The regular monthly meeting was called to order by Chairman,
Charles Nordin. Board members Kevin Nickelson and Paul Rasmussen
were also present.
CONSENT AGENDA
Paul Rasmussen made a motion to approve the following consent
agenda. Kevin Nickelson seconded the motion. The motion was
adopted unanimously.

STAFF REPORTS
Fire Chief Steve Spence stated he will set up a meeting with the
Fire Hall Review Task Force to evaluate the engineering report on
the fire hall and will report back to the Town Board. Chief
Spence also indicated the Fire Department received a $1,000.00
grant from the DNR for radios and pagers.
Road Committee Kevin Nickelson gave the Road Committee's
response to TKDA's questions regarding 1997 Street Improvements.
1) They had no problem with a cul-de-sac on the east end of 182nd
if that's what the residents desire. The extra $2,000 cost of
the cul-de-sac would wash if the cul-de-sac at the west end of
181st Street was turned into a hammer head style turn around.
2) Suggested we talk to May Township to help fund this project.
Chairman Nordin and Tom Prew will approach May Township. 3) The
committee has no problem with extending 191st Street as the
$2,500 cost is minimal. 4) A culvert that used to be on 191st
should be replaced to restore the natural water flow. May need
driveway culverts on driveways put in since removal of culvert.
5) Suggested easements be required for cul-de-sacs on new
projects. 6) $750,000 should be maximum bond size on a five year
plan as a 7 year bond may cause a delay in the next road project.

Parks and Recreation Mike White requested the Town leave an
outdoor light on at the skating facility by the pleasure rink for
security.
GENE AND MARIA HINZ
Maria Hinz, 21590 Olinda Trail, Scandia, petitioned the Town
Board to delete the Road Easement, which is Goose Lake Woods
Outlot D. Mrs. Hinz indicated all 66 feet of the road is north
of the lot on Howard Hawkinson's land and there appears to be no
need for the easement. The Town Board will check to see if there
is any reason why the Township needs to retain that easement.
Public hearing is set for February 21, 1997.
DEWEY POWELL
Mr. Powell asked the Town Board to resolve whether the cul-de-sac
on 209th Street is a Township road or a private road. Mr. Hebert
indicated the road is a Township road by statute as it has been
maintained for more than six years, however, the problem is that
it has been maintained by Forest Lake Township. Mr. Powell will
need to go through the minor subdivision, public hearing process.
JEFF HOUSE
Jeff and Janet House, 12595 Lakamaga Tr N, Marine, MN, submitted
a petition to establish a cartway at least two rods wide to
connect their land to a public road. Govt Lot 2, Section 33,
T32, R20W. An Order needs to be written describing the cartway.
A public hearing will be scheduled at the next Town Board
meeting.
SKATING RINK
The warming house may be ready for use in one week. The benches
are in and floor mats will be installed. Weekend hours were set
as follows: Saturday 10:00 a.m. to 6:00 p.m. set aside for
hockey skaters. Saturday 6:00 p.m. to 10:00 p.m., Sunday all day
set aside for please skaters. Sign to be posted on warming
house. No responses have been received for the job of rink
attendant. Another advertisement is to be run indicating wages
will be at general laborer rates.
GIFT OF T-SHIRTS
Paul Rasmussen reported the retail value of the T-Shirts given to
Town Board members by Sara is $20.00. Each board member will
send personal checks to Sara for that amount.
ELECTION JUDGES
Kevin Nickelson made a motion to appoint Gary Hogle, Kathy
Carlisle, Shirley Ahlm, Judy Woodhouse, Patti Funni and Mary
Huleman as election judges, and Vivian Westermeier and Rita
Hageman as alternate judges for the March annual election. Paul
Rasmussen seconded the motion and the motion carried.

MEISTERS BAR LIQUOR LICENSE
Paul Rasmussen made a motion to sign Meister's Bar and Grill (On
Sale & Off Sale) Nonintoxicating Malt Liquor License. Kevin
Nickelson seconded the motion and the motion carried.
BIG MARINE LAKE OPEN WATER ACCESS FILL STRIPS
A memo from the Minnesota Soil & Water Conservation District
regarding Open Water Access Fill Strips was discussed. Kevin
Nickelson made a motion that New Scandia Township agrees in
principle with the DNR Draft Memorandum of Understanding for Big
Marine Lake Open Water Access Fill Strips and that comments by
the Soil & Water Conservation District be added to the DNR draft.
Paul Rasmussen seconded the motion and the motion carried.
PETITION/INTERNATIONAL UNION OF OPERATING ENGINEERS
The Town Board reviewed a petition requesting certification of
the International Union of Operating Engineers, Local No. 49, as
exclusive representative of the Township's maintenance and heavy
equipment operators for collective bargaining purposes. An order
was received from the State of Minnesota's Bureau of Mediation
Services "to preserve existing conditions and promote a free and
fair environment for the resolution of this question of
representation."
Paul Rasmussen made a motion to adjourn.
