October 20, 1992
The regular monthly meeting was called to order by Chairman, Russell
Jackson. Members present were: Charles Nordin, Duane Thompson,
Paul Rasmussen, Russell Jack -son and Kevin Nickelson.
Rasmussen made a motion to accept minutes from 9/22/92. Thompson
seconded and adopted.
Mark Kasma Township Engineer
1992 Blacktop Project
Nordin made a motion to approve Estimate and Certificate Number 4
in the amount of $24,897.02 to W. B. Miller for final payment upon
receipt of the following: Lien Waivers from all suppliers and
subcontractors, Consent of Surety to final payment and Affidavit
of Minnesota State Income Tax Witholding. Thompson seconded
and adopted.
Hawkinson Highlands
Thompson made a motion to approve acceptance for road plowing in
the Hawkinson Highlands Plat (Oland Ave). Nickelson seconded
and adopted.
Olinda Estates
Rasmussen made a motion to approve acceptance for road plowing in
Olinda Estates Plat (214th Street). Nordin seconded and adopted.
Mr. Kasma stated the trees that were cleared need to be removed.
Sherwood Acres
Mr. Jack George questioned the paving on Ozark Avenue as the pavement
does not abut his driveway. Mr. Kasma informed Mr. George the
township is not responsible to pave from the driveway to the
town road and also informed the board before acceptance of the
road in the plat the road needs more shouldering. Some members
of the board would meet with Mr. George regarding his questions.
The road was accepted for plowing, but no motion.
Mr. Mark Kasma Engineer was instructed to update the typical
road section for township driveways.
Ic-e Facilities
Mr. Michael Jay, Chairman of Parks and Recreation presentated
a drawing for a proposed Hockey Rink and Pleasure Rink at the
location of the T. Ball Field on 0akhill Road.
Rasmussen made a motion that the township pursue the Development
of Ice Facilities on the Township Property and the Parks and
Recreation present a Concept Plan with the cost of a well,
scale drawing and financing,subject to township approval. Thompson
seconded and adopted.
Mr. Gerald Moe
Mr. Moe presentated information regarding a letter from Washington
County Department of Health pertaining to camper trailers on
Lot 25 and 26 Erickson's Addition. The township Ordinance Section
733 was reviewed and it was agreed the clerk would contact Shawn
Bernier of Washington County to address Section 733.01 of the
Ordinance.
Dean Tharp
Mr. Tharp reviewed problems he has incurred with Mr. Russell Anderson
Building Inspector from Washington County with the construction
of his home. It was agreed to ask Mr. Russell Anderson to the
November loth, Special Board meeting to review this issue.
Fees For Utilitv Permits
Mr. David Schwartz from Northern States Power was present and stated
his concerns of the excessive fees for Utility Permits. Mr. Rasmussen
would discuss this issue with Mark Kasma Township Engineer and this
item will be on the November Town Board meeting.
Calandar Date For Townshi
Thompson made a motion to change the yearly date for the township
from January 1 to December 31. Nickelson seconded and adopted.
Special Meeting November 10, 1992
Rasmussen made a motion to have a Special Meeting on November 10,
1992 at 7:00 p.m. to discuss the following: Mr. Jemelka salary
increase, Russell Anderson Building Inspector from Washington
County. Septic System for Maintenance Garage and Wood Chipper.
Thompson seconded and adopted.
Taco Daze
Thompson made a motion to pay all clean up expenses for Taco
Daze. Nordin seconded and adopted.
Building Inspection Services
Nickelson made a motion to accept the Agreement with Washington
County Building Inspectton Services. Rasmussen seconded and adopted.
Comprehensive Plan
Nickelson made a motion to print 10 copies of the Comprehensive
Plan for the next rewiewal. Rasmussen seconded and adopted.
Mr. Russell Jackson and Charles Nordin would view the Dr.
Peter Quandt property November 2, at 9:30 a.m.
Thompson made a motion to pay the bills for October. Nickelson
seconded and adopted.
Nordin made a motion to adjourn. Rasmussen seconded and adopted.
