On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Charles Nordin, Edith Hadlich, Kevin
Nickelson, Duane Thompson and Paul Rasmussen.
James Hickey Conditional Use Permit
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to James Hickey, 16099 209th Street,
Scandia, MN 55073. Outlot A, Balfanz Valley View. For a
Conditional Use Permit for twelve (12) adult husky dogs for
recreational dog sledding,•for a period of 6 months and a public
hearing be held for the next renewal. Notices shall be sent to
surrounding property owners and no fees be incurred by Mr Hickey.
The permit is granted with the following conditions:
(1) Waste shall be disposed of in a properly manner.
(2) The facilities shall be maintained in the condition
the Planning Commission viewed them on the
site visit.
(3) Must take all precautions to reduce noise.
Reason for granting the permit is based on the following finding:
(1) Minimal impact on the surrounding property owners.
Kevin Nickelson made a motion to accept the Planning Commissions
recommendation, with the following addition. The township
usually do not have many complaints on Conditional Use Permits
and if the township does the board should be able to correct the
problems. Duane Thompson seconded the motion and motion passed
unanimous.
Steve Cartier
Planning Commission recommends to the Town Board to grant the
variance's to Steve Cartier, 3363 Glen Oaks Avenue, White Bear
Lake, MN 55110. Lots 18, 19 and 20 Erickson's 2nd Addition.
(1) Garage closer to the road then the house.
(2) Lot size 1 1/2 acres to 37,083 square feet.
Mr Cartier must make every effort to preserve the tree which is
in the garage area. This is a reasonable request as neighbors
garages are closer to the road.

Planning Commission recommends to the Town Board to grant the
variance to Daniel Watters, 19230 Larkspur Avenue, Marine, MN
55047. Tracts of F and G of the recorded Registered Land Survey
No. 72. 25 feet from a wetland 75 feet required on condition Mr
Watters meets the septic system codes and have a back up site
available for a second septic system. Based on the following
findings:
(1) The most reasonable location for the garage.
(2) This is not infringing on the drainfield.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Kevin Nickelson made the following addition:
New Scandia has spent considerable time to clean this area and a
garage will help store miscellaneous items. Edith Hadlich
seconded the motion and motion passed unanimous.
Nancy Eggers

Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Nancy Eggers, 19860 Manning Trail, Marine,
MN 55047. The east 934 feet of the south 934 feet of the N 1/2
of NW 1/4 of Section 30, Township, Range 20. With the removal of
outbuildings and with the exception of shop and lean to on Parcel
C and the garage, chicken house on Parcel B. The Planning
Commission are aware the buildings exceed the square footage, but
are allowing this building to stay.
Minor Subdivision granted with the following findings:
(1) Allowing the shop to stay as this is in good
condition and should not be torn down.
(2) Ms Eggers is meeting the requirements to comply
to the ordinance.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Duane Thompson seconded the motion. Kevin
Nickelson made the following amendment to the motion. No
livestock shall be housed and no storage outside of the building
shall be allowed until the house structure is completed. Duane
Thompson seconded the amendment and amendment passed unanimous.

The motion passed unanimous with the amendment.
Edward Hopkins
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Edward Hopkins, 24560 St Croix Trail,
Scandia, MN 55073. That part of the SW 1/4 of NW 1/4 of Section
6, Township 32, Range 19 West. For 27 acres into two parcels,
one of 12 acres and one of 16.6 acres. With the following
additions:
(1) Minnesota Department of Transportation approving
driveway accesses
(2) Soil tests being completed and approved.
(3) 75 feet from the centerline of State Highway 95
being dedicated for road purposes.
(4) Any further subdivision of the property requires
platting.
(5) A minimum of 60 feet for future road development be
dedicated to the township on Parcel B.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Edith Hadl^i-ch seconded the motion and motion
passed unanimous.
Pheasant Hill Plat
Planning Commission recommends to the Town Board to approve the
final plat for Pheasant Hills (Nielsen Construction), 20436 July
Avenue, Forest Lake, MN 55025. Duane Thompson made a motion to
accept the Planning Commission recommendation. Kevin Nickelson
seconded the motion and motion passed unanimous.
Sidewalk For The Uptown Area
Kevin Nickelson presented a plan for sidewalks in the uptown area
and expressed his concern that this is a safety issue. Planning
Commission recommends to the Town Board to request the Township
Engineer to prepare a feasibility report regarding the sidewalks
for the school road to the intersection of Oakhill and Olinda
Trail and a small portion on 209th Street to complete the area
the church is proposing to the parking lot on Olinda Trail.

Steve Morris (Barton Sand and Gravel)
Mr Steve Morris requested the Planning Commission consider
rescinding the Mining Permit for Barton Sand and Gravel, due to
not complying with certain conditions stated on the permit.
Ms Madden requested Mr Morris write his request and present a
summary at the next Planning Commission meeting. Mr Mike White
stated Scandia Homeowners are concerned about the issue and do
support most of the items Mr Morris stated.
