04-04-95 tb,pcApril 4, 1995 On the above date New Scandia Planning Commission held their regular monthly meeting. The following Town Board members were also present: Charles Nordin, Chairman, Edith Hadlich, Kevin Nickelson, Paul Rasmussen and Duane Thompson. Dale Setterholm Variance Planning Commission recommends to the Town Board to grant the variance to Dale Setterholm, 20929 Lofton Avenue North, Marine, MN 55047. That part of NW 1/4 of NE 1/4 of Section 20, Township 32, Range 20. To construct a garage with a rear setback form fifty feet to twenty feet on the grounds that there is no other location suitable for the garage with the following conditions: (1) The building size is 24 feet by 36 feet with a 12 foot roof peak. (2) The siding and shingles appropriate that of the existing structure. Duane Thompson made a motion to accept the Planning Commission recommendations. Paul Rasmussen seconded the motion and motion passed unanimously. Michelle Carlson/AMTEC DESIGNS This public hearing was tabled for a Conditional Use Permit pending future County approval on drainage and grading plans. Kevin and Suzanne Nickelson Planning Commission recommends to the Town Board to grant the Minor Subdivision and variance for road frontage from 300 feet to 59.17 feet, to Kevin and Suzanne Nickelson, 11262 Scandia Trail, Scandia, MN 55073. The S 1/2 of the SE 1/4 of Section 18, Township 32, Range 20 West. The Minor Subdivision and variance be granted with the following conditions: (1) Soil testing must be completed and approved. (2) A drainage easement be dedicated around the wetland area. (3) Any further development of the property will require platting and construction of the road. (4) The Township Engineer review the driveway plans. page 2 (5) The lowest floor elevation of the proposed home must be three feet above the highest known elevation of the pond. (6) Sixty feet be dedicated to the township for public road easement with thirty feet from the acre split and thirty feet from adjacent property. Paul Rasmussen made a motion to accept the Planning Commission recommendation. Edith Hadlich seconded the motion. Charles Nordin, yes, Edith Hadlich, yes, Paul Rasmussen, yes and Duane Thompson, yes. The motion passed unanimously. Mr Kevin Nickelson, Supervisor removed himself from the table and sat in the audience with no vote for this item. Parks and Recreation Survey For Recreation Ms Shirley Sova stated the Parks and Recreation Committee has not reviewed the results and a presentation will be presented at the May 2, 1995 Planning Commission meeting. Position of Planning Commission and Town Board On Washington County Comprehensive Plan A Declaration of Self Regulation in Residential Zoning by Township of New Scandia Township prepared by Bill Plowman, Kevin Nickelson and Paul Rasmussen was read. A discussion followed regarding the ten acre density in the Washington County Comprehensive Plan and how wetlands, open spaces and parks should be considered. Mr Blair Joselyn, Chairman of the Planning Commission staged the following concerns: (1) Is the County imposing their will on the township. (2) Is the County's will contrary to the township's and the Planning Commissions desires to protect the perogrative of the landowners. Mr Dennis Hegberg, County Commissioner for the District stated he would present the resolution from New Scandia Town Board at the April 20, 1995 hearing. V - Planning Commission recommends to the Town Board to adopt the resolution as presented.
