On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board members were
present: Charles Nordin, Chairman, Russell Jackson, Kevin
Nickelson, Duane Thompson, and Paul Rasmussen.
Richard Nyman
Planning Commission recommends to the Town Board to grant the
Minor Subdivision for Richard Nyman Box 432, Chisago City, MN
55013. NW1/4 of NE 1/4 Section 3, Township 32, Range 20 West. To
divide into 2 parcels as per Certificate of Survey dated October
4, 1993 with the following conditions.
1. 33 feet from the centerline of 240th Street
be dedicated to the town for road purposes.
2. Drainage easements be dedicated around the wet
areas.
3. Lowest floor of any building be at least
3 feet above the wetlands elevation.
4. Approximately 260 feet road frontage on Parcel A
as wetland presents a 300 feet road frontage.
Duane Thompson made a motion to accept Planning Commission
recommendations. Paul Rasmussen seconded the motion and adopted.
Donald Brooks
Planning Commission recommends to the Town Board to grant the
variance's to Donald Brooks. 21060 Penrose Avenue North,
Scandia, MN 55073. Lot 3 Waldon Meadows. To construct a 24 x 32
barn will be closer to the road then the house and sideyard
setback of 100 feet to 65 feet. Variance's granted due to the
following reasons:
1. The best logical location.
2. The area is well screened from rad and the
neighbors.
3. This is the best location due to ditch, buried
electric box and driveway.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Duane Thompson seconded and adopted.
Steve Hursh (Greg Nygaard)
Planning Commission to the Town Board to grant the variance to
owner Grey Nygaard 21717 Oldfield Avenue, Scandia, MN 55073 and
applicant Steve Hursh 21335 Orlo Drive, Scandia, MN 55073. To
grant the variance of 200 feet to 156 feet for the already
partiality constructed home. Variance's granted due to the
following reasons:
1. It is 245 feet from existing water line.
2. Unique piece of property, because of the
high water inlet.
3. Most logical location for dwelling.
4. With the approved septic area the house would
be in the same position if a variance would
have been applied for.
Russell Jackson made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded and adopted.
The Town Board discussed this issue and the following comments
were made. If the house is moved it would be close to the road,
the small bay of water would have to raise 3 feet and the
topographic maps required for subdivisions was adopted December
of 1987 and this plat was approved in October 1987.
The motion carried with Russell Jackson, Duane Thompson, Kevin
Nickelson voted in favor and Paul Rasmussen against.
TOWN BOARD SPECIAL MINUTES
Lofton Court
Duane Thompson made a motion to adopt the Resolution Declaring
Cost To Be Assessed and Ordering Preparation of Proposed
Assessment for Lofton Court. The approximate assessment per
parcel is $600.00 and the proposed assessment role is $12,900.00
with 71 interest. Paul Rasmussen seconded and adopted.
Winds In The Pines Preserve
Charles Nordin and Paul Rasmussen meet with Mr. Fred Boesel and
viewed the property regarding the road situation at the above
site. Mr. Nordin would contact Mr. Boesel and inform Mr. Boesel
the board does not have a problem with the road situation. The
Clerk would send the deed for the property to David Hebert,
Attorney to review for road easement.
