On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Charles Nordin, Chairman, Duane Thompson, Vice
Chairman, Edith Hadlich, Kevin Nickelson and Paul Rasmussen.
DAVID AND JOAN CRAWFORD
Planning Commission recommends to the Town Board to renew the
Conditional Use Permit to David and Joan Crawford, 13723 205th
Street, Scandia, MN 55073. That part of the West 299.90 feet of
the East 646.39 feet of the SE !/4 of the NW 1/4 of Section 22,
Township 32, Range 20. For a indoor kennel, on the grounds that
there have been no complaints from neighbors, it is well
maintained and no criticism from the audience at this hearing.
Conditions are as stipulated in the Conditional Use Permit
approved on July 5, 1994, except for items 12, 13 and 15 which
have met on a one-time basis and that it be up for renewal two
years from the date of current renewal. Findings are all
conditions in the original permit have been met and the Crawfords
foresee no difficulty in continuing to meet the conditions.
Kevin Nickelson made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded the motion. Mr
Nickelson made the following amendment to the motion. The
renewal date shall be 5 years from the date of the current
renewal. Motion adopted unanimously.
DAVID SHANTEAU
Planning Commission recommends to the Town Board to grant the
variance to David Shanteau, 13945 195th Street, Marine, MN 55047.
That part of Govt Lot 7, Section 27, Township 32, Range 20. To
construct a 30x50 pole building closer to the road than the
house, on grounds that the proposed site is the best location for
construction. Conditions are the building shall be set back a
minimum of 59 feet from the road right of way, it shall be in
earth tone colors, a culvert be installed on the new driveway and
the highest portion of the pole building shall not exceed the
highest portion of the house. Findings are that the pole barn
will be shielded from 195th Street by existing trees and shrubs.
The following amendment to the motion was made, to remove the
height restriction and add more substantial screening of
vegetation between building and 195th Street.
Edith Hadlich made a motion to accept the Planning Commission
recommendation. Duane Thompson seconded the motion and motion
adopted unanimously.

WASHINGTON COUNTY POLICY CHANGE IN ZONING
A letter dated December 10, 1996 from Mary McGlothlin, Director,
Department of Health, Environment and Land Management was read by
Colleen Firkus. The impact of the policy change, shall be in
effect as of January 1, 1997, is two -fold.
1. The department will provide technical assistance services to
townships related to rewrite of your local ordinances,
development of your zoning maps, or assistance to township
officials with interpretation of County ordinances. This
assistance will be available at a level determined by our
staff resources at no cost to the township.
The impact of this change means that County resources may
be available to you at no charge during your process of
updating your local ordinances and zoning maps.
2. The department will no longer be providing written/verbal
reviews of planning/zoning applications for local townships
if the matter before the township will also be heard at
the county level.
The intent of this change is to promote a separation of county
level and township level review and actions and the change for
New Scandia Township would be that the township would have to
contract with another person or consulting firm to provide the
planning/zoning consultation services.
Planning Commission recommends to the Town Board that the
township contract with Peggy Reichert, Reichert Associates, as
a consultant to review these types of application.
Kevin Nickelson made a motion to request that Ms Recihert submit
a proposal with cost for the following consulating items for the
township, major plats, requests for variances along lakeshore or
on property along the St Croix River, rezoning and mining
permits. Edith Hadlich seconded the motion the motion adopted
unanimously.
zt was agreed the Town Board would review the draft of the
Washington County Comprehensive Plan at the Special Meeting
scheduled to review the Engineering Firms on January 14, 1997.
Mr Blair Joselyn requested the Town Board meeting with the
Density Task Force Committee on January 23, 1997 at 7:00 p.m.
