12-21-93 tbDecember 21, 1993 The regular monthly meeting of the Town Board was called to order by the Chairman, Charles Nordin. The following Board Members were present: Chairman, Charles Nordin, Russell Jackson, Kevin Nickelson, Paul Rasmussen and Duane Thompson. Consent Agenda Paul Rasmussen made a motion to approve the following consent agenda: A. Clerk's minutes have been presented for 11/16/93 and 12/7/93. B. Approval of Treasurer's report Balance as of December 1, 1993 $383,658.88. C. Approval For Payment of December expense. D. Transfer of $2,520.00 from Road and Bridge Fund to Lofton Court Fund. E. Adjournment Duane Thompson seconded the motion and adopted. Parks and Recreation Board Kevin Nickelson made a motion to appoint Tom Vogen to the Parks and Recreation Board. Paul Rasmussen seconded and adopted. Township Engineer (Tom Prew) Tom Prew recommended a partial payment for Peterson Excavating for drainage construction in the Bliss Addition. Russell Jackson made a motion to pay the partial payment to Peterson Excavating for the amount of $5,277.82. Duane Thompson seconded and adopted. 1994 Road Improvements Kevin Nickelson made a motion to adopt Resolution 12-21-93 to authorize T.K.D.A. for Road Improvements for 1994 on the following roads: 1) Mayberry Trail from CSAH 15 to Lofton Avenue 2) Lofton Avenue from Mayberry to TH 97 3) 202nd Street from CSAH 3 to Elwood Pheasant Hills 4) Orwell Avenue from Elwood Pheasants Hills to Old Marine Trail 5) 197th Street from Orwell Avenue to cul-de-sac page 2 6) Orwell Court from Orwell Avenue to cul-du-sac 7) Old Marine Trail from Orwell Avenue to 1000'+/-south of Oxborow Avenue 8) Oldfield Avenue from 230th Street to 240th Street 9) 236th Street from Oldfield Avenue to Novak Avenue 10) 237th Street from Oldfield Avenue to Novak Avenue 11) Novak Avenue from 236th Street to 237th Street Russell Jackson seconded the motion and adopted. Elwood Pheasant Glen (Dan Lindgren) Duane Thompson made a motion to reduce the letter of credit for Dan Lindgren (Elwood Pheasant Glen) to $28,125.00. Kevin Nickelson seconded and adopted. Olinda Estates (John Peltier) Duane Thompson made a motion for a reduction in the letter of credit to $2,000.00 and the remaining money is to cover any repair work which may be necessary in the spring for Olinda Estates (John Peltier). Russell Jackson seconded and adopted. Rice Creek Watershed A plan amendment was discussed for Rice Creek Watershed that includes a charge in the district which would be assessed to property owners for a ditch maintenance. A hearing will be held regarding this subject on January 24, 1994 and Kevin Nickelson will attend on behalf of New Scandia Town Board. TIF Monies Duane Thompson stated he would meet with Housing and Redevelopment Authority regarding TIF monies and the township could receive approximately $125,000.00 Pull Tab License For Trail End Mr. Charles Savage representating VFW of Lindstrom and Chisago City area was requesting the license renewal for pull tabs at the Trails End Restaurant. Russell Jackson made a motion to renew the license for pull tabs at the Trails End. Duane Thompson seconded and adopted. page 3 Bliss Addition (Zoning Ordinance Paul Rasmussen made a motion to authorize David Hebert Township Attorney to send letters to residents in violation in the Bliss Addition by a formal compliant basis. Duane Thompson seconded and adopted. Ordinance For Cul-Du-Sacs Paul Rasmussen made a motion to redraft an ordinance regarding placement of mail boxes in.cul-du-sacs. Duane Thompson seconded the motion. Russell Jackson, Duane Thompson, Paul Rasmussen and Charles Nordin voted yes and Kevin Nickelson voted no. Motion adopted. Richard Heller Land Description David Hebert reviewed the land description situtation which Mr. Richard Heller incurred by the reconstruction of Oakhill Road and Mr. Hebert felt there is no problem with the land description. Landmark Surveying had re -set the two corners and it was the board consensus it was not necessary to revise the land description. This item was tabled. Bill Bergaren (Junk Car) Kevin Nickelson made a motion to direct David Hebert Township Attorney to send a letter to Bill Berggren 11720 239th Street, Scandia, MN 55073 regarding the removal of the junk cars on his property. Paul Rasmussen seconded and adopted. Procedure For New Employee Pay Increase It was discussed that the township should have a procedure for new employee pay increase with a pay range for each job and also how it compares with pay equity. It was agreed to prepare a new job description for the treasurer with the new duties of the computer and the board shall hold a special meeting on January 11, 1994 to review job descriptions and salaries. Mr. Hebert addressed the subject of compensation for employees such as party after a certain number of years of service to the township. Mr. Hebert felt this compensation was not feasible. Park Land For Lots 7 and 8 In Scandia Addition Duane Thompson made a motion to transfer Lot 8 and 9 in Scandia Addition to the State of Minnesota and this property will go back to Washington County and placed on sheriff auction. Paul Rasmussen seconded and adopted. page 3 Energy Management Analysis From Norther States Power Duane Thompson made a motion to install setback thermostats in the Community Center and energy saving exist lights. Paul Rasmussen seconded and adopted. Russell Jackson made motion to replace incandescent lamps with halogen lamps in the maintenance garage and to add an 8 inch ceiling insulation in the maintenance garage. Kevin Nickelson seconded the motion. The clerk would submit quotes for the ceiling insulation at the January meeting. Errors and Omissions Russell Jackson made a motion to change the Errors and Omissions Insurance coverage from the Association of Township to the League of Minnesota Cities. Paul Rasmussen seconded and adopted. The board directed the clerk to contact Ray Burris to head the Watershed Organization for Goose Lake and contact area residents. If Mr. Burris would not accept the clerk should contact other residents on the Goose Lake who might be interested. Meeting adjourned. Dolores Peterson New`Scandi Township Clerk
