On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Charles Nordin, Vice Chairman, Paul
Rasmussen, Robert Jensen, Kevin Nickelson and Dennis Seefeldt.
Gary Swanson
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Gary Swanson, 22970 Hayward Avenue North,
Forest Lake, MN 55025. The NE 1/4 of the NE 1/4 of Section 7,
Township 32, Range 20 West. To divide 20 acres into two 10 acre
parcels on the grounds it meets the requirements of all
applicable ordinances. Conditions are: 1) thirty-three feet
along 228th Street N be dedicated to the Township for road
purposes: and 2) drainage easements are dedicated and
descriptions drafted for two wetland areas. Findings are soil
tests have been approved.
Dennis Seefeldt made a motion to
recommendations. Robert Jensen
adopted unanimously,
John Fraley/Eko Backen Inc
approve the Planning Commission

Planning Commission recommends to the Town Board to grant the
Amended Conditional Use Permit for John Fraley/Eko Backen Inc.
22570 Manning Trail, Scandia, MN. 55073. SE 1/4 of the NW 1/4 of
Section 7, Township 32, Range 20. To allow a 500 square foot
kitchen addition and a 40'x 60' garage on the grounds that it is
consistent with the CUP. Conditions are: 1) all conditions of
the original permit be adhered to; 2) the 40'x 60' garage be used
only for business related storage with no public use permitted;
3) the color of the garage to match the chalet; and 4) the
amendment is to run concurrent with present CUP which expires
June 1998. Findings are no objections from neighbors.
Robert Jensen made a motion to approve the Planning Commission
recommendation. Dennis Seefeldt seconded the motion and motion
adopted unanimously.
Gravel Pit Inspections
Gravel pit inspections were conducted by the Planning Commission
on November 2, 1997. All three gravel pit owners appeared for
the inspections.

Dresel Pit
The northeast end stake was found within 10' of the McCurdy's
shed. The northwest stake was not found. The south side needs
reseeding by May 15, 1998, as it did not take in 1997. Dresel
still needs to provide a certificate of survey at renewal and a
stake set at the most northerly point this fall. The wetland
encroachment by the haul road is to be left the way it is, but
replaced in the reclamation plan. Dresel needs to be instructed
to not mine within 30 feet of the wetland. The north side at
McCurdy's has been restored and reseeded except for the deepest
cut, but they are still hauling from there which is encroaching
on the northern property line. Setting the north stake should
define the area allowed to be mined. The township clerk was
directed to send a letter to Mr. Dresel regarding these issues
and the information must be presented with the Gravel Mining
Permits that are due in February.
Barton Pit
The septic tank and drainfield are below the bottom of the pit,
but this has been o.k. by Washington County. It was reported
that the Boham property has been purchased by Barton Sand and
Gravel.
Bracht Pit
The trees that are screening the north end must be reviewed this
spring.
