The regular monthly meeting of New Scandia Township was called
to order by the Chairman, Charles Nordin. Present were: Charles
Nordin, Duane Thompson, Russell Jackson, Kevin Nickelson and
Paul Rasmussen.
CONSENT AGENDA
Paul Rasmussen made a motion, seconded by Duane Thompson to approve
the Consent Agenda as follows:
1. Approval of clerk's minutes for 5/20/93 and 6/1/93.
2. Approval of treasurer's report Balance June 1, 1993
$413,256.84
3. Approval of payment of June bills.
Motion carried unanimously.
LOFTON COURT
Mr. Tom Prew Township Engineer presentated a resoultion and proposed
project schedule for Lofton Court.
Mr. Russell Jackson made a motion to adopt the Resoultion 6-15-93
for a hearing on Improvement for Lofton Court on July 13, 1993. Kevin
Nickelson seconded the motion and adopted.
ROAD SUPERVISOR
It was agreed that Mr. Duane Thompson would take all road calls
and problems and to direct person's with problems to Duane Thompson.
DUST CONTROL
The figure for 1993 dust control application was presentated and
information that residents have informed the office of the grader
blade removing the application. It was agreed that residents
who have this applied next year mark the area and the stakes
be left in these areas so the grader operator could identify these
areas.
PARKS AND RECREATION
Michael Jay stated the Parks and Recreation had a contest to name
the 40 acres on 95 and the committee chose "Wind IN The Pines Reserve"
Mr. Jay stated the committee is working on a proposal for a non
motorized trail system and will submit this to the board for approval.
Mr. Jay felt the trails should be designated when a Minor Subdivison
or Major Subdivision are submitted. Mr. Jay also stated he would
like to see an increase in the park fees for new subdivisions.
POLICE PROTECTION
A discussion was held regarding police protection. Mr. Russell Jackson
informed the board that the community does not want to contract
with the County and the Township should have their own police.
It was agreed no decision would be made at this time as May Township,
City of Marine may consider to have police protection and the 3
entities could share the cost for police protection.
LETTER TO RESIDENTS IN BLISS AREA
The Town Board will view the area on June 17, 1993 at 5:30 p.m. and
start legal action on some property owners.
WATER MANAGEMENT COMMITTEE
Paul Rasmussen made a motion to appoint Mr. Cal Floerke to the
Forest Lake Water Management Committee to replace Mr. Paul Groosman.
Kevin Nickelson seconded and adopted.
GEORGE LINDGREN PIT
Duane Thompson made a motion that the stockpile from George Lindgren`s
may be removed as per the County Permit to Shalander and Shaleen
until August 1, 1993. A publis hearing was held this spring in
accordance for this pit. Russell Jackson seconded and adopted.
ST. CROIX ANIMAL SHELTER
The clerk presentated a letter from St. Croix Animal Shelter and
informed the board the Director Joan Richert had informed the clerk
they would not take stray animals at the shelter unless New Scandia
Township had a contract with the organization.
Russell Jackson made a motion to sign a contract with St. Croix
Animal Shelter and the cost share be $1500.00 and this shall be
payable over a three year period. Kevin Nickelson seconded and
adopted.
OAK WILT
Paul Rasmussen suggested to table the Oak Wilt Grant Program to
the June 17, 1993 meeting and at thime the township shall have
an estimate of the cost.
TREASURER POSITION
It was agreed the applicant does not have to live in New Scandia
Township.
TAX INCREMENT
Duane Thompson reported on the Tax Increment Funds and the township
should proceed with road improvement plans in the areas affected.
100TH ANNIVERSARY
Kevin Nickelson made a motion to pay the balance of the 100th
Anniversary bills. Russell Jackson seconded and adopted.
Duane Thompson made a motion to adjourn.
