11-06-96 tb,pcNovember 6, 1996 On the above date New Scandia Planning Commission held their regular monthly meeting. The following Board Members were also present: Charles Nordin, Chairman, Duane Thompson, Vice Chairman, Edith Hadlich, Kevin Nickelson and Paul Rasmussen. RURAL LANDSCAPE PRESERVATION COMMITTEE AND ORDINANCE Curt Hadland of the Rural Landscape Preservation Committee stated the committee had reviewed the amended Ordinance No. 23, Section 90.01 and the committee felt the draft meet the requirements. Planning Commission recommends to the Town Board that it amend Ordinance No. 23, Section 901.01 as presented. Paul Rasmussen made a motion to approve the Planning Commission to adopt the amended Ordinance No. 23, Section 90.01 pertaining to protection of natural features. Kevin Nickelson seconded the motion and motion adopted unanimously. JERRY Lukkonen Planning Commission recommends to the Town Board to grant the variance to Jerry Lukkonen, 22644 Kirk Avenue, Lot 5, Block 2, Kirkhill Estates. For a sideyard setback variance to 17 feet 3 inches from 20 feet, on the grounds that an addition of less than 11 feet is no useful and substandard. Conditions are the porch not be used for a bedroom and the addition is used as a three season porch. Findings are the neighbors are supported. Paul Rasmussen made a motion to accept the Planning Commission's recommendation. Duane Thompson seconded the motion. Kevin Nickelson stated he does not see this has a hardship. Economic reasons is not a hardship. Edith Hadlich, Duane Thompson, Paul Rasmussen and Charles Nordin voted yes. Kevin Nickelson opposed. Motion adopted. CLIFFORD SCHLENKER The township office had received a compliant from Ms Hazel Winterland and adjoining property owner. Mr Schlenker was in violation of the ordinance as he was housing animals in a pole barns which was constructed to close to the property line to house animals. After a lengthy discussion regarding the placement of the building and the possibility of constructing another buil..:ling for the animals the following motion was made by the Town BoEl d . Charles Nordin made a motion to allow the animals in the building until May 1, 1996 and a building must be constructed by July 1, 1997 for the animals. Nickelson seconded the motion and motion page 2 adopted unanimously. GRAVEL PIT INSPECTIONS The Planning Commission reported on their annual inspection of the Gravel Pits. BARTON PIT They had been reseeding the reclamation on the north side. Silt fences are being kept up there through winter and spring. The stack was inspected and they did not detect a odor. The clerk reported Mr Corbin has made three (3) complaints this summer regarding the odor and pollution. DRESEL PIT The Planning Commission reported no representative was present for the inspection. The following problems need to be addressed: location of the north boundary line, 100' setback for reclamation, depth of pit, grade slope and top soil. The township office shall inform Mr Dresel that the Planning Commission would inspect the pit on December.;l, 1996 and that Mr Dresel shall be at the December 3, 1996 Planning Commission to discuss problems with the pit.
