On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Town Board Members were
also present: Chairman, Charles Nordin, Vice Chairman, Duane
Thompson, Edith Hadlich, Kevin Nickelson and Paul Rasmussen.
Gene and Maria Hinz/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision for Gene and Maria Hinz, 21590 Olinda Trail,
Scandia, MN 55073. The SE 1/4 of the NW 1/4 of Section 14,
Township 32, Range 20. For a Minor Subdivision of 2 lots of 2.5
acres each from their property of 5.5 acres on the grounds that
existing buildings meet setback requirements and soil testing
indicates room for a septic system. Conditions are that
buildings on newly created unoccupied 2.5 acre lot meet
setback requirements. Findings are the land is level and lends
itself readily to the subdivision proposed with sufficient room
for buildings and septic. No objection from neighbors or
planning commission members.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Duane Thompson seconded the motion and motion
adopted unanimously.
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Gene and Maria Hinz, 21590 Olinda Trail,
Scandia, MN 55073. Part of Outlot B, Goose Lake Woods. To
divide 9 acres into two 2.5 acre lots and one 4.1 acre lot on the
grounds that it meets requirements for R-1 zoning as to lot size
and road frontage. Conditions are Parcel C access be from Olinda
Lane North, access control be dedicated along County Road 3, and
drainage easement is dedicated on Parcel A as described in the
survey dated September 11, 1996. Findings are parcels have been
approved for septic systems.
Edith Hadlich made a motion to accept the Planning Commissions
recommendation. Duane Thompson seconded the motion and motion
adopted unanimously.
Peggy Schneider/Conditional Use Permit
Planning Commission recommends to approve the Conditional Use
Permit for Peggy Schneider, 13877 195th Street North, Marine,
MN 55047. Lot 2 Block 1, Hawkinson Business Park. To operate a
Pet Food/Sales Business, with condition that no live animals be
sold.

Paul Rasmussen made a motion to accept the Planning Commission
recommendations. Edith Hadlich seconded the motion and motion
adopted unanimously.
Rural Landscape Planning Committee
Mr Bill Plowman reported that the Rural Landscape Planning
Committee has produced a handout and this has been given to
Washington County Department of Health, Environment and Land
Management to be distributed with each building permit. Mr
Plowman stated at the last meeting for the Rural Landscape
Committee it was suggested that all Minor Subdivisions
applications shall be viewed by the committee. This would
require a change in Subdivision Ordinance and Mr David Hebert,
Attorney would draft an amendment to the ordinance.
Edith Hadlich made a motion to release Paul Rasmussen and Bill
Plowman from the Rural Landscape Committee and replace with two
other members. Duane Thompson seconded the motion and motion
adopted unanimously.
Dresel Pit/Annual Inspection Date
A letter was read from Kathleen Nordine of Washington County
regarding violations by Dresel Contracting of their mining
permit. The restoration which Mr Dresel had agreed to restore
last spring has not been restored in accordance to the ordinance
requirements.
The clerk was instructed to send a letter to Dresel Contracting
and stating they where in violations of the Mining Ordinance and
if this is not corrected within a month the township would
consider revoking their permit.
The clerk was also instructed to send letters to the Mining
Permit holders informing them the annual inspection shall be on
November 3, 1996.
The next Planning Commission shall be on November 6, 1996 at 7:30
p.m. due to the General Election.
