The regular monthly meeting was.called to order by Chairman, Russell
Jackson. Members present were: Paul Rasmussen, Kevin Nickelson,
Charles Nordin, Duane Thompson and Russell Jackson.
Rasmussen made a motion to accept minutes for 10/20/92, 10/27/92
and 10/10/92. Thompson seconded and adopted.
Thompson made a motion to accept treasurer's report. Nordin
seconded and adopted.
Mark Kasma Township Engineer
Sherwood Acres (Ozark Avenue)
Mr. Mark Kasma reviewed the road drawings for Sherwood Acres.
Lot 1 Block 2 required 2-36" C.M.P. and Mr. George owner of the
lot installed one 20" culvert. Mr. George informed the board
that he had not seen the road drainings. The road drawings
should have been presentated to Mr. George by the developer Mr.
Farver.
Nordin made a motion to accept the road of Ozark Avenue in Sherwood
Acres road improvements and drainage improvements, but the township
is not responsible for the 2 culverts on the driveway. This item
is between Mr. George and the Developer Mr. Farver. The township
does not supply culverts for driveways. The township does not
supply copies of road construction. Nickelson seconded and adopted.
Driveway Specifications
Mr. Mark Kasma reviewed the Typical Driveway Construction, which
will be in a packet from Washington County when property owners
apply for a building permit. Mr. Kasma would revise the drawing
and present this at a later date.

Mrs. Helen Peel Road Easements
Ms. Helen Peel requested the road easement to be removed from the
east side of her property as Mr. St. Sauver had requested the
easement be removed from the east side of his property and Ms.
Peel felt this was the same situation.
Nordin made a motion that the township have a signed easement on
the front side of Oakhill Road and the easement on the east side
be removed for the Peel property. Thompson seconded and adopted.
Hawkinson Highlands (Trap Rock)
The clerk presentated a bill which Mr. Howard Hawkinson had requested
her to submit to the town board for payment in the amount of $1035.00
for trap rock on Oland Avenue. Mr. Mark Kasma reviewed this issue.
Rasmussen made a motion to submit the bill back to Mr. Hawkinson
and the responsibility for this bill would be between.Mr. Hawkison
and-W.B. Miller. Motion seconded by Nickelson and adopted.
Utility Permits
Rasmussen made a motion to reduce the fee for Utility Permits from
$100.00 to $50.00. Nordin seconded. Rasmussen yes, Nordin yes,
Nickelson yes, Jackson yes. Thompson no. Motion adopted.
Robert Duncan Children's Book Program
Mr. Robert Duncan presentated books from Service By Computer which
shall be placed in the Scandia Elementary School. Mr. Duncan
was requesting the Town Board, Staff, etc for donations as
sponsor's or advertisers for the project.
Mr. Raliegh (Barn Removal) In Marydale Plat
The clerk reported Ms. Osterbauer co-owner of the old homesite
in the Marydale Plat was aware of the requirments of the removal
of the barn in the Development Agreement. She assured the clerk
the barn would be removed. This item shall beplacedon agenda
for February.
Gretchen Lange and Laura Grunzinger (Pennfield)
Ms. Lange was expressing her desire to have Pennfield brushed and
better road maintenance. Ms. Grunzinger was concerned about
taking to many trees on the east side of her residence. Ms.
Lange also presentated a letter from Mr. Stright with concerns
of of road maintenance.
The Town Board, Mark Kasma Township Engineer and Lavayne Dupslaff
Surveyor would view this road and Mr. Dupslaff would stake the
road to find out how much easement the township really owns in this
area.
Dr. Peter Quandt
Dr. Peter Quandt was requesting permission to install a gate entering
his property. Nickelson made a motion that Dr. Quandt may install
a gate across his driveway on the township easement subject there
is an area for a turn around to the south and Dr. and Ms. Peter
Quandt sign the easement agreement which was agreed upon by the
prior owners. Rasmussen seconded and adopted.
Gerald Moe (Camper Trailers)
The letter from Dennis O'Donnell, Washington County reviewing
Section 733.01 and 733.02 from the Township Ordinance was
regarding the parking of camping trailers which Mr. Moe is in
violation of such was discussed. It was agreed this problem would
have to be solved with Washington County Department of Health
and Code Enforcement.
Letter From Erich Bogel (Discharge of Firearms)
The clerk read a letter from Erich Bogel requesting a Ordinance
Prohibiting Discharge of Firearms around Goose Lake. Rasmussen
made a motion this matter has been discussed and Mr. Bogel
should contact the Department of Natural Resources regarding
this subject. Due to the public access on Goose Lake
accessible to people for hunting and fishing. Thompson seconded
and adopted.
Road Maintenance With May Townshi
Thompson made a motion to sign the Road Maintenance Agreement
between the Town of New Scandia and Town of May for the following
roads.
Roads Located In Town of Ma
Parade Avenue North from Ostrum Trail North (Cash 4) to the northern
border of the Town of May for approximately one -tenth (1/10th)
mile is maintained by'the Town of May:
Norell Avenue North from 177th Street North to the northern border
of the Town of May (182nd Street North) for approximately one -quarter
(4) mile is maintained by the Town of New Scandia.
Roads Located In The Town of New Scandia
Margo Avenue North for approximately one -fifth (1/5th) mile
in the Town of New Scandia is maintained by the Town of May.
An unnamed road from 180th Street North (Co. Rd. 54) traversing
north and then west in the Town of New Scandia for approximately
one-quarter(4) mile is maintained by the Town of May.
This agreement is on file under Road Maintenance.
Nordin made a motion to accept and motion adopted..
Comphrenshive Plan
Judy Rydeen presentated the following additions for the Comphrensive
Plan.
1. Page 33- Replace the 3rd paragraph under Agricultural
Preserve with the following.
The township recognizes the value of open land, woodlots, wetlands
and farm land that provides a nearby supply of food to the
metropolitan area. It is not the intent of the township to
expose landowners to excessive assessments that might force
them to break up and develope their land.
2. Add the word "Guidelines" on the cover or title page.
3. Add to Community Issues Pending:
A. Consideration of township incorporation to become a city.
B. Consideration of a single gravity pressure water
system for the rural service center.
Mr. Nickelson expressed his thoughts about the Comprehensive Plan
to the Board Members. Mr. Nickelson stated the members should
be familar with the plan and that the plan is excellent. Nickelson
made a motion to accept the text as amended. Rasmussen seconded and
adopted.
Thompson made a motion to pay the bills for November. Rasmussen
seconded and adopted;
Thompson made a motion to adjourn. Nordin seconded and adopted.
