The regular monthly meeting was called to order by Chairman, Russell
Jackson. Members present were; Russell Jackson, Duane Thompson,
Kevin Nickelson and Paul Rasmussen. Charles Nordin, absent.
Thompson made a motion to accept the Clerk's minutes for 8/18/92,
9/1/92 and 9/3/92. Rasmussen seconded and adopted.
Nickelson made a motion to accept Treasurer's report. Thompson
seconded adopted.
The first order of business was to reconvene the Blacktop Assessment
Hearing.
Blacktop Assessment Hearing
Thompson made a motion to delete one assessment for Arnie Ranta,
the assessment shall be on parcel 91011-2855. Nickelson seconded
and adopted.
Rasmussen made a motion to delete one assessment for Dennis Johnson,
the assessment shallbe on 91014-2650. Thompson seconded and adopted.
Thompson made a motion to delete one parcel from parcel 91010-2300
for William St. Sauver. Rasmussen seconded and adopted.
Thompson made a motion of delete one parcel from 91009-2050 for
Francis Langer. Rasmussen seconded and adopted.
Rasmussen made a motion to delete 2 assessments for Peter Jarvis,
the assessment shall be on 91400-2100. Thompson seconded and adopted.
Thompson made a motion to delete one assessment for Raymond Jackson.
The parcels to be assessed are 91400-2200 and 91400-2300. Rasmussen
seconded and adopted.
Thompson made a motion to delete one parcel from 91011-3050 for the
Bruce Swenson property. Nickelson seconed and adopted.
Rasmussen made a motion to sign the resoultion adopting the
Assessment Role for the Blacktop Project of 1992. Thompson seconded
and adopted.
Thompson made a motion to adjourn the Assessment Hearing. Nickelson
seconded and adopted.
Peltier Additon
Nickelson made a motion to approve the Gas and Electric Permit for
Peltier Addition. Thompson seconded and adopted.
Hawkinson Business Park
Thompson made a motion to approve the Electric Permit for
Hawkinson Business Park. Rasmussen seconded and adopted.
Oakhill Road Improvement for 1991
Thompson made a motion to release final payment in the amount
of $8,914.93 to Dresel Contracting for the road improvement
of Oakhill Road. Before final payment the contractor must
submit lien waivers from all suppliers and subcontractors,
Affidavit of State Income Tax Witholding and Consent of
Surety to Final Payment. Rasmussen seconded and adopted.
Blacktop For 1992
Nickelson made a motion to release payment to W.B. Miller in
the amount of $152,528.94. Rasmussen seconded the motion and
motion adopted.
Lofton Court
Mark Kasma, Engineer presentated cost estimates for drainage
problems on Lofton Court. Mr. Mike Cunningham informed the
board he had presentated a petition that was signed by
66 2/3% of the residents stating they did not want the road
widened or bituminous surfacing.
Mr. Cal Floerke requested the road be upgraded so you can drive
on the road and control the dust.
Mr. Harold Kueber stated it is impossible to meet cars on the
road. It was agreed the Township Board and Road Committee
view Lofton Court on September 23, 1992 at 6:30 p.m.
196th Street Road UDarade
Nickelson made a motion to contract with Peterson Excavating for
road construction in the amount of $3280.00 with the completion
date of October 21, 1992. Thompson seconded and adopted.
Speed Zone 230th Street
Rasmussen. made a motion to inform the Minnesota Department of
Transportation the Township Board is agreeable with the speed
zone of 40 miles per hour on 230th Street. Thompson seconded
and adopted.
Parks and Recreation
Adam Lushanko presentated a check for $116.00 for Parks and
Recreation Fund. This money should be er marked for installation
of lights for the tennis court.
Ice Facilities
Mr. Dan Marx presentated a proposed site drawing for Ice Facilities
for New Scandia Township. Mr. Marx is proposing the site on
the land east of the Scandia Community/Senior Center. The board
will hold a Special Meeting on September 30, 1992 at 7:00 p.m.
to review and discuss this matter.
David Nickelson Septic Svstem For 7 Parcels Uptown
David Nickelson reviewed a proposed drawing of a septic system
for 7 parcels in the uptown area, which Elim Lutheran Church
had a engineering firm design. Mr. Nickelson was questioning
the possibliity of the township providing funding for the
system as perhaps the Community Center may use the system in
later years. It was agreed by the Town Board that this is a
private system and the township could not partake in this
project.
Discharge of Firearms In Non -Platted Areas
A letter pertaining to the discharge of firearms from the Township
Attorney in nonplatted areas was reviewed. State Statue 609.60
should be sufficient to resolve the problems in the area that
Mr. Bogel presentated a petition for.
Life Insurance For Full Time Emplovees
Rasmussen made a motion to increase life insurance of $10,000.00
for Brian Jemelka and Dolores Peterson. Thompson seconded and
adopted.
Right of Entry Permit For Minnesota Department of Natural Resources
Thompson made a motion to sign the Right of Entry Permit for
the Minnesota Department of Natural Resources to enter and
occupy, for the purpose of Exotic Species Monitoring, all
public water accesses administered by the Department of Natural
Resources. Nickelson seconded and adopted.
Election Judge
Thompson made a motion to appoint Mary HuHeman as Election
Judge. Rasmussen seconded and adopted.
Comprehensive Plan
Ms. Judy Rydeen presentated the Comprehensive Plan for the township.
A Public Hearing will be held on October 6, 1992 at 8:15 p.m.
Rasmussen made a motion to contract with Washington County to
prepare the maps for the Comprehensive Plan. Thompson seconded
and adopted.

Charles Benson Variance
Nickelson made a motion to deny the varinace for Charles Benson
23230 Melanie Trail, Scandia, MN 55073. Lot 9, Blk. 1, Dahlin
Estated 2nd Addition. For the following reasons;
1. The storage building could be built back further.
2. It is not up to the Town Board to negotiate about
this matter.
3. There is a location on the property that would only
require minimal variances.
Rasmussen seconded and adopted.
Thompson made a motion to pay the bills for September, 1992.
Rasmussen seconded and adopted.
Thompson made a motion to adjourn. Nickelson seconded and adopted.
