On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board members were
also present: Chairman, Charles Nordin, Vice Chairman, Duane
Thompson, Edith Hadlich, Kevin Nickelson and Paul Rasmussen.
CHARLES NORDIN CHAIRMANN OF TOWNSHIP BOARD
Mr Charles Nordin commended the Township Board, Planning
Commission, Office Personal, Township Attorney and the Country
Messenger for the cooperation of all the above individuals.
BILL WILSON
Mr Tom Obst made a motion to table the hearing for Bill Wilson as
all the information required for the preliminary plat review has
not been submitted. Mr Bill Plowman seconded the motion.
The clerk informed the Planning Commission the property owners
had been notified regarding the change of the date for the Public
Hearing.
MICHAEL JAY MINOR SUBDIVISION
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Michael,Jay, 13550 Scandia Trail, Scandia,
MN 55073. NE 1/4 of SE 1/4 of Section 15, Township 32, Range 20.
Approximate fifty four acres into three parcels. Parcels A and B
being about twelve acres each and having their easter frontage on
Novak Avenue. Parcel C abutting parcels A and B on their west
side and containing their home and accessory buildings in an area
of thirty acres more or less. With findings as follows:
(1) The property is zoned A-2 (five acre lot minimum) and
all the proposed lots meet the standards of the County
and Township subdivision ordinances.
(2) Parcels A, B and C, as currently configured in the
proposal, appear to have ample room for septic systems
an alternate drainfield sites safely apart from the
existing pond on the property.
With the following conditions:
(1) Soil testing must be completed and approved prior to
the final approval and signing of the deeds.
(2) Access to Parcel B must be from Novak Avenue. Access
control should be dedicated along the Highway 97

frontage on Parcel B. This could be done by
development agreement.
(3) Any future subdivision of any part of this property
must be done through the platting process.
(4) That parcels A and B be shown as twelve acres each.
(5) A ten foot drain the easement must be indicated on
plat from Parcel C to Parcel A.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Edith Hadlich seconded the motion and motion
passed unanimously.
CONNIE AND JESSIE ROBINSON
Planning Commission recommends to the Town Board to grant the
following variance to Connie and Jessie Robinson, 10520 180th
Lane, Forest Lake, MN 55025. Part of SW 1/4 of SW 1/4 of
Section, 31, Township 32, Range 20. This is the only area where
an attached garage could be located as the septic system is
located on the north side of the building. The condition being
the south side of the garage would be at least twenty five feet
from the property line and the garage have nine foot sidewalls.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation. Duane Thompson seconded the motion and motion
passed unanimously.
GRAVEL PIT REPORT
Mr Tom Obst and Ms Edith Hadlich inspected the gravel pits on May
16, 1995 and Ms Hadlich gave a report on the pits.
Dresel Pit: The slope off of 218th. Street was being worked on
and there were plantings on the berm.
BARTON PIT: The stack has been installed, but they have not yet
received approval from the PCA. Mr Obst and Ms Hadlich did not
notice any fuel on the grounds. The north west corner needs
restoration, but this should be completed this summer and they
also will plant evergreen trees.
BRACHT PIT: The west side needs sloping and also mining to close
to the property line. Some small trees have been planted and
numerous pot holes on 185th Street.

RURAL DENSITY/KEVIN NICKELSON
Mr Nickelson informed the board and citizens that Mr Plo
Obst and Mr Thompson met with the Met Council in the Town
Chambers and they informed them that New Scandia Township
meeting the five acres density. He stated the Met Council
willing to work with the township and they are flexible.
Nickelson suggested a committee be formed and review parce
parcel in the entire township. Mr Joselyn suggested a pu
workshop with Met Council and Mr Nickelson stated he will
the Met Council regarding a date for the workshop.
