09-05-95 tb,pcSeptember 5, 1995 On the above date New Scandia Planning Commission held their regular monthly meeting. The following New Scandia Board Members were present: Chairman, Charles Nordin, Vice Chairman, Duane Thompson, Edith Hadlich, Kevin Nickelson, WETLAND INVENTORY/JYNEEN THATCHER Ms Thatcher presented a wetland map and data sheets and stated the northeast corner of the township is a new area. Bone Lake consists of ninety wetlands, Marine -On -St -Croix, consists of one hundred twenty wetlands, Goose Lake north east corner consists of three hundred wetlands, and Carnelian/Marine, consists of two hundred fifty wetlands. A total of seven hundred sixty wetlands in New Scandia Township. Evaluation and delineation still need to be done and this inventory is for a quick reference only. Ms Thatcher recommended all building sites be reviewed due to density of wetlands. ROBERT LARSON The following motion was made by the Planning Commission for Robert Larson, 1558 Clear Avenue, St Paul, MN 55106. Lot 10 and 11, Big Lake View 3rd Addition. Approval of the variance request for, lot size 1.5 acres to 22,000 square feet, lake setback from 100 feet to 28 feet and road setback from 40 feet to 21 feet. On grounds that the proposed structure is back further form the lake than the existing structure and Al Goodman gave approval for a pressurized bed system, the structure be reduced to 960 square feet. Kevin Nickelson made a motion to deny the request for Mr Robert Larson. Paul Rasmussen seconded the motion. The board stated the addition is to large for the lot. Edith Hadlich, yes, Kevin Nickelson, yes, Paul Rasmussen, yes and Charles Nordin, yes. Duane Thompson, abstain, motion passed. KELLISON REAL ESTATE DEVELOPMENT/NICKELSON PLASTICS Planning Commission recommends to the Town Board to grant approval of the Conditional Use Permit to applicant, Kellison Company Real Estate Development Company, 3880 Laverne Avenue North, Lake Elmo, MN 55042 and owner, David Nickelson/Nickelson Plastics, 21279 Olinda Trail, Scandia, MN 55073. This permit is for 43,500 square foot plant for light manufacturing located on Part of Lot 21, County Auditors Plat No 6 and Part of Lot 2 and Part of Lot 1, County Auditors Plat No 6 on the grounds that it's design has been approved by the Architectural Board and that the area is zoned to accommodate the plant and that the rational for the number of parking stalls has been explained with the following conditions: page 2 (1) The transition form the old plant to the new happen within six months. (2) All drives and parking areas be blacktopped. (3) An access permit be obtained from MNDOT (via it's 9/5/95 letter. (4) All eighteen conditions in Dennis O'Donnell letter dated 8/30/95 be met. (5) Applicant obtain,any needed air quality permits from MPCA and that the applicant assure the WMO and community that there will be no threat of ground water contamination and that there will be property management of hazardous waste. The findings are the proposed activities in the new plant are like those in the existing plant and due to a closed loop water processing system, present no threat to the community's health, safety and welfare. Paul Rasmussen made a motion to accept the Planning Commission's recommendations. Duane Thompson seconded the motion. Edith Hadlich, yes, Charles Nordin, yes, Paul Rasmussen, yes and Duane Thompson, yes. Kevin Nickelson, abstained. Motion passed. J SCOTT PLUMBING Planning Commission recommends to the Town Board to grant the Conditional Use Permit applicant, J Scott Plumbing, 24371 Quinlan Avenue, Scandia, MN 55073 and owner Ernie Vaala/Scandia Farm and Home, 14860 Scandia Trail, Scandia, MN 55073. Part of Lot 21, County Auditors Plat No 6. For a 4 x 8 sign for one year on the grounds that there are no other signs within 3000 feet and with the following conditions: (1) No lights (2) The sign must be at least then feet from the right of way and not within the limits of any wetland (3) A permit must be obtained from the MNDOT (4) A sign permit must be obtained from Washington County (5) The sign be no higher than eight feet Kevin Nickelson made a motion to accept the Planning Commission page 3 recommendation with renewal in one year. Edith Hadlich seconded the motion and motion passed unanimously. MINOR SUBDIVISION/RASMUSSEN/NEW SCANDIA TWSP/ CONDITIONAL USE PERMIT FOR UPTOWN SEWER SYSTEM Planning Commission recommends to the Town Board to grant the Minor Subdivision for Hermina and Hall Rasmussen, 20780 Olinda Trail, Scandia, MN 55073 and applicant, New Scandia Township, 14727 209th Street. Lot 37 and Part of Lot 31, County Auditors Plat No 6. This Minor Subdivision is to divide one parcel into two parcels and Parcel A is to be purchased by New Scandia Township. for the Uptown Sewer System. On the grounds that retained parcel meets zoning regulations and all set backs and with the following conditions: (1) Thirty feet from the center line of 205th Street be dedicated (2) Fifty feet from the center line of Olinda Trail be dedicated (3) Parcel A is approved by Washington County for the septic system This application also includes a Conditional Use Permit for the Uptown Sewer System. Edith Hadlich made a motion to accept the Planning Commission's recommendation. Paul Rasmussen seconded the motion and motion passed unanimously. SCANDIA HOMEOWNERS/TIM REMUS Mr Tim Remus a proposal for a Tree Preservation Program for New Scandia Township. A committee was appointed to review a Tree Preservation Program. Tim Remus, Dan Booren, Mandy Musielewicz, Bill Plowman, Paul Rasmussen and homeowner members. PARKS AND RECREATION COMMITTEE Mr Mike White presented a proposal to amend the Subdivision Ordinance number 903.03 regarding to Open Space/Parkland Dedication. Mr White was also requesting that the Parks and Recreation Committee review Major Subdivision and the committee recommend park land or fees for the plats. Planning Commission members will study the proposal and the Parks and Recreation Committee will revise the proposal as needed and represent the page 4 proposal. GRAVEL PIT INSPECTION Ms Edith Hadlich reviewed the gravel pit inspection for the month of August, 1995. This report is on file in the township office.
