12-03-96 tb,pcDecember 3, 1996 On the above date New Scandia Planning Commission held their regular monthly meeting. The following Board Members were also present: Charles Nordin, Chairman, Duane Thompson, Vice Chairman, Edith Hadlich, Kevin Nickelson and Paul Rasmussen. DAVID AND JOAN CRAWFORD The Conditional Use Permit for a Dog Kennel was to be reviewed, for David and Joan Crawfrod, but after review of prior minutes (7/5/94) it was agreed a public hearing must be held for the renewal. Kevin Nickelson made a motion to wavier the required fees for the second Public Hearing for Mr and Ms David Crawford and the hearing shall be on January 7, 1997. Paul Rasmussen seconded the motion and motion adopted unanimously. DAVID AND JESSICA JONK Planning Commission recommends to the Town Board to grant the Minor Subdivision to David and Jessica Jonk, 15565 220th Street North, Scandia, MN 55073. Part of the W 1/2 of the NE 1/4 of the NW 1/4 of Section 14, Township 32, Range 20 West. On the grounds that the three parcels created meet standards of the ordinance. Conditions are: Parcels B and C be recorded on the same deed respectively of Lots 3 and 4 Riverview Estates; Parcel C must be sold prior to Parcel B; drainage easements must be dedicated around delineated wetland areas. Duane Thompson made a motion to recommendation. Edith Hadlich adopted unanimously. DRESEL GRAVEL PIT accept the Planning Commission seconded the motion and motion The Dresel Gravel Pit was reviewed by the Planning Commission and the members felt the issue of the north property line has not been settled to their satisfaction and Mr Walter Anderson complained a rock dropped off a Dresel truck hauling gravel on Highway 97 and Mr Dresel would not take responsibility for the broken windshield. Kevin Nickelson requested that this complaint be included in the Dresel file. Planning Commission recommends to the Town Board that they require a survey of the property currently occupied by the Dresel mining operation on the grounds that there must be a satisfactory page 2 resoultion between Mr McCurdy and Dresel Mining as to the 100, setback of operations from the McCurdy property, and that in the future phases of mining operations and eventual reclamation for both the Dresel and Barton mining operation a clear delineation of the property involved will prove valuable. Conditions are: Survey of the Dresel Mining north property line be submitted and the elevation fo the lowest point of excavation be established by February 4, 1997. Findings are it is difficult if not impossible legally to ensure that conditions of the Dresel Mining permit are indeed met and will be met in the future. Paul Rasmussen made a motion to accept the Planning Commission recommendations. Kevin Nickelson seconded the motion and motion adopted unanimously. GERALD OLSON Mr Gerald Olson presented a concept plan for property legally described as the E 1/2 of Section 4, Township 32, Range 20 West. The concept plan has been presented to Washington County and the they questioned if 235th Street was a Township road as it is not on the township roads. Mr Nordin stated the township has maintained 235th Street for years and he felt this was township road. Mr Olson reviewed the discussion in the minutes of the Plat Commission regarding the drainage of the wetland in the Southeast corner (Lot 10). Mr Olson stated he had farmed the area until Melanie Trail was upgraded and he has had a problem with that area since and the township drained that area in 1996.
