On the above date New Scandia Township Planning Commission held
their regular monthly meeting. The following members of the
Town Board were also present: Russell Jackson, Charles Nordin,
Paul Rasmussen, Kevin Nickelson and Duane Thompson.
David and Lois Schwelling
Planning Commission recommends to the Town Board to approve
the variance's for David and Lois Schwelling 2109 Sherwood Avenue,
St. Paul, MN. Lots 7, 8 and 9, Block 2 Anderson Big Lake Addition.
Lot size 12 Acres required to 16,500 square feet existing.
Lake setback 100 feet required to 42 feet.
Road setback 40 feet required to 20 feet.
1. There would be no reasonable use of the property if the variance's
are not granted. This is residential property and a camper
is not allowed on the property year around, or even week long.
2. Proposed use is reasonable.
3. It would be unreasonable to require conformance to the ordinance
due to functional or aesthetic cone -erns.
4. Applicants difficulties are due to circumstances unique to the
property. They are not permitted to connect to the 201 Project,
but the neighborhood has.' This is not self imposed. They
will be making their own system.
5. Variance's will not alter the essential character of the neighbor—
hood.
The variance's are based on the following conditions;
1. The garage be moved to the north side of the house and set
back, so to meet the 40 feet setback from the road.
2. All necessary easements be recorded, pertaining to the septic
area on the Schroeder property, before a building permit is
issued.
3. The building pad must be elevated, so that the lowest floor
of the home is 3 feet above the highest known water mark.
Another 2 feet of fill must be added.
4. Brosin control barriers must be installed in accordance with
any recommendations of the Soil and Water Conservation District.

Rasmussen made a motion to accept Planning Commission recommendations.
Thompson seconded the motion with the following additions:
1. The Township Engineer shall review the plan for the
septic system under the township road for installation
and that this is a good septic system. The Schwelling's
shall pay the engineering fees for the above review.
The motion was adopted.
Charles Amann Variance
Planning Commission recommends to the Town Board the following
variance to Charles Amann 12261 196th Street, Marine, MN 55047.
Part of Gov. Lots 2 and 3, Section 29, Township 32, Range 20 West.
To construct a pole building closer to the road then the house.
The building shall be 30 x 30. This would be replacing an
existing structure and would be more aestheticly pleasing. It should
be constructed no closer than 115 feet from 196th Street and the
color to match the house. Thompson made a motion to accept, Nickelson
seconded and adopted.
New Scandia Township Board Special Meeting.
The Board dicussed the work status for Mary Lou Simonson, Chief
of Police. Board Members expressed their concern regarding
phone calls received to the Chief of Police. The board felt they
would like residents to use the phone which has been .installed
in the township office. There was some discussion of sending
stickers out in the mail with the Emergency Number 911 and the
Police Number 433-2498.
Thompson made a motion to inform Mary Lou Simonson that the Board
is in favor of her returning to work regular winter hours and
Dolores Peterson, Clerk convey a few of the Town Board wishes to
Ms. Simonson. Nickelson seconded the motion and adopted.
Thompson made a motion to adjourn.
