The Growth Management Task Force met on this date in a joint
session with the Town Board to review the draft of the Township's
Comprehensive Plan.
LAND USE POLICIES
Village Center - Although the Township does not have much in the
way of life cycle housing, its policy would be to leave the door
open to alternative housing, possibly allowing limited
development more dense than 1 unit per 2.5 acres. It was noted
there is a waiting list of over 100 for the senior housing.
Semi -Rural - No comments.
General Rural/AG - Mr. Hogle raised a concern of cluster
development in AG areas stating farms and residential homes are
sometimes not compatible. It was pointed out that the open space
could serve as a buffer between farms and homes, and the use of
the open space limited. The Planning Commission and the Town's
planner could offer suggestions at the concept level of new
plats.
On page 40, it was pointed out that developers are penalized only
on 40 acre lots while 60+ acres are treated differently. There
needs to be more clarification on large lot development of more
than 40 acres. The Town Board would like to see a variety of
scenarios illustrated for large lot development. There are
basically three directions the Town could take:
1) County's plan of 4/40
2) Lots of 2.5 acres or 20+ acres
3) Sliding scale with penalties for carving off lots smaller than
20 acres
The Town Board were okay with the sliding scale, but would need
more examples and clarification. An initial vote of the GMTF was
1B for sliding scale and 2 against. The votes against pointed out
the complexity of the formula was a detriment to implementation.
Lakeshore - The Task Force and Town Board voted on the following
three options for lakeshore lots with the majority of both voting
on Option I - 5 acres lots with clustering option.
1. All lots minimum 5 acres with clustering option
2. All lots minimum 2.5 acres
3. Lots of S acres; 2.5 for unplatted property
There will be one more joint meeting with the Town Board to
review the Land Use Plan scheduled for January 8, 1998. In the
meantime, a sub -committee will meet on Monday, December 15, 1997,
to work on the Land Use Plan.
