On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Charles Nordin, Edith Hadlich, Kevin
Nickelson, Paul Rasmussen and Duane Thompson.
AMTEC DESIGNS/MICHELLE CARLSON
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit for one year to Amtec Designs/ Michelle
Carlson, Ozark Avenue North, Scandia, MN 55073. Lot 6 Block
1, Hawkinson Business Park. Washington County does not foresee a
negative impact on the community and the architectural committee
has approved the building with the following conditions:
1. All applicable provisions of the New Scandia Township
Zoning Ordinance, as well as any more restrictive provisions
of Washington County concerning this development shall be
complied with unless waived by this permit.
2. A septic system must be installed in accordance with a
permit issued by Washington County prior to a certificate
of occupancy being issued.
3. On site drainage shall comply with the grading plan as
submitted and approved by the Soil and Water Conservation
District or Town Engineer,.
4. Design and location of all drives, parking areas, and building
location shall comply with the submitted site plan.
5. Parking area and a twenty foot drive must be paved with seven
individual parking spaces striped. Handicap parking must
be provided in accordance with the ADA requirements. The
blacktopping should be completed within two years.
6. Landscaping must be completed in accordance with the approved
plan.
7. Any plants that do not survive must be replaced as needed.
8. All turfed areas on the parcel that have been disturbed or
destroyed during the construction phase of this project
shall be graded with topsoil and sodded or seeded as soon
as possible;.
9. If any outdoor lighting is proposed, lighting shall be in
accordance with the standards of New Scandia Township and
Washington County Ordinances.

10. Design, locations, and specifications of signs shall
conform with the New Scandia Township and Washington
County Zoning Ordinances. All signs shall require a
sign permit to be issued by Washington County.
11. All waste materials and refuse shall be stored inside
a fenced or screened area, or inside a structure so that
they cannot contaminate the ground water.
12. Any alterations to any of the submitted development plans
shall require an amended conditional use permit.
13. The conditions of this permit shall apply to the land
described and shall not in any way except herein noted,
be affected by any subsequent sale, lease or other
change from the current ownership.
14. Noncompliance with the conditions and attachments of this
permit shall be considered a violation of said permit
and may result in revocation of said permit
15. Construction shall begin within one year after the issue
date of this permit or the permit becomes void.
16 A certificate of compliance must be obtained from
Washington County.
The findings are the building meets siting requirements and the
proposed activity is allowed in this general business zoning
area.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Edith Hadlich seconded the motion and motion
passed unanimously.
PARK AND RECREATION SURVEY/TOM VOGEN
Mr Tom Vogen stated the survey indicated a strong interest in the
following items: Trails, hiking, picnic grounds, childrens play
areas and ice skating.
Mr Vogen stated the Parks and Recreation Committee expressed a
interest in updating the Ordinance for land development. The
possibility of a 10 to 20 percent land dedication and possible
increase in the park fees.
Mr Vogen stated the Parks and Recreation Committee should be
informed when a Minor Subdivision or Major Subdivision is
presented to the township for the possibility of connecting
trails or perhaps land dedication for park facilities.

MOTOR BOAT RESTRICTION ON BIG MARINE LAKE/GENE PATRIN
Mr Gene Patrin of Wyoming Minnesota, expressed his opposition to
the restriction of no more then a 25 horsepower motor on Big
Marine Lake. This was presented to the Town Board by Mr Larry
White at the April 18, 1995 board meeting. Ms Dolores Peterson,
Clerk informed Mr Patrin a letter had been sent to the Carnelian/
Marine Water Organization for reviewal of the possibility of
restricting the Big Marine Lake to 25 horsepower motors and also
Ms Peterson had spoken to Mr White and he stated the possibility
of withdrawing his request.
CLARIFICATION OF POLICIES/BLAIR JOSELYN
Mr David Hebert, Township Attorney presented a discussion outline
for Planning Commission Meetings which Chairman Blair Joselyn had
requested. Mr Hebert reviewed items, including how meetings and
field trips should be conducted and the definitions of hardship,
nonconforming use and home occupations and how both boards have
applied these ordinances correctly or incorrectly. Mr Hebert
informed the Planning Commission that field trips are exempt from
the open meeting law and that the land owners are not required to
allow residents on their property if residents should be in
attendance on the field trips. The information that was prepared
by Mr Hebert is on file under Planning Commission. Mr Hebert
requested the clerk to contact the insurance company and verify
if the Planning Commission,is covered under liability insurance.
SIDEYARD SETBACK FROM 25 FEET TO 20 FEET
Planning Commission recommends to the Town Board to change the
zoning ordinance for the sideyard setback from 25 feet to 20
feet. Findings: This change will comply with Washington County's
Ordinance. Kevin Nickelson made a motion to accept the Planning
Commission's recommendation.. Edith Hadlich seconded the motion
and motion passed unanimously.

It was agreed the aerator for Goose Lake
the May 16, 1995 Town Board meeting and
Country Messenger regarding the issue.
