03-14-95 annual tbMarch 14, 1995 On the above date New Scandia Township held the Annual meeting. Charles Nordin, Edith Hadlich, Kevin Nickelson, Paul Rasmussen and Duane Thompson) -. The clerk called the meeting to order and asked for nomination of a Moderator for the meeting. Bruce Swenson was elected. The clerk read the Notice of the Annual Meeting and Election of - regarding the following: (1) One Supervisor for a term of 3 years for Seat One. (2) One Supervisor for a term of 3 years for Seat Two. (3) Shall Option B, providing for the appointment of the Clerk and Treasurer by the Town Board be abandoned for the government of the Town? The minutes of the 1994 Annual Meeting were read. Robert Jensen made a motion to accept and seconded and adopted. The clerk reported the expenditures for the fiscal year were $1,413,367.00 and this includes the bond for the 1994 Road Improvement Project. Robert Jensen made a motion to accept the clerk's report and motion seconded and adopted. The treasurer's reported the revenue for the year of fiscal year were $1,104,307.00. Steve Morris made a motion to accept the treasurer's report for the year of 1994. Motion seconded and adopted. Planning Commission Report (Nancy Madden) Nancy Madden, Chairman of the Planning Commission reported on behalf of the Planning Commission. Ms Madden reported the township processed (22) twenty two variance's, (9) nine minor subdivision, (10) ten conditional use permits, (2) two plats, which were Pheasant Hill and Riverview Estates. Thirty one (31) new homes were constructed with a valuation of $3,962,500.00. New Scandia Fire and Rescue (Steve Spence) Steve Spence Fire Chief reported on behalf of the Fire and Rescue Department. The department responded to one hundred twenty eight calls (128). Eighty (80) medical calls or rescue assistance and forty eight (48) calls were fire related. page 2 Projects in 1994 included adopting an Ordinance which requires all businesses and residences to display their street address numbers. They also received a Rescue Annie CPR training manikin from Lee Kemp's Forest Lake Ford and the Minnesota Automobile Dealer Association and also a child and infant manikin which the department purchased with proceeds from the Fireman's Ball funds. The following members retired in 1994, Jorge Synicyn with 17 years of service and Marvin Sandgren 23 years of service. The department have a roster of 30 members that meet four times a month for training and drills. Forest Lake Youth Service Bureau Ms Heather Weisbrod gave a report on behalf of the Forest Lake Youth Service Bureau. The bureau served 856 families in New Scandia Township with 1,133 hours of service. The bureau was requesting the support of $4,000.00 for the year of 1995. The Proposal To Eliminate All Townships The bill Representative Bishop and Senator Pappas introduced to Eliminate All Townships In Minnesota was discussed. Judy Rydeen made a motion to adopt the resolution opposing the bill. Motion seconded and adopted. Washington County Comprehensive Plan Mr Robin Booren expressed his concern regarding the Washington Comprehensive Plan which has directed New Scandia Township to require ten (10) acre parcels per building site. The citizens were concerned as New Scandia Township did not have a representative at the meetings. The citizens formed this was strictly a Advisory Committee. Citizens expressed their concern that the township is controlled by the Metro Council and the Metro Council discourage development. Mr Erich Bogel stated the township should review the possibility to incorporate the township into a city. Citizens stated that proposal would include more services such as city water and sewer. The clerk informed the citizens that Mr Robert Lockyear would be in attendance at the March 21, 1995 Town Board meeting to discuss the Comprehensive Plan. Fund To Honor Township Retirees Steve Morris made a motion to authorize the Town Board to allow up to $100.00 for township employees and town board members to honor them upon retirement. Mr Robert Jensen made a motion to reconvene to August 15, 1995 to review the budget and set the proposed levy for the year of 1996 and any other unfinished business.
