The Oath of Office for Edith Hadlich, Duane Thompson, Supervisor
was given by Dolores Peterson, Township Clerk.
The regular monthly meeting for New Scandia Township was called
to order by Clerk, Dolores Peterson. A Chairman and Vice
Chairman was elected by paper ballot for the year of 1994.
Charles Nordin was elected, Chairman and Duane Thompson was
elected Vice Chairman.
The following Board Members were present: Charles Nordin, Edith
Hadlich, Kevin Nickelson, Paul Rasmussen and Duane Thompson.
CONSENT AGENDA
Paul Rasmussen made a motion to approve the following consent
agenda:

and 2/28/94

Duane Thompson seconded the motion and adopted.
PARKS AND RECREATION (TOM VOGEN
Paul Rasmussen made a motion to approve the resolution supporting
increased protection from liability for private landowners who
make their land available for public recreation without charge
and support House File #1757. Duane Thompson seconded and
adopted.
Mr. Tom Vogen informed the board the Park Committee would like to
purchase posts and signs for trails. Kevin Nickelson made a
motion the Park Committee purchase signs and posts not to exceed
$500.00 for trails in Winds In The Pines Preserve. Duane
Thompson seconded and adopted.

ROAD COMMITTEE (DUANE THOMPSON)
Mr. Duane Thompson reviewed the environmental impact regarding
the application of calcium chloride and there is no problem
with this product.
Mr. Thompson recommended to increase the application fee for
calcium chloride from $50.00 to $60.00. The property owners
shall stake the 300 feet where the calcium chloride shall be
applied and the township will supply the the stakes.

Mr. Thompson reviewed the necessity of an ordinance for the
numbering of houses in the township.
Mr. Thompson also reviewed the possibility of funds available
form the Department of Natural Resources for bituminous surfacing
of Mayberry Trail/Lofton Avenue due to the usage of these roads
for the public access.
Joan Arnholdt was requesting Old Marine Trail from Orwell to
Olinda Trail (CSAH) 3 to be included in the Road Improvement
Project of 1994. Ms. Arnholdt was informed it was to late to
include this in the project:.
SPEED ZONE FOR LOFTON AVENUE (CSAH) 1 AND MANNING TRAIL (CSAH) 15
Paul Rasmussen made a motion to send a letter to Washington
County Public Works (James Hanson) requesting a speed zone on the
above county highways in the township and a copy of the letter
shall be sent to Jane Krantz, Senator and Douglas Swenson,
Representative. Duane Thompson seconded and adopted.
BUILDING CODE VIOLATION (SKIP STROMBERG)
David Hebert reviewed the building code violation for Skip
Stromberg and Mr. Stromberg was to be in compliance by February
1, 1994. Kevin Nickelson made a motion to take the next legal
action required and not compromise with the violation. Duane
Thompson seconded a adopted.
David Hebert stated the ordinance had to be reviewed and there
are a number of amendments to the ordinance and this item shall
be placed on the April agenda.
TERRY DREYER BONE LAKE ASSOCIATION
Mr. Dreyer requested funding for the Bone Lake Association, which

has just been organized. Mr. Dreyer was informed the township
does fund the Forest Lake Watershed, which includes Bone Lake and
there are other organizations and associations within the
township and it would be impossible to fund each organization or
associations.
RICHARD HELLER (CITATION CABLE T.V.)
Mr. Heller gave a report on behalf of Citation Cable T.V. and
reported the budget for the year of 1994 is $34,000.00.
APPOINTMENT OF CLERK AND TREASURER
Mr. Hebert, Township Attorney informed the board that it is not
necessary to appoint the Clerk and Treasurer with specific terms.
Paul Rasmussen made a motion to appoint Dolores Peterson,
Township Clerk and Susan Haugen Township Treasurer. Duane
Thompson seconded and adopted.
WEED INSPECTOR
Duane Thompson made a motion to appoint Frank Langer Weed
Inspector for the year of 1994. Edith Hadlich seconded and
adopted.
LEGAL PAPER
Kevin Nickelson made a motion to designate the Country Messenger
the legal newspaper for the township. Paul Rasmussen seconded
and adopted.
TOWNSHIP DEPOSITORY
Duane Thompson made a motion to designate Security State Bank
as the township's depository for 1994. Edith Hadlich seconded
and adopted.
INITIATING PLACEMENT OF LAND IN METROPOLITAN PRESERVE
Duane Thompson made a motion to adopt the Resolution to hold a
public hearing for the placement of land in Metropolitan Preserve
for Goldeann Carlson, Debra Havener, Dorothy Larson and Grantor
Larson and the hearing shall be held on April 19, 1994. Paul
Rasmussen seconded and adopted.
Forest Lake Youth Service Bureau
Kevin Nickelson made a motion to fund Forest Lake Youth Service
Bureau in the amount of $4,000.00 for the year of 1994. Duane
Thompson seconded and adopted.

The following date was set to interview Planning Commission
candidates on March 29, 1-994 for the seat of David Brown whose
term expired this March.
The following date was set for a Open House on April 18, 1994 to
honor Mr. Russell Jackson for his 36 years of service to New
Scandia Township as Township Supervisor and Chairman of the Town
Board.
