1993 ANNUAL TOWNSHIP MEETING
On the above date New Scandia Township held the Annual Meeting.
All members of the Town Board were present.
The meeting was called to order by the Clerk Dolores Peterson.
Bruce Swenson was elected moderator for the meeting. The posted
notice was read by the clerKstating the election was held to
elect one supervisor.
Dolores Peterson read the Board of Canvass for the election.
Kevin Nickelson received 92 votes and 10 write-ins. Bruce Swenson
made a motion to declare Kevin Nickelson as the Township Supervisor.
Motion seconded and adopted.
The minutes of the 1992 Annual Meeting were read. Ms. Judy Rydeen
made a motion to accept the minutes for 1992, seconded and adopted.
The total expenditures from March 1992 to December 31, 1992 were
$1,007,817.08. Mr. Fred Sova made a motion to accept report and
seconded and adopted. Treasurer reported receipts for March 1992
to December 31, 1992 were $1,346,453.73. Elmer Benson made a
motion to accept treasurers report, seconded and adopted.
Nancy Madden Chairman of the Planning Commission gave a report.
Ms. Madden reported 30 new homes were built in the 1992 with a
valuation of $3,506,000.00.
Steve Spence New Scandia Fire and Rescue Chief gave a report
on behalf of the Fire Department and Rescue. The department
responded to 102 calls. Seventy six of these calls were medical
and twenty eight were fire calls. There are currently 29 members
on the Fire Department.
Shirley Sova member of the Parks and Recreation Committee gave a
report on behalf of the committee. The committee have plans
for a pleasure and hockey rink for the winter of 1993. The
committee expect to have a plan for trails and existing park land.
The committee will be installing park benches throughout the
uptown area.
Ms. Joyce Heinsch expressed her concern for a Trail System and
the Parks and Recreation Committee should layout a plan and
land should be dedicated for parks in new plats.
Mr. Paul Rasmussen recommended that a representative meet with the
Parks and Recreation and a member of the Planning Commission serve
on this committee. No action taken on this matter.
Representatives from the Forest Lake service Bureau expressed their
thanks to the community for the continued support. The bureau
have serviced 578 young people from the Scandia area and the bureau
are requesting the continued support for the year of 1993 in the
amount of $4,000.00.
The question was asked what the status of the 40 acres owned by
the township on Highway 95 was at this time. This property is
still owned by the township and the Department of Natural Resources
has submitted another bid for the property and this item will
be on the March 16, 1993 Town Board Agenda.
The resoultion from last year pertaining to the land was reviewed
and citizens expressed their desire that this land should be
preserved as park land. Mr. Josel,yn member of the Planning
Commission informed the citizens if the Department of Natural
Resources purchased the land the land would be used for a natural
area.
Mr. Francis Schleh made a motion to increase the Gopher Bounty
to $1.50 for the two front feet: Motion seconded and adopted.
Mr. Fred Sova made a motion to apply magnesuim chloride for dust
control and property owners pay $50.00 for 300 feet and the township
pay remaining and if the board wishes to spray certain areas they
shall use their discretion. Motion seconded and adopted.
The township levy for 1994 was proposed for the amount of $850,000.00
and this will be voted on at the reconvened Annual Meeting August
17, 1993.
Ms. Judy Rydeen made a motion to consider a Wetlands Inventory
based on a cost estimate. Motion seconded and adopted.
Ms. Joyce Heinsch made a motion to reconvene the Annual Meeting
to August 17, 1993 at 7:30 p.m.
