board to grant the preliminary plat for Hawkinson Highlands for Howard and Audrey 21710 Oldfield Avenue North, Scandia, MN 55073. Part of Lot 5, Auditors Plat No. 6 lying northeasterly of Oakhill Road North. Part of SW-4 of NW-2 of Section 14, Township 32 North, Range 20 West. For 42 acres has the proposed lot layout dated May.2, 1991 and revised plan May 7, 1991. Pending approval of road design and configuration by the Township and County Engineer. Construction of a 60 foot wide right-of-way with blacktop road named Oland Avenue North and right-of-way to be dedicated to the township and further dedication of 33 feet of Oakhill Road adjacent to Lots 1 Block 1 and 2. Lot 1-7 Block 2 shall access off of Oland Avenue North. Lots 8 and 9 access off of Olinda Lane. Contingent on review and approval of drainage and erosion control plan by Township and Soil Conservation Department. Lot 9 be conveyed to the township and remain as open space and use to be reviewed after 5 years. Outlot A be transferred to the adjoining property owner via development agreement. Pratt made a motion to accept the Planning Commission recomendation for the Preliminary Plat of Hawkinson Highlands. Thompson seconded. Nickelson made the following amendment. That Outlot D be part of the road right-of-way. Thompson seconded and adopted. Greg Hawkinson Planning Commission recommends to the Town Board to grant the variance's to Gregg Hawkinson, 9784 210th Street, Forest Lake Mn. 55025. Linnells Bone Lake Addition Lot 5. For construction of a garage attached to the present house. 1. Lot size 14 acres to 11,250 square feet. 2. Lake frontage 150 feet to 75 feet. 3. Road frontage 150 feet to 75 feet. 4. Lake setback 100 feet existing house, is 70 to 75 feet. Nordin made a motion to accept. Thompson seconded and adopted. Road Frontage On 230th Street (Peter Nielsen) Nickelson made a motion that the Town Board agree that 230th Street extends 300 feet west of the west line of the WZ of SE-4 Section 4, Township 32, Range 20 and the west line of the W2 of the NE4of Section 9, Township 32, Range 20.
