The regular monthly meeting of the Town Board was called to order
by the Chairman, Charles Nordin. The following Board Members
were present: Chairman, Charles Nordin, Russell Jackson, Kevin
Nickelson, Paul Rasmussen and Duane Thompson.
CONSENT AGENDA
Paul Rasmussen made a motion to accept the following consent
agenda:
A. Clerk's minutes for 9/21/93 and 10/5/93.
B. Approval of Treasuer's report
Balance of September 1, 1993 $663,218.55.
C. Payment of October bills.
Russell Jackson seconded and adopted.
PARKS AND RECREATION
Shirley Sova informed the board that Colleen Nora and Rita Magon
have resigned from the Parks and Recreation Committee. Ms. Sova
informed the board Parks and Recreation Committee nominated Ms.
Nancy Peterson and Mr. Robert Lee to fill the vacancies.
Duane Thompson made a motion to accept the resignation of Rita
Magons and Colleen Nora on ,the Parks and Recreation Committee.
Kevin Nickelson seconded and adopted. Paul Rasmussen made a
motion to appoint Ms. Nancy Peterson and Mr,. Robert Lee to the
Parks and Recreation Committee. Russell Jackson seconded and
adopted.
TOWNSHIP ENGINEER TOM PREW
ICE FACILITIES
Tom Prew recommended payment of $6,295.75 for the grading of Ice
Facilities. Paul Rasmussen made a motion for payment to Peterson
Excavating for the Ice Facilities. Duane Thompson seconded and
adopted.
LOFTON COURT
Tom Prew recommended a partial payment Central Landscaping for
Lofton Court. Duane Thompson made a motion for a partial payment
to Central Landscaping for Lofton Court in the amount of
$32,273.68 for road improvement. Russell Jackson seconded and
adopted.
Mr. Tom Prew reported information regarding the intersection of
Oxboro and Old Marine Trail. Dr. Erickson indicated he did not
like the plan as the road would be to close to the house and many
trees would be lost. The second plan would lower Old Marine
Trail and there would be a need to use curb and retaining walls
and the intersection would have to be paved. An estimate for
this project is included in the 1994 street improvements.
OZARK ROAD TO OAKHILL ROAD
Mr. Tom Prew had developed routes to connect Ozark Avenue and
Oakhill Road. The most likely plan would extend a street between
Meister's Bar and Grill and the Fire Station. The board informed
Mr. Prew to design another plan and the Road Committee would
discuss this project.
BIG LAKE IMPROVEMENT PROJECTS
Mr. Tom Prew presentated a list of projects around Big Marine
Lake to be presentated to Washington County to help finance with
excess TIF money.
ROAD IMPROVEMENTS
Mr. Tom Prew presentated a list of road improvements for 1994.
The board will hold a special meeting regarding this issue.
GAS LINE (NORTHERN STATES POWER)
Paul Rasmussen made a motion to approve the installation by
Northern States Power on 220th Street and Peabody Trail and
Northern States Power shall contact the township office prior to
installation and our maintenance man shall inform the Gas Company
where the culverts are located. Kevin Nickelson seconded and
adopted.
TOM SHCWICTZER 188TH STREET
Mr. Schwitzer informed the board due to road construction on
188th Street the electric pole and telephone pole and ended up in
his front yard. Mr.R Schwitzer was requesting the board to move
the poles. Anoka Electric would move the pole for a fee of
$405.00 and G.T.E. Phone Company would remove the pole at no
charge. Mr. Schwitzer also stated his driveway was blacktopped
to the end of the road and now there is a distance between his
driveway and road and requested the township to connect the
driveway to the existing road. Mr. Schwitzer stated he would sod
the road right-of-way at his expense. Mr. Thompson would discuss
the issue of the electric pole with Anoka Electric.

