4-20-93 tbApril 20, 1`993 The regular monthly meeting was called to order by Chairman, Charles Nordin. The following board members were present: Charles Nordin, Duane Thompson, Russell Jackson, Kevin Nickelson and Paul Rasmussen. Thompson made a moition to approve the clerk's minutes minutes for 3/16/93, 3/23/93 and 4/6/93. Rasmussen seconded and adopted. Rasmussen made a motion to approve the treasurer's report. Nickelson seconded and adopted. Mary Lou Simonson Chief of Police The letter of resignation was read by the Township Clerk,. Thompson made a motion to accept the resignation of Mary Lou Simonson, Chief of Police. Nickelson seconded and adopted. Thompson made a motion to send Mary Lou Simonson a letter expressing our thanks for the years of service to Ms. Simonson. Jackson seconded and adopted: Thompson made a motion the members of the Town Board, Clerk, Treasurer and Attorney pay the expenses of Ms. Simonson's party. Rasmussen seconded and adopted. Parks and Recreation Committee Shirley Sova reported Barb Bergum a graduate of University would work on a plan for trails for New Scandia Township as part of her graduate work program. Nickelson made a motion not to exceed $250.00for a Trail Plan to be prepared by Ms. Bergum. Thompson seconded and adopted. Ice Facilities Rasmussen made a motion the Town Board meet April 26, 1993 at 6:00 p.m. at the Scandia Community/Senior Center with the Township Engineer and LaVayne Dupslaff from Landmark Surveying to view the proposed site as there appears to be a grading problem. Thompson seconded and adopted. Township Engineer Mr. Charles Wetzler from T.K.D.A. introduced Mr. Thomas Prew the newly appointed engineer for the township. Gravel Bid The clerk read the bids from Peterson Excavating and Dresel Contracting. Nickelson made a motion to award the bid to Peterson Excavating as Peterson Excavating is the lowest responsible bidder. Rasmussen seconded and adopted. The bids are one file in the township office. Bituminous Surfacing Policy Rasmussen made a motion to accept the Bituminous Surfacing Policy with the addition. The Town Board may consider bituminous surfacing when special problems such as erosion, wash outs, etc. exists. Thompson seconded and adopted. Lofton Court Jackson made a motion accepting the resoultion to authorize surveying and cross sections with Landmark Surveying and the Township Engineer prepare a Preliminary Report for Improvement of Lofton Court. Thompson seconded and adopted. Layton Avenue (Bliss Addition) Jackson made a motion that Landmark Surveying prepare mapping from topographical maps, survey for ground control, first floor elevations, culvert elevation and spot ditch elevation for Layton Avenue. Thompson seconded and adopted. Crack Sealin Thompson made a motion to acquire a cost for crack sealing estimate from Bergman Bros. Nickelson seconded and adopted. Treasurer Salary Review Mr. David Hebert reviewed the job evaluation for the Township Treasurer and stated the points are properly classified. Rasmussen made a motion that the part time treasurer and part time maintenance laborer were equal at $10.40 an hour based on the objective back up information. This may change at a later date with new duties based on a computer system. Nickelson seconded and adopted. Problems With Debri In The Bliss And Holiday Beach Addition Mr. Lee Swenson was questioning the progress report pertaining to enforcing the zoning ordinances in the above area. Mr. Russell Anderson from Washington County Code and Enforcement had composed a list of property owners who were in violation, but the lots are so small in that area he was not sure of the accuracy. Mr. Anderson had informed the office the board should send letters to everyone in that area. I Mr. Schowalter stated if the township enforces the zoning in that area the zoning should be enforced throughout the township. Rasmussen made a motion to discuss this item at the April 26, 1993 Special Meeting and the clerk should have some info from Washington County Code and enforcement regarding this subject. Jackson seconded and adopted. Scandia Merchants Softball Jackson made a motion to approve the beer license for Scandia Merchants on June 25, 26, 27 and Sunday the hours are from noon and until the games are over. Thompson seconded and adopted. Housing and Redevelopment Association Thompson made a motion to approve Resoultion 4/20/93-2. This resoultion sites that housing, can be located on this area. Thompson seconded and adopted. Municipal Service Agreement Thompson made a motion to accept and sign the Municipal Service Agreement with H.R.A. Jackson seconded and adopted. John Grafft District Memorial Hospital Mr. Grafft stated a task force has been established to provide oppositions for Advanced Life Support -Ambulance Service to the surrounding areas and Mr. Grafft was requesting a represent- ative from the town board. Rasmussen made a motion to appoint Nickelson to the Feasibility Ambulance Task Force. Jackson seconded and adopted. Forest Lake Waterhed District Mr. Curt Sparks requested that Goose Lake be included in the Forest Lake Watershed District. Thompson made a motion to table the information from the Forest Lake Watershed District. Nickelson seconded and adopted. Water Management Plan Nickelson made a motion to accept the revised language for the Water Managment Plan. Rasmussen seconded and adopted. Minnesota Department of Transportation Thompson made a motion to accept the Agreement with Minnesota Department of Transportation for maintenance for the service lane by Scandia Four Seasons. Jackson seconded and adopted. 7 Appointment for Carnelian/Marine Watershed Jackson made a motion to appoint Rober Jensen to the Board of Carnelian/Marine Watershed. Thompson seconded and adopted. i ADDrasials For 40 Acres On Highway 95 The following quotes were presentated for an apprasial for the 40 acres on 95. Ross Sandison $1400.00 to $1600.00, Search $700.00 and Roby Associates $600.00. Rasmussen made a motion that Roby Associates appraise the property on 95 for the amount of $600.00. Nickelson seconded and adopted. Restoration of Pictures Thompson made a motion to table the discussion of the restoration of the Scandia old town pictures until we contact the Anniversary Committe regarding this subject. Rasmussen seconded and adopted. Computer Thompson made a motion to table the quote from Ameridata for the purchase of a computer. Rasmussen seconded and adopted. Ordinance Number 43 (Parking Ordinance) Jackson made a motion to adopt Ordinance Number 43 with the following changes: 30 minutes changed to 60 minutes Section 2 and at owners expense added to Section 5. Nickelson seconded and adopted. Appointment to Planning Commission Thompson made a motion to appoint Blair Joselyn to a 5 year term to the Planning Commission. Jackson seconded and adopted.
