05-22-96 growth mgmt task forceMay 22, 1996 The Growth Management Task Force (GMTF) met on this date. In attendance were: Co -Chairs Kevin Nickelson and Blair Joselyn, Bill Plowman, Edith Hadlich, Mary Lanz, Charlie Ellis, LaVayne Dupslaff, John Borchert, Richard Tetzlaff and Colleen Firkus. Absent were Gary Hogle and Dan Booren. Consultant The GMTF was joined by prospective consultant Peggy Reichert of Peggy A. Reichert & Associates, Inc. Ms. Reichert presented her resume and a preliminary draft approach to the New Scandia planning project. The preliminary draft included a problem statement, desired product, suggested approach, preliminary identification of issues, outline of roles and responsibilities for the Consultant, Township, Co -Chairs, and Taskforce. In preparing her draft, Ms. Reichert has had discussions with key people at Washington County, the MET Council, the University of Minnesota, and Virginia Harris. LaVayne Dupslaff made a motion to recommend to the Town Board to hire Peggy Reichert as a consultant to the Growth Management Task Force. Richard Tetzlaff seconded and the motion carried. General Arnnroach Ms. Reichert suggested that the GMTF could accomplish its objectives in approximately six longer meetings and not necessarily meet once a month. Each meeting would have set objectives and tasks would be assigned to task force members to have completed prior to the ,next meeting. Other suggestions were to develop an addendum to the Townships 1993 Comprehensive Plan instead of doing a complete revision of the plan, and coordinate with on -going research and policy development efforts of Washington County, MET Council and the University of Minnesota. It was also stressed the need for public feedback. Finally, it was decided to have the Co -Chairs work directly with the consultant and meet more frequently as needed in between Taskforce meetings. Based on one of Ms. Reichert's suggestions, it was decided that the members of the GMTF would provide a personal photo inventory of the community from each one's perspective to include assets and liabilities. This will help the GMTF to create a vision of the future of Scandia; what to preserve, what to prevent and/or change. The secretary was instructed to purchase 13 disposable cameras to be distributed to taskforce members. Pictures will be assembled and sorted by consultant prior to next meeting which is set for Thursday, July 25, 1996, at 7:00 p.m. Meeting adjourned. Colleen Firkus Secretary to GMTF
