On the above date New Scandia Township held the Annual meeting.
Charles Nordin, Russell Jackson, Kevin Nickelson,Duane Thompson,
and Paul Rasmussen, Supervisors were also present.
The clerk called the meeting to order and asked for nomination of
a Moderator for the meeting. Bruce Swenson was elected.
The minutes of the 1993 Annual Meeting were read and Steve Morris
made a motion to accept. Motion seconded and adopted.
The clerk stated the expenses for the fiscal year were
$877,928.15. Steve Morris made a motion to accept and seconded.
Motion Carried.
The treasurer reported the revenues for fiscal year of 1993 were
$1,013,485.00. Steve Morris made a motion to accept and seconded
and adopted.
Planning Commission Report (Blair Joselyn)
Blair Joselyn gave a report on behalf of the Planning Commission.
The township processed fifteen (15) variances, nine (9)
conditional use permits, one (1) sign permit, seven (7) minor
subdivision and one (1) maj,or subdivision. Twenty (29) new homes
were constructed with a valuation of $3,200,000.00.
Steve Spence Fire Chief
Steve Spence Fire Chief reported on behalf of the Fire and Rescue
Department. The department responded to one hundred twenty eight
(128) calls, eighty one (81) were for medical or rescue and forty
seven (47) were for fire. Projects for 1993 included repair work
on the pumper, 5176 and replaced old breathing apparatus with new
ISI Air Pac`s. The department has 30 members.
Park and Recreation Committee (Erich Bogel)
Mr. Bogel informed the citizens the rink has not been completed
and the rink should be ready for 1994 season.
Gopher Bounty
Gordon Rydeen made a motion to leave the gopher bounty at $1.50
for the two front feet. Motion seconded and carried.

Forest Lake Service Bureau (Steve O'Nell)
Mr. O'Nell gave a report on behalf of the Forest Lake Youth
Service Bureau. The Bureau served 605 families in New Scandia
Township and was requesting the support of $4,000.00 for the year
of 1994.
Dust Control
No motion was made for the application of magnesium chloride for
the township roads. Citizens were concerned that chlorides
affect the environment. Duane Thompson Road Supervisor would
look into substances and any,problems with the application of
chloride on the township roads.
Levy
The levy will be submitted at the reconvening of the Annual
Meeting in August.
Steve Morris made a motion to send written notice of new
Conditional Use Permits of Gravel Pit Mining operations to
property owners within a 5 mile radius. Motion seconded. Motion
amended to a 2 miles radius of property owners and print in a
large bold print of the legal paper. Amendment seconded,
amendment failed. Mr. Morris then shorted the motion to mail
notification of new Conditional Use Permits within a 2 mile
radius and no bold print. Motion seconded and motion failed.
Tom Obst made a motion to limit expansion of all new mining
operations to the present sites. Motion seconded and carried.
LEAKAGE OF FUEL OIL CHEMICALS ETC.
Gary Hogle made the following motion. Whereas, accidental
leakage of fuel, oil, chemicals, etc. in close proximity to or
below the water table would cause almost immediate and long
lasting contamination of said water table in mining operations.
It is hereby proposed that no vehicle should be parked or allowed
to stand, or any structure be placed even temporarily on any
surface less than thirty feet above said water table and on any
surface greater than thirty feet above said water table without
an adequate impermeable barrier placed on the ground and equipped
with a contamination means to control any and all possible
spillage or cleaning liquid. Motion seconded and carried.

WINDSHIELD AND VEHICLE DAMAGE
Gary Hogle made the following motion.
Whereas the incidents of windshield and/or vehicle damage due to
falling gravel, rocks or other airborne debris causing
considerable inconvenience, safety considerations and monetary
loss for township residents.
It is hereby proposed that all vehicles carrying any load that
could cause damage to other vehicles or drop debris upon any
roadway within the Township of New Scandia be covered at all
times. Said vehicles would also be clear of all loose dirt,
gravel, etc. from the sides and undercarriages. Motion Seconded
and carried.
The levy will be submitted at the reconvening of the Annual
Meeting in August.
David Brown made a motion to reconvene the Annual Meeting to
August 16, 1994. Motion seconded and carried.
BOARD OF CANVASS
The Board of Canvass meet after the meeting and reviewed the
summary of the election, which are as follows: Edith Hadlich
247 votes, Nancy Madden 221 votes, Kimberly Johnson 79 votes,
Tom Obst 50 votes for Seat One.
Duane Thompson received 471 votes for Seat Two.
Paul Rasmussen made a motion to declare Edith Hadlich, Supervisor
for Seat One and Duane Thompson, Supervisor for Seat Two. Kevin
Nickelson seconded and adopted.
