On the above date New Scandia Town Board held their regular
monthly meeting. The following Board Members were present:
Chairman, Charles Nordin, Edith Hadlich, Kevin Nickelson,
Paul Rasmussen and Duane Thompson.
Paul Rasmussen made a motion to approve the following consent
agenda:

Duane Thompson seconded the motion and motion passed unanimously.
Fire Chief Steve Spence
Mr Sence reviewed the bids for a 1995 F350 vehicle for the Fire
Department. Mr Spence stated the department had received the
three following bids: Lee Kemps Forest Lake Ford in the amount
of $23,611. 58, American Ford $19,800.00 and Anderson Koch Ford,
Inc. $19,016.00. Duane Thompson made a motion to award the bid
to American Ford for the amount of $19,016.00. Edith Hadlich
seconded the motion and motion passed unanimously.
Parks and Recreation Robert Lee
Mr Lee informed the board and residents that the Winds In The
Pines is now open to the public. The Park Committee have ordered
shrubs and trees for planting in the spring and the committee
will do a survey of township residents, asking the residents what
type of recreation the residents would prefer.
Paul Rasmussen made a motion to approve the proposed Park and
Trail System for the township.

Road Committee, Duane Thompson
Mr Thompson informed the board that the Road Committee had
reviewed the sketch prepared by TKDA for the addition to the
Maintenance Garage, but the committee was not in favor of the
drawing.
1994 Road Improvement Project
Mr Tom Prew, Township Engineer would write to TKDA regarding the
liquidation problem with Valley Paving.
Kevin Nickelson made a motion for partial payment to Valley
Paving in the amount of $82,923.04 for the 1994 Road Improvement
Project and $7,116.73 for the Oxboro Intersection. Paul
Rasmussen seconded the motion and motion passed unanimously.
Washington County Highway 52
Representatives from Washington County Public Works Department,
Don Thiesen and Chris Thornton made a presentation of the
proposed road improvement for County Highway 52. There was much
discussion regarding the location and infringing on property
lawns and the possibility of including a separated trail with the
project. The County would,do the base for the trail, but the
gravel or bituminous surfacing would be the township expense.
There will be another informational meeting on February 27, 1995.
Duane Thompson made a motion to send a letter to Washington
County Commissioners requesting, to include the protion of road
improvement from County 3 to Highway 97. Edith Hadlich seconded
the motion and motion passed unanimously.
Petition For Term Limits and Petition To Submit To The Electors
Of New Scandia Township The Ouestion Of Abandoning Option B
Providing For The Appointment Of The Clerk and Treasurer
Mr Floyd Simonson presented two petitions, one for Term Limits
and the other for Option B Providing For The Appointment Of The
Clerk and Treasurer. The clerk informed Mr Simonson the petition
for Term Limits was not legal as this is not under the State
Statue.
The Clerk also addressed the next petition and informed the
residents, the Clerk and Treasurer have no vote and should not be
an elected position. New Scandia Township is not a small
community we are a growing Community and the job needs training.
This is a responsible job and there is a need for computer

knowledge. This would be a disaster to New Scandia Township.
The office is run efficient and the Auditors will be in the
office this week and I invite you to view the process. I feel
the Community Center would not be the way it is today if I would
not take pride in the Center. If you are going to vote for Clerk
and Treasurer, then we should vote for the Grader Operator and
Maintenance Man. I am proud of this Community.
David Hebert stated the Clerk would review the names on the
petition as all the names must be residents of the township. Mr
Simonson stated he wanted a committee to review the names with
the clerk. Mr Paul Rasmussen, Supervisor and Representative,
Mike White would review the petition with the Clerk.
A Special Meeting was scheduled for January 19, 1995 to discuss
the findings of the petition.
Burning and Debris Lakamaga Trail
Charles Nordin informed the board a surrounding neighbor had
complained regarding burning and debris on a vacant lot on
Lakamaga Trail. The clerk informed the board a letter had been
written to the property owner and also a copy to the Department
of Natural of Resources in Cambridge about the problems. The
board requested the clerk contact Al Goodman to check on this
property also.
Review of Salaries
Kevin Nickelson made a motion to freeze all salaries for the year
of 1995. Edith Hadlich seconded the motion. Kevin Nickelson
withdrew the motion.
Kevin Nickelson made a motion to review salaries at the March
meeting and mail the pay scales in the February packet. Duane
Thompson seconded the motion and motion passed unanimously.
Letter For Gravel Mining Owners
Bill Plowman, Planning Commission member and Paul Rasmussen had
prepared a letter with changes and additions to the Washington
County Ordinance and the need to upgrade the reclamation plans
for all the pits. It was agreed to mail this letter to all
Gravel Pit Owners.