Mr. Kevin Nickelson made a motion to blacktop the apron to the
township road for Mr. Tom Schwitzer 13450 188th Street. Russell
Jackson seconded and adopted.
DRAINAGE ON LANGLEY
Mr. Tom Prew would present a detailed plan for water drainage on
Langley at the October 28, 1993 assessment hearing meeting.
WINDS IN THE PINE PRESERVE
Mr. David Hebert, Attorney reviewed the title status of the
access road to the Winds In The Pines Preserve. Mr. Hebert
staged the township acquired fee title to the access parcel which
is the north 4 rods of the SE 1/4 of SE 1/4 of Section 12,
Township 32, Range 20 east of Highway 95 and the north 4 rods of
the west 3 1/2 acres of the SW 1/4 of SW 1/4 of Section 7,
Township 32, Range. This is not an easement it is Land the
township owns and the width is 66 feet and also a 10 foot
easement over the east 10 feet of the SW 1/4 of SW 1/4 of Section
7.
Kevin Nickelson made a motion to inform the renter that New
Scandia Town Board does not want this land farmed anymore as this
is a road. Russell Jackson seconded the motion. Duane Thompson,
Kevin Nickelson and Russell Jackson voted yes. Paul Rasmussen
and Charles Nordin voted no,., Motion adopted.
MINNESOTA LAND TRUST
Tori Flood and John Baird reviewed the Minnesota Land Trust to
preserve and protect rural and scenic from development. A
meeting will be held in the surrounding area in November
regarding this subject.
JAN LINN CAMP COURAGE WAGON TRAIN
Ms. Linn was requesting permission for the Courage Center Wagon
Train to camp at Scandia Plaza on June 13, 1993. Mr. Nickelson
made a motion to grant permission to allow Courage Center Wagon
Trail to camp at Scandia Plaza on June 13, 1993. Duane Thompson
seconded the motion and adopted.
TREE BRUSHING
Paul Sosniecki Mayberry Trail expressed his concern about
brushing on Mayberry Trail and that the brush mower had sheared
some of the large spruce trees on his property. The board
informed Mr. Sosniecki they would have a tree trimmer trim the
trees.

The clerk would make arrangements with Mr. Tom Helke Tree
Service.
Mr. Mike Ambourn with property on Mayberry and Mr. Tom Hoffman on
205th Street both expressed their concerns regarding the use of
the brush mower. The board expressed their apologizes with the
problems of the past brush trimming.
BLISS ADDITION PROGRESS REPORT
The board informed the citizens that letters have been sent to
people in violations. Eugene Schowalter and Harold Johnson
requested from the board if they could leave the fish houses on
their property until they are used this winter and then not store
them on the lots next spring and Gene Collier spoke to the board
earlier this evening and their camper will be removed by November
5, 1993.
Russell Jackson made a motion that person's who received letters
regarding the ordinance's in the Bliss Addition inform the
township of their time element to comply with the ordinance and
of the seven letters that have been mailed if the citizens
haven't connected the Town Officials to make accomondations that
are exceptable to the Town Board the board will proceed with
legal action. Kevin Nickelson seconded the motion and adopted.
TRACTOR AND TWIN BOOM MOWER
Much discussion was held with Mr. Bill Doyle from Doyle
Incorporated regarding the use of and purchase of the tractor
and twin boom mower. Paul Rasmussen made a motion to rent the
mower with a flail attachment for one week, but prior to renting
a decision will be made what roads shall be the test spots and
trim only those trees in the ditch easements no larger then 3
inches in diameter and Mr. Bill Doyle will accompany the road
maintenance crew periodically for two days. Russell Jackson
seconded and adopted.
ARCHITECTURAL COMMITTEE
Kevin Nickelson made a motion to nominate Kenneth Ostlund to the
Architectural Committee. Duane Thompson seconded and adopted.
The Architectural Committee shall meet on October 26, 1993 at
7:00 p.m. to review the P. and N. Products proposal.
SKIP STROMBERG (STAIRWAY)
Mr. Al Goodman addressed this issue as the County has not been
able to gain compliance for the stairway at the Skip Stromberg
residence at 20260 Oxboro Lane.

Mr. Goodman has turned this item over to the township for
possible legal action. Duane Thompson made a motion to table
this matter to a later date and the board would view the property
at 6:1 p.m. October 28, 1993. Russell Jackson seconded and
adopted.
AWAIR MANUAL
Paul Rasmussen made a motion to adopt the Awair Manual as the
township's safety program. Duane Thompson seconded and adopted.
Duane Thompson made a motion to adjourn.
