On the above date, New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Charles Nordin, Chairman, Duane Thompson Vice Chairman,
Edith Hadlich, Kevin Nickelson, Paul Rasmussen.
DAVID CRAWFORD
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to David Crawford, 215 Arch Street,
Hudson, Wisconsin 54016. That part of the west 299.96 feet of
the east 646.39 feet of SE 1/4 of NW 1/4 of Section 22, Township
32, Range 20 West, for a commercial dog kennel at 205th Street
subject to the following conditions:
1) English Cocker Spaniels only.
2) No more than eight adult dogs at any time.
3) No more than three litters of puppies in a calendar year.
4) Exercise yard and kennel runs not be visible from the
street.
5) Exercise yard be no longer than 12 x 20 square feet.
6) Two kennel runs no larger than 2 X 4 X 10 feet.
7) Puppies to be sold before they are six months of age.
8) All dogs are to be ,enclosed in the residence when both
owners are not present on the property.
9) Dogs may be in the run and/or exercise yard only when
one or both residents are present on the property.
10) No signs are allowed to advertise the dogs.
11) No newspaper advertising of the dogs is allowed.
12) Permit is effective for a period of six months from the
day that the first dog(s) is obtained by the Crawfords.
13) Town Clerk is to be notified when the first dog(s) is
obtained.
14) Applicants shall make every reasonable effort to dispose
of kennel waste in an environmentally sound manner.
15) A public hearing is to be held at the first Planning
Commission meeting following six months from the permit
effective date with normal newspaper notice and letters
to the neighbors.
16) Permit is nontransferable.
Findings are as follows:
1) Neighbors` concerns are acknowledged, petition in
opposition and those speaking in favor (the two nearest -
adjacent neighbors).
2) Could be some negative impacts on property values, but
that impact is uncertain as there are varying opinions
from realtors.

3) All reasonable safeguards have been taken by applicants
to insure that dogs will not be a nuisance to neighbors.
4) Permit written so as to attempt to effectively address
issues of noise pollution and other potentially
detrimental impacts of the kennel.
Kevin Nickelson made a motion to accept the Planning Commission
recommendations. Edith Hadlich seconded the motion. Mr
Nickelson voiced the following additions: The surrounding
neighbors where closer with the Hickey Conditional Use Permit and
Mr Perry is the closest neighbor who is approximately 500 feet.
Mr Hickey has three or four neighbors within 500 feet. The
township has allowed various commercial ventures in residential
zoned areas within the township, some will have some negative
impact, but you have to balance with what the ordinance states.
Much less offensive than the Hickey Kennel Permit and the
Crawfords deserve a chance. If the township receive valid
complaints the permit will be rescinded. Edith Hadlich voted
yes, Kevin Nickelson, yes, Charles Nordin, yes, Duane Thompson,
yes and Paul Rasmussen voted no. Motion adopted.
GREG AMUNDSON
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit and permission for a sign to Greg
Amundson, 20800 Quinnell Avenue, Scandia, MN 55973. SW 1/4 of Nw
1/4 of Section 19, Township 32, Range 19, with the following
conditions:
1) The applicant must occupy the home.
2) Only family members are allowed as employees in the home
portion of the business.
3) A maximum of a 4' X 4' sign is allowed subject to State
and County approval.
4) A certificate of compliance is obtained from Washington
County.
5) This permit shall be reviewed by the Town Board on an
annual basis and additional conditions may be added if
deemed necessary.
6) This permit is for the period of one year.
Findings are that similar home business' are in the community and
Mr Amundson is in the process of reclaiming an eye -sore in the
community.
Duane Thompson made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded and motion passed
unanimous.

LISA SCHLINGERMAN
Planning Commission recommends to the Town Board to grant the to
Lisa Schlingerman applicant, 20661 Quint Avenue North, Scandia,
MN 55073 and owner Raphael Schlingerman, 20661 Quint Avenue
North, Scandia, MN 55073. Lots 1 and 2 Block 9, Otisville
Addition. For lot size 2 1/2 acres to 1.19 acres and a garage
24' X 24' closer to the road ,then the house with the following
conditions:
1) Both structures must meet required setbacks.
2) The guest house cannot be rented out and can only be
used for temporary sleeping purposes and as an art
studio.
3) A new septic system is installed if required by
Washington County.
4) A certificate of compliance and building permit are
obtained from Washington County.
The findings are:
1) Replacing existing structure from 500 square feet to
700 square feet.
2) A garage is needed in Minnesota
3) This is the most logical site for the garage.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Duane Thompson seconded the motion and motion
passed unanimous.
RUSSELL JACKSON
Planning Commission recommends to the Town Board to grant the
variance to Mr Russell Jackson, 12761 Oakhill Road, Scandia, MN
55073. NE 1/4 of SW 1/4 of Section 9, Township 32, Range 20 for
a Minor Subdivision to divide a 11.10 acre parcel into two
parcels of 5.50 acres and 5.60 acres, with the following
conditions.
1) Drainage easements at Swale and wetlands identified
and protected.
2) Ten foot drainage easement on drain tiles on Heller
property line.
3) 33 feet from the centerline of Oakhill Road and
Meadowbrook Avenue is dedicated to the township for road
purposes.
4) Soil testing is completed and approved.

Kevin Nickelson made a motion to accept the Planning Commission
recommendation. Paul Rasmussen seconded and motion passed
unanimous.
RIVERVIEW ESTATES (RONALD MULLINS)
The Planning Commission tabled the approval of the concept
approval of Riverview Estates for the August 2, 1994 Planning
Commission for further information.
BARTON SAND GRAVEL REVIEW INFORMATION MR STEVE MORRIS HAD
PRESENTED TO THE PLANNING COMMISSION AND TOWN BOARD
Mr Steve Morris, representing SAFE (Scandians Assembled for
Environmental Safety) had presented letters to the Planning
Commission and Town Board regarding violations by Barton Sand and
Gravel. The following violations included starting before 7:00
AM, dust control on traveled township roads, fuel spills, odor
from pit and turn lanes on Manning Trail entering the Barton. Sand
and Gravel. Mr Morris was requesting the boards to revoke the
Mining Permit for Barton Sand and Gravel and hold a Public
Hearing to discuss all the issues.
The Planning Commission and'Town Board agreed to attend the
Washington County Advisory Commission on July 26, 1994 and if
problems are not solved at this meeting the township could hold a
public hearing regarding this matter.
