On the above date New Scandia Planning Commission held their
regular meeting. The following Town Board members were also
present: Chairman, Charles Nordin, Edith Hadlich, Kevin
Nickelson, Paul Rasmussen and Duane Thompson.
JAMES CHURCH
The Planning Commission made a motion to table the request
submitted by James Church, 20411 Olinda Trail, Marine, MN 55047
until Mr. Church obtains sideyard set back measurements on the
south boundary and a new location site for the building. Mr.
Church will be on the May Planning Commission agenda.
LELAND ANDERSON
Planning Commission recommends to the Town Board to grant the
approval of the Minor Subdivision to Leland Anderson, 23740
Pomroy Avenue, Scandia, MN 55073. Part of the N 1/2 of SW
1/4 of Section 1, Township 32, Range 20 with the following
conditions:
1) 33 feet from the centerline of 240th Street and
Pomroy Avenue be dedicated for road purposes.
2) Soil testing submitted and approved.
3) Lean-to, tool shed and old shed be removed by January
1, 1995.
4) Barn and granary are of historical significance and
may remain along with the pump house and garage which
are needed.
Findings:
Due to the topography of the lots, building sites are
more desirable in proposed layout than the one proposed
by Washington County.
Paul Rasmussen made a motion to accept. Edith Hadlich seconded.
Kevin Nickelson submitted the following findings:
Sarah Hills was platted before the present code and
Pickett Avenue would not have been placed were it
is located and under this condition it makes it
unique to the property and this was not self imposed.
The motion carried and passed unanimous.

GLENFIDDICH PLAT (DONALD FROGH)
Planning Commission recommends to the Town Board to grant
approval of the concept plan for Glenfiddich Plat (Donald
Frogh) 19311 Newgate Avenue North, Marine, MN 55047. Parts of
Government Lots 6 and 7, Section 28, Township 32, Range 20 West
for a "simultaneous" Major/Minor Subdivision. Kevin Nickelson
made a motion to accept. Paul Rasmussen seconded and motion
passed unanimous.
JAMES HICKEY
The Conditional Use Permit.for James Hickey, 16099 209th Street,
Scandia, MN 55073. Outlot A, Balfanz Valley View was tabled for
60 days so Mr. Hickey can research earth berms and other options
for noise control, urine odor, possibly reducing the number of
dogs and to converse with neighbors.
MARY AND ROBERT STROM
Planning Commission recommends to the Town Board to grant the
variances to Robert Strom, 269 Stonebridge Blvd, St. Paul, MN
55105, Government Lot 6, Section 30, Township 32, Range 19 West.
To construct a new home with the same lateral river frontage
dimensions as the existing cabin with the following conditions:
that the property owner can demonstrate that they have access
off the road easement, the ,Lowest finished floor level shall be
four feet above the 100 year flood elevation of the river and the
blue prints dated 2-18-94 shall be a part of the file. Findings
are:
1) The footprint of the dwelling is retained by the new
addition.
2) The addition is situated away from the river to the
west.
3) The design of the structure is aesthetic in keeping
with the scenic wild river.
4) There is secondary drainfield.
5) The property owner shall cooperage with a reasonable
request from the township to improve the private
road.
Mr. Booren requested to go on record to use this opportunity to
force neighbors to improve the road and setbacks from the river
and bluffline should be increased, but this was not part of the
motion.

Edith Hadlich made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded. Edith Hadlich, yes,
Duane Thompson, yes, Paul Rasmussen, yes, Charles Nordin, yes and
Kevin Nickelson abstained. Motion adopted.

BIDS FOR POLICE CAR
The following bids were received for the 1986 Chev Police Car:
Tom LaPage, $1425.00, Carole Ronnei $600.00, Charles Egger,
$651.50, Craig Bannon, $1300.00 and Peter Osojnicki $825.00.
Paul Rasmussen made a motion to accept the bid in the amount of
$1425.00 from Tom LaPage. Edith Hadlich seconded and adopted.
Edith Hadlich made motion to adjourn.
