On the above date New Scandia Township held the Assessment
Hearing for the Blacktop Project 1992. The following Board
Members were present: Russell Jackson, Charles Nordin, Kevin
Nickelson, Paul Rasmussen and Duane Thompson.
Mark Kasma Township Engineer reviewed the general outline of
the assessment procedure and the streets that were on the Blacktop
Project for 1992. The amount proposed assessed back to property
owners is $176,170.00.
The following persons expressed concerns and questions on the
number of parcels being assessed to their property.
Helen Peel Oakhill Road
Ms. Peel stated she was assessed for two parcels and asked for proof
of two building sites in writting, stating she could divide the
two parcels. Ms. Peel questioned the easement on the south side
of her property and asked the town board to wavier the easement.
Ms. Peel also had problems at the end of her driveway. The board
informed Ms. Peel the property should be assessed for two parcels
and they would review the easement at a later date.
Eugene Wright 22010 Manning Trail
Mr. Wright was concerned about the assessment on his property as
he does not enter on Kirk Avenue. Mr. Wright was informed his
property borders Kirk Avenue and if the property was developed
this could be a entrance to the property. This is a correct
assessment.
Earl Coleman 21830 Olinda Lane
Mr. Coleman asked for a definition of a non -collector and collector
streets. Mr. Coleman stated Olinda Lane has more useage since
the plat of Hawkinson Highland Plat was constructed. Mr. Coleman
was informed Olinda Lane was not a connecting road and therefore
is a non -collector road.
Dennis Johnson 21889 Oldfield Avenue
Mr. Johnson is assessed for two parcels and stated the other parcel
is not buildable. The board would view this property.
Raymond Jackson 22600 Kirk Avenue
Mr. Jackson is assessed for 3 parcels and he has combined two parcels
in one as one parcel is swamp and has a power line going through
the property. The board would view this property.

Linda Wadsworth 10311 230th Street
Ms. Wadsworth is assessed for one non collector and a half of a
collector and stated her driveway enters on 230th street. Ms.
Wadsworth feels she should be assessed for a non collector street.
The board will view the property.
Lee Goodyear 21810 Olinda Lane
Mr. Goodyear wanted to know if a Environmental Impact Study had
been done with the project. Mr. Kasma stated he felt a Environmental_
Impact Study was not necessary as all areas drain to some type
of wetlands.
Mr. Goodyear does not like to assessment policy, but he was informed
this is the policy at this time. Mr. Goodyear was concerned
about his driveway entrance and ditch.
Peter Jarvis 22740 Kirk Avenue
Mr. Jarvis was assessed for three parcels and Mr. Jarvis stated
one parcel is a small lot and he has been assessed for to many
parcels. The board would view this property.
JoDee Olson 21717 Olinda Lane
Ms. Olson was concerned about the ditch area in front of her property.
Ms. Olson was informed this would be taken care of by the contractor.
Annette Gilbertson 12791 Oakhill Road
Ms. Gilbertson was concerned about her driveway washing. This would
be repaired by the contractor.
Lawerence Bies 22250 Meadowbrook Avenue
Mr. Bies was concerned about the end of his driveway and yard.
The board would view this site.
Richard Heller 12810 Oakhill Road
Mr. Heller was concerned about the west side of property which has
two erosion areas and lime rock at the end of the driveway. The
board would view the property.
Joyce Heinisch 23620 Olinda Trail
Ms. Heinisch presentated a letter requesting the town board to
wavier the interest fo farm land and the assessment be paid at
such time when the land is sold. Ms. Heinisch was informed this
would be unfair to other property owners.

Arnie Ranta 22031 Oldfield
Mr. Ranta informed the board the home is on one parcel and the
garage is one parcel. Mr. Ranta stated he would combine the
two parcels into one parcel as he does not have another buildable
site. The board would view the property.
Bill St. Sauver 22010 Oldfield 91010-2300
Mr. Sauver stated he could only get 6 building sites on the above
parcel and he is assessed for 7 parcels. The board would view
the property.
Frank Langer 12971 Oakhill Road
Mr. Langer is questioning if there could be two building sites
on his parcel as his home is in.the middle of the 10 acres.
The board would view this property.
For Information Laura Duncan/Koepp 12980 Oakhill Road
Ms. Koepp parcel is ten acres and was assessed for only one parcel.
Mr. Langer and Ms. Koepp properties are similar.
Thompson made a motion to view properties on September 8, 1992
starting at 4:30 p.m. Nickelson seconded and adopted.
Nickelson made a motion to continue the public hearing on September
22, 1992 the regular Town Board meeting. Thompson seconded and
adopted.
