11-10-92 special tbNovember 10, 1992 On the above date New Scandia Township held a Special Meeting. Chairman Russell Jackson called the meeting to order. The following Board Members were present; Russell Jackson, Kevin Nickelson, Paul Rasmussen and Duane Thompson. Brian Jemelka Employment Agreement Mr. Jemelka's contract was reviewed for the 1992 and 1993. Mr. Jemelka was requesting the follwing. A. May thru August Mr. Jemelka would like to work 10 hour days, 4 days a week. B. $14.29 per hour for 1992 and $14.55 per hour for 1993. C. Hospitalization $260.00 per month for 1993. Dental`$295.00 per month for 1993. D. To change item C in the Employment Agreement to $4,250.00 for severance compensation_. E. The township pay the physical for the Commercial Drivers License. The 10 hour day for May to August was discussed and this item shall not be in the Employees Agreement. Mr. Jemelka could use his descretion, but to contact Mr. Jackson or the office when he plans to do this. This would be on a trial basis. Thompson made a motion to accept the Employment Agreement changes - for Mr. Jemelka, which is the same as Washington County Employees. Rasmussen seconded and adopted. Mike Marosok Deck Problems Mr. Marosok explained problems he has incurred with a deck, which has been completed on his home. Mr. Marosok stated he had submitted a plan for the deck when he applied for his building permit. The County had red tagged his deck and he had complied to the code for the construction of the deck, but the treatment for the lumber does not meet code according to Washington County. Mr. Marosok feels there is no problem with the treatment of the lumber. Mr. Russell Anderson and Mr. Al Goodman both spoke to the subject. Mr. Marosok's permit had expired when he constructed the deck and the County does not have a problem with the structure, but the lumber and treatment of lumber does not meet the County and State Code and if there is a problem with this the township would be liable. Mr. Goodman informed the board he his under contract to enforce the Washington County Code and State of Minnesota Code. Mr. Goodman stated he felt the board must make a decision on this issue. It was agreed Mr. Marosok will submit further information on the lumber treatment, which hasbeen applied and this item would be on the December 15, 1992 Town Board Agenda. Job Descriptions The Unskilled Manual Laborer job description was reviewed and section accountable to: road supervisor and township maintenance men shall be removed and add clearing snow on job responsibilties. The Part Time Maintenance Laborer job description was reviewed. Section accountable to: Road supervisor and senior maintenance man (grader operator) shall be removed. Russell Anderson Mr. Anderson reviewed the problems incurred with Mr. Dean Tharp's stair construction on :the new -house on Olinda Lane. Mr. Anderson stated stairs and decks are often a problem in construction to meet building codes. Septic Svstem For Maintenance Gara Mr. Duane Thompson reviewed different systems to prevent oil from machinery in the septic system. Mr. Al Goodman would check into a 1,500 to 2,00 gallon holding tank and flamable waste seperator and submit this information to the office. Brush Chipping Mr. Duane Thompson reviewed renting a brush chipper from Washington County which Mr. Thompson had observed at the Public Works Department. Thompson made a motion to engage Washington County and two men for an experimental trial for 10 areas for one day. Nickelson seconded and adopted. Pay Equity Mr. David Hebert stated due to increase in Brian Jemelka's salary the pay equity would have to be adjusted on the Clerk's salary and Chief of Police salary. Mr. Nickelson suggested the Clerk's title to be changed to Clerk/Administer. Mr. Hebert would check this title and if this would effect the pay equity. Mr. Hebert would report on these items at the December 15, 1992 Town Board Meeting. Workmen's Compensation For Mary Lou Simonson The board questioned if the office has had any communications regarding when Ms. Simonson would be returning to work or any communications regarding status on Ms. Simonson. The only The only communication was by phone from Ms. Simonson`s Caseworker regarding the unusal break Ms. Simonson had incurred and also conversation with Mr. Vannelli regarding non payment to Ladd Memorial Hospital. Thompson made a motion Mr. Paul Rasmussen contact Q.R.C. about not receiving any communications from Employee Benefits Association. Nickelson seconded and adopted. Nickelson made a motion to adjourn.
