09-06-94 tb,pcSeptember 6, 1994 On the above date New Scandia Planning Commission held their regular monthly meeting. The following Board Members were also present: Chairman, Charles Nordin, Edith Hadlich, Kevin Nickelson, Duane Thompson and Paul Rasmussen. WILLIAM OLSON Planning Commission recommends to the Town Board to grant the variance to William Olson, 15395 240th Street, Scandia, MN 55073. Part of the NW 1/4 of the NW 1/4 of Section 1, Township 32, Range 20. To grant the variance to construct a garage closer to the road then the house with the following conditions: (1) The size of the garage shall be 24' x 241. (2) The siding to match the house. The findings are: (1) This is the best location for the garage. (2) The garage will be well screened from the road. Duane Thompson made a motion to accept the Planning Commissions recommendations. Edith Hadlich seconded the motion and motion passed unanimously. ALVIN LENZ Planning Commission recommends to the Town Board to grant the variance to Mr Alvin Lenz, 18939 Newgate Avenue North, Marine, MN 55047. Block 2 Lot 4 and 5, Gerryvon Marine Garden. To construct a garage closer to the road easement than the house with the following conditions: (1) Dimensions are 24' deep and 30' wide. (2) Setback from the road easement is 241. (3) Siding matches the house exterior. Findings are: (1) Any further setback would harm the two mature pines in the back. (2) The septic is on the opposite side of the house. Paul Rasmussen made a motion to accept the Planning Commissions recommendations. Kevin Nickelson seconded the motion and motion passed unanimously. page 2 MIKE PETERSON/ELLEN FARVER Planning Commission recommends to the Town Board to grant the Conditional Use Permit to applicant Mike Peterson, 21090 Ozark Court North, Scandia, MN 55073 and owner Ellen Farver, 15169 Scandia Trail, Scandia, MN 55073. Lot 1, Block 2, Hawkinson Business Park. To construct an advertising sign of approximately 100 square feet and 15 feet high with the condition setbacks from two roads are met involved and the base of sign to be tastefully landscaped. Edith Hadlich made a motion to recommendation. Duane Thompson passed unanimously. HARRIET A.M. JOHNSON accept the Planning Commission seconded the motion and motion Planning Commission recommends to the Town Board to grant the Minor Subdivision to Harriet A.M. Johnson, 22430 St Croix Trail, Scandia, MN 55073. Parts of Lots 20 and 30 of County Auditors Plat No. 6. To approve the Minor Subdivision on the grounds that Verconia Kees will have room for an alternate septic site and the two parcels of land'will still have only one residence each with the condition the property being acquired by Ms Kees be legally attached to the property of her residence in perpetuity. Findings are the newly expanded parcel will not subtract too much area from the newly diminished parcel so as to render the latter too small for an alternate septic site. Duane Thompson made a motion to recommendations. Paul Rasmussen adopted unanimously. William Ruddy accept the Planning Commission seconded the motion and motion Planning Commission recommends to the Town Board to grant the Minor Subdivision to William Ruddy, 21020 Meadowbrook Avenue, Scandia, MN 55073. NW 1/4 of NW 1/4 of Section 21, Township 32, Range 20, West. To grant the Minor Subdivision with the following conditions: (1) Parcels meet (2) Soil testing (3) Road easement Township. all standards. be complete on all three lots. of thirty feet be dedicated to the Kevin Nickelson made a motion to accept the Planning Commission recommendations. Paul Rasmussen seconded the motion and motion adopted unanimously. page 3 ROBERT JENSEN Planning Commission recommends to the Town Board to deny the variance to Robert Jensen, 18691 Layton Avenue North, Marine, MN 55047. Lot 6 and 7 Bliss lst Addition. The Town Board will meet at 6:30 PM on September 20, 1994 at the Hanson Store and then proceed to the Robert Jensen residence and view the property. NANCY EGGERS Mr Steve Morris representing, Ms Nancy Eggers regarding that the silo and butler building remain on the property, because of problems removing the above and expense of removal. Planning Commission recommends to the Town Board to approve the request for the silo to remain on Parcel C of the Minor Subdivision for Ms Nancy Eggers, because of the great expense of removal. Mr Obst asked if the silo could be safeguarded and Mr Morris stated rungs on the ladder will be cut. Paul Rasmussen made a motion to accept the Planning Commission recommendation. Duane Thompson seconded the motion and motion passed unanimously. CURT SPARKS/FOREST LAKE WATERSHED Mr Curt Sparks presented a Watershed Data Table for Bone Lake and stated the watershed has expended due to legislation. The inventory plan for Forest Lake Watershed Management needs to be updated to include Bone Lake and Goose Lake and also for Big Carnelian for the amount of approximately $7,600.00. The Township could form a Taxing District and assess this amount back to property owners or this could be funded from the General Fund of the township. The Township Local Plan can not be completed until this inventory is completed and this should be completed in the spring of 1995. A Hydraulic Study for a By Pass on Bone Lake would cost approximately $30,000.00 and there is need for Preliminary Engineering Plans for the approximate cost of $1500.00 the Town Board must make a decision regarding the Prelimary Plans for this project. A Public Hearing would be held for the public after the plans are submitted. page 4 POPULATION AND GROWTH IN WASHINGTON COUNTY (WORKSHOP) Bill Plowman, Planning Commission member and Kevin Nickelson, Town Board member will attend the above workshop on September 29, 1994 7:00 P.M. to 9:00 P.M. REVIEW OF MINING ORDINANCE Mr Nordin suggested the discussion regarding enforcement of the Gravel Mining Ordinance be'tabled until the five year plan has been completed for Barton Sand and Gravel. Mr Bill Clapp and Mr Steve Morris stated they believe the township should enforce mining issues. The clerk informed the Planning Commission and Town Board the need for a update on the application for the Mining Permit.
