12-7-93 tb,pcDecember 7, 1993 On the above date New Scandia Planning Commission held their regular meeting. Board Members, Charles Nordin, Russell Jackson, Kevin Nickelson and Paul asmussen were present. Duane Thompson was absent. Nielsen Construction (Pheasant Hills) Planning Commission recommends to the Town Board approval of the proposed plat of Pheasant Hill for Nielsen Construction, 20436 July Avenue, Forest Lake, MN,55025. The S 1/2 of SW 1/4 of Section 19, Township 32, Range 20 as presented on drawing dated 10/21/93. 1) Drainage easements around the wetlands be shown on the final plat. 2) Town Board determine the question of 202nd Street. Kevin Nickelson made a motion to accept Planning Commission recommendation with the following addition. 202nd Street is adequate for the number of homes and the developer should not have to improve the road further. Russell Jackson seconded the motion and adopted. Wavne Schmitt (Wall Albums Planning Commission recommends to the Town Board to grant the Conditional Use Permit for Wayne Schmitt 21080 Olinda Trail, Unit D, Scandia, MN 55073. Lot 3, Scandia Addition. This permit shall be renewed in one year. On approval by Washington County that there will be no threat to the environment from the silk screening process based on the letter sent to Washington County by Gail Detrick. Paul Rasmussen made a motion to accept, Russell Jackson seconded and adopted. Nels Gronquist Planning Commission recommends to the Town Board to grant the Minor Subdivision to Nels Gronquist, 14641 Oakhill Road, Scandia, MN 55073. Parts of Lot 6 and 9, Section 23, Township 32, Range 20 as shown on the plat dated 11/16,93 subject to the following: 1) Dedication of 33 feet of Oakhill Road to the County. 2) Dedication of drainage easements around the wetland and ditch. 3) Removal within one year of the garage (575 sq ft) and the chicken house (336 sq ft). 4) Variance granted to have 2100 sq ft of accessory buildings due to the barn's historical significance and summer kitchen is within 10 feet of the house and thus essentially part of the house. Russell Jackson made a motion to accept. Nickelson seconded and adopted. Todd Crabtree Minor Subdivision Due to lack of road frontage and road construction location the motions where not accepted.by the Planning Commission and upon the last motion, Mr. Todd Crabtree withdrew his application before the motion was seconded. Anthony Dubois Planning Commission recommends to the Town Board to grant the Minor Subdivision for Anthony Dubois 23450 Nolan Avenue, Scandia, MN 55073. Part of the E 1/2 of Section 4, Township 32, Range 20. To divide 16.87 acres into parcels of 10.02 acres and 6.85 acres, with the following conditions: 1) 33 feet from the centerline of Nolan dediated to the Township for road purposes. 2) Drainage easement dedicated around the wetland area. 3) Accessory buildings to remain for historical purposes and a variance needed for any future buildings. Paul Rasmussen made a motion to accept. Kevin Nickelson seconded the motion with the following addition: The buildings are of both historical significance and the square footage is only 235 square feet over the 2,000 square feet allowance on 5 acres. The motion was adopted. Preservation Heritage Proposal Tim Remus, chairperson of Land Preservation Committee, presented the revised proposal originally proposed at the August 3, 1993 Planning Commission meeting. Planning Commission recommends to the Town Board to approve the Preservation Heritage Proposal presentated by the Chairperson, Tim Remus. Kevin Nickelson made a motion to accept with the following additions: l) This proposal may not be utilized much. 2) This proposal engages land stewardship and it is a good idea to have this type of framework. 3) This proposal confirms to the Comprehensive Plan and retain the rural character. 4) The cost is very minimal.
