On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board members were
present: Charles Nordin, Township Chairman, Russell Jackson,
Paul Rasmussen, Duane Thompson and Kevin Nickelson.
P. N. Products (Peter Nora)
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to P. N. Products (Peter Nora), 21060
Olinda Trail, Scandia, MN 55073. Lot 8, Block 1, Hawkinson
Business Park for the construction of a manufacturing building
for plastic molding subject to the following conditions:
1) Construction shall take place in accordance with the site
plan submitted.
2) Parking area and drive must be blacktopped. Parking
stalls must be 9' X 18' with one handicapped stall
provided and marked. Parking spaces shall be striped.
3) Landscaping must be done in accordance with approved
plan. Existing trees must be preserved as much as
possible.
4) A grading and drainage plan must be submitted and
approved by Washington County Department of Health
Environment and Land Management and the Washington
County Soil and Water Conservation District.
5) A septic system must be installed in accordance with a
permit from Washington County.
6) All waste or refuse must be stored inside a building or
screened from view.
7) Any change in use or the construction of additional
facilities shall require an amended Conditional
Use Permit.
8) Any outside lighting must be in accordance with the
Zoning Ordinance.
9) Architectural Control Committee must approve the
building design.
10) A $500.00 financial guarantee shall be posted to assure
conditions of this permit are met.
11) Violation of any condition of this permit may result
in revocation of said permit.
12) Approval from the Board of Architectural Review.
Paul Rasmussen made a motion to accept. Duane Thompson seconded
the motion. Kevin Nickelson made the following amendment to the
motion. That 900-. of the outside storage items be moved off
the present site on 21060 Olinda Trail be moved to the new site.
There was no second to the amendment. The motion was adopted.
Roderick Lawson Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Roderick Lawson, 906 Greeley, Stillwater,
MN 55082. For the W 1/2 of NE 1/2 of NE 1/4 of NE 1/4 of Section
30, Township 32, Range 20 West. To divide 63 acres into 2
parcels with the following conditions:
1) Lot lines be modified as follows: South line of Parcel
2 is moved to the south property line and the North -
South dividing line between Parcel 1 and Parcel 2 be
dropped to the South property line.
2) Variance from 300 foot road frontage to 30 feet.
3) Arrangements be made for joint use of the first 30 feet
of the driveway by�the adjacent neighbor.
4) Wetland mitigation be approved by the SWCD.
5) The driveway design be approved by the Township Engineer
and all associated costs be paid by the applicant.
6) No building permit be issued before completion of the
wetland mitigation plan and the completion of the
driveway to Township standards.
7) 33 feet from the centerline of Mayberry Trail be
dedicated to the Township and 60 feet from the centerline
of CD 15 be dedicated to the County for road purposes.
8) Only one resident per parcel.
Findings are as follows:
1) Land is substantially wetland.
2) Topography of the property allows only one residence
per parcel.
3) variance will be granted because it will serve one resident
per 40 acres.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation. Duane Thompson seconded and adopted.
