The regular monthly meeting was called to order by Chairman,
Charles Nordin. The following Board Members were also present:
Chairman, Charles Nordin, Vice Chairman, Duane Thompson, Edith
Hadlich, Paul Rasmussen. Absent, Kevin Nickelson.
WENDELL JOHNSON BOUNDARY CHANGE
Duane Thompson made a motion to wavier the Minor Subdivision
requirements for a boundary change for Wendell Johnson in
Scandia Addition. Edith Hadlich seconded the motion and motion
passed unanimously.
UPTOWN SEWER BID AWARD
The following bids were received for the Uptown Sewer Project:
(1) Peterson Excavating $37,397.40
(2) Fuhr Excavating 42,414.50
(3) Schmitz and Sons 63,649.00
Duane Thompson made a motion to award the bid for the Uptown
Sewer Project to Peterson Excavating in the amount of $37,397.40
and the clerk contact the entities that have submitted the fees
and remind them the project cannot proceed without the funding.
Paul Rasmussen seconded the motion and motion passed unanimously.
BIDS FOR 1996 KODIAK TRUCK EQUIPMENT
The following bids were opened for Equipment for the 1996 Kodiak
truck:
(1) Crysteel Truck Equipment $31,162.42
(2) Twin City Truck 27,550.00
(3) McKenzie Supply 27,931.00
(4) J Kraft Inc 27,187.02
Edith Hadlich made a motion to award the bid the J Kraft Inc in
the amount $27,187.02 the lowest responsible bidder, subject to
approval by the committee to review the bids October 4, 1995 at
10:00 A.M. Paul Rasmussen seconded the motion and motion passed
unanimously.

BID OUOTES FOR ICE FACILITY GRADING, TEE BALL FIELD GRADING,AND
OLDFIELD AVENUE GRADING
The following quotes were reviewed for the above projects:
(1) Peterson Excavating $2930.00
(2) Burberl Landscaping 7480.00
Duane Thompson made a motion•to award the bid to Peterson
Excavating in the amount of $2930.00 for Ice Facility Grading,
Tee Field Grading, Seeding and Oldfield Avenue Grading. Edith
Hadlich seconded the motion and motion passed unanimously.
COST ESTIMATE WELL AND WATER SYSTEM DESIGN AND CONSTRUCTION
The clerk read the letter from Tom Prew, Township Engineer
regarding the cost estimate for the design of the well and water
system to serve the Ice Facility and Fire Department The firm
estimated the engineering cost at $15,000.00. This item was
tabled and will be discussed at the October 17, 1995 Town Board
meeting.
MR JAMES HETZLER (WASHINGTON.COUNTY REDEVELOPMENT AUTHORITY)
Mr James Hetzler, Executive Director with Washington County
Redevelopment Authority, reviewed financial problems encountered
by the Development Department within the Washington County
Redevelopment Authority this Department has been abolished.
DENSITY ISSUE
A letter was read by Ms Mary Lenz, addressed to Commissioner
Dennis Hegberg regarding concerns over the current draft of the
Washington County Comprehensive Plan. The four areas of concern
are as follows:
(1) Appropriate definition of Rural Center as it will apply
to New Scandia Township.
(2) Inclusion of State, County and local parks and lakes
in density calculations.
(3) Definition of Cluster Housing.
(4) The term "spaces or the residents of the development"
changed to "uses" and delete "No other uses of the

Paul Rasmussen made a motion to approve the contents of the
letter to Mr Dennis Hegberg, Washington County Commissioner,
written and signed by Ms Mary Lenz and Mr Kevin Nickelson. Edith
Hadlich seconded the motion passed unanimously.
POLICE PROTECTION DISCUSSION
Mr Paul Rasmussen stated he had spoken to the Mayor of the City
of Marine, regarding police protection which maybe shared by New
Scandia Township and the City of Marine. Supervisors of New
Scandia Township would attend a council meeting to dicuss the
issue and this item will be on the agenda October 17, 1995.
CITATION CABLE INSTALLATION
Ms Edith Hadlich made a motion to permit Citation Cable to
install cable on Lofton Court, 228th Street, Meadowbrook Avenue
Avenue, Melanie Trail and 230th Street, with stipulation from Mr
Tom Prew's letter dated October 3, 1995. Duane Thompson seconded
the motion and motion passed unanimously.
