On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board Members were
present: Charles Nordin, Chairman, Edith Hadlich, Kevin
Nickelson, Paul Rasmussen and Duane Thompson.
The Planning Commission recommends to the Town Board to grant the
variance to Bradley Bergo, 19123 Layton, Marine, MN 55047. Lot
1, Block 1, Holiday Beach 2nd Addition. To construct a garage
26' X 30" with the following variance's. Lot size 1 1/2 acres to
11,998 square feet and garage closer to the road then the house.
The findings are as follows:
1. Need for a garage in Minnesota.
2. Garage fits property fairly well -other garages in
neighborhood are as large.
3. Other garages in neighborhood are as close to the
road.
Duane Thompson made a motion to accept the Planning Commission
recommendations. Edith Hadlich seconded the motion and motion
passed unanimously.
ROY STENBORG
Planning Commission recommends to the Town Board to grant the
variance to Roy Stenborg, 23243 St Croix Trail, Scandia, MN
55073, South 75 feet of Lot 2 and all of Lot 3 Cedar Cliff On The
St Croix. To construct a four foot walkway with a bluffline
variance of 100 feet to 56 feet. With the finding that the
structure will be no closer to the bluff than the existing
overhang on the house.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Kevin Nickelson seconded the motion and motion
passed unanimously.
DR JORDON ARVOLD (COPAS SCHOOL HOUSE)
Planning Commission recommends the Town Board to grant the
Conditional Use Permit for Dr Jordon Arvold, 1339 Hugerford Pt,
St Croix Falls, Wisconsin 54024. The Conditional Use Permit for
the Copas Schoolhouse for a Chiropractic Clinic shall not be more
detrimental than the existing antique shop with the following
conditions.

1. MN DOT reviews the plan and driveway entrance is
widened to 24 feet if they recommend that to be done.
2. Final surveying must be completed and proper deeds
recorded.
3. Agreement and easement for joint parking facilities be
recorded.
4. Historic character of the building must remain in tact.
No additional signage is allowed. A sign permit must
be obtained from Washington County for change in the
existing sign.
5. Only one doctor is allowed to practice out of this
clinic. Findings are that the clinic would not be
interfering with a non -conforming use.
Edith Hadlich made a motion to accept the Planning Commission
recommendation. Paul Rasmussen seconded the motion and motion
passed unanimous.
MINING PERMIT APPLICATIONS
The application for Mining Permits has not been reviewed for
twenty years so therefore it was agreed that a Workshop with the
following members of the Town Board be present, Paul Rasmussen,
Duane Thompson and Tom Obst representing the Planning Commission
be held before the 1995 Permit Applications are filed.
Mr Steve Morris stated he was starting a petition for a
referendum on the November General Election stating the
prohibiting of Asphalt Manufacturing in New Scandia Township.
Mr Morris was informed by the Township Attorney, that this is not
permitted by State Statue and the operating pits have property
rights under the State of Minnesota and the Constitution of
United States of America and asphalt operations are permitted
in the Washington County Ordinance.
