On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board Members were
present: Chairman, Charles Nordin, Vice Chairman, Duane
Thompson, Edith Hadlich, Kevin Nickelson and Paul Rasmussen.
Gil and Evelyn Regnier/Bone Lake Estates
Planning Commission recommends to the Town Board to approve the
preliminary plat of Bone Lake Estates for Gil and Evelyn Regnier,
9060 Knollwood Drive, Stillwater, MN 55082. Part of Govt. Lot 8,
Section 5, and part of Got. Lot 1, in Section 8. This plat shall
be approved on the grounds that it meets standards and _.
requirements for PUD with the following conditions:
(1) The township review the Development Agreement,
Homeowners Association and Declaration of
Protective Covenants as pertaining to the uses
of Lot 7 and Outlot A.
(2) Building square footage doesn't exceed 2,640 square
feet.
(3) Pending information from the Forest Lake Water
Management Organization.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Edith Hadlich seconded the motion.
The board discussed the road width, turn around and the building
square footage.
Paul Rasmussen made a motion to withdraw the motion and table
this until the July 16, 1996 Town Board meeting. Edith Hadlich
seconded the motion and motion adopted unanimously.
Vernon Matheson/Minor Subdivision
Planning Commission recommends to the Town Board to approve the
Minor Subdivision for Vernon Matheson, 4109 Crosstown Blvd. N.E.,
Ham Lake, MN 55304. That part of the NE 1/4 of Section 21,
Township 32, Range 20 West. The minor subdivision is approved on
the grounds that the soil testing for septic has been approved on
all three lots with the following conditions:
(1) Drainage easements are dedicated.
(2) Soil and Water Conservation District approves

relocating the drainage ditch and approves crossing
the wetland area with a driveway.
(3) Right-of-way is dedicated for both Meadowbrook
Avenue and Mayberry Trail.
Findings are that setback specifications are met and the drainage
easement may remain as is across the buildable lots per the
Township Attorney's interpretation.
Paul Rasmussen made a moti.on.to approve the Planning Commission
recommendation. Edith Hadlich seconded the motion and adopted
unanimously.
Rick Simons/Variance
Planning Commission recommends to the Town BoarOto grant the
variance to Rick Simons, 21477 Parrish Road, Scandia, MN 55073.
The South 297 of the North 330 feet of West 660 feet of North 1/2
of the NE 1/4 of SW 1/4 of Section 13, Township 32, Range 20.
To construct a garage closer to the road the house on the grounds
that it meets square footage for an accessory building on five
acres with the following conditions:
(1) A building permit.is obtained and the garage is well
screened from and road and adjacent property.
(2) Siding and roof match the house.
Edith Hadlich made a motion to approve the Planning Commission
recommendation. Kevin Nickelson seconded the motion adopted
unanimously.
Donald Wheatlake/Variance
This public hearing was tabled due to more information from the
National Park Service and Washington County Department of Health
regarding the plumbing request.
Bruce and Janet Swenson/Swenson's Goose Lake Farm Estates
The preliminary plat was tabled until the following items have
addressed:
(1) Findings are received from the FLWMO and SWD

(2) The Town Board has reviewed the Homeowners Association
by-laws, the Development Agreement, and Restrictive
Covenants as related to the use of Outlot A and public
shoreland
(3) The road plan is reviewed by the Town Board
(4) Drainage plan addressing runoff and erosion is
reviewed is reviewed by the Town Board
(5) Soil testing is completed and approved or alternative
sites selected and approved for Lots 10, 11 and 14
Proposed Amendment To Washington County Mining Ordinance.
Mr Bill Plowman reported he had not received any public comments
or comments from the Town Board or Planning Commission regarding
the amendment to Washington County Mining Ordinance. He
presented his suggestions and Ms Firkus was directed to submit
the information the Washington County.
