On the above date, New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Charles Nordin, Chairman, Kevin Nickelson and Paul
Rasmussen. Absent were: Edith Hadlich and Duane Thompson.
COUNTY REVIEW/MARY MCGLOTHLIN
Mr Blair Joselyn, Chairman of the Planning Commission had
contacted Ms Mary McGlothlin, Director Washington County's
Department of Health, Environment and Land Management to attend
the meeting regarding the County's policy on planning/zoning
consultation for the township. The County's new policy creates
a different working relationship between the County and the
Township in which the department responses would be opinions, not
recommendations, based on County Ordinances. Ms McGlothlin
suggested it would be appropriate to seek outside assistance form
a consultant.
GRAVEL HEARING, JAMES ZAVORAL
Mr James Zavoral permit was gabled pending application for a
permit renewal with Washington County and New Scandia Township.
GRAVEL HEARING BRACHT BROTHERS
Planning Commission recommends to the Town Board to renew the
Bracht Brothers Mining Permit for one year with the same
conditions and stipulations as in the past.
Kevin Nickelson made a motion to accept the Planning Commission's
recommendation. Paul Rasmussen seconded the motion and motion
adopted unanimously.
GRAVEL HEARING DRESEL CONTRACTING
Planning Commission recommends to the Town Board to renew the
Dresel Contracting Mining Permit for one year on the grounds that
surveys have been completed for property lines and elevation.
Conditions are that all areas be filled, sloped and planted to
achieve 100 foot setback requirements and referring to Mr
Dresel's letter of February 4, 1997 all work to be completed by
end of the 1997 construction season, and a copy of the survey to
be submitted to the township.
Paul Rasmussen made a motion to accept the Planning Commission's
recommendation to renew the Gravel Mining Permit for Dresel
Contracting. Kevin Nickelson seconded the motion and motion
adopted unanimously.

GRAVEL HEARING,BARTON SAND AND GRAVEL (TILLER CORP)
Planning Commission made a motion to recommend to the Town Board
to renew the Tiller Corporation Mining Permit for one year for
operation located in Section 7, of New Scandia Township on the
grounds that no incidents have been found of it operating outside
of compliance with the permit or outside of normal condition.
Conditions are those in the permit renewal from last year
including those in Washington County permit.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation for the renewal of the Tiller Corporation Mining
Permit. Mr Kevin Nickelson seconded the motion. Mr Nickelson
stated he had complained about the odor from the stack, which is
south of the pit and he also questioned the Ground Water Report.
Mr Brent Schlueter informed Mr Nickelson the report was negative
and a report is on file in the township office. Motion adopted
unanimously.
CHARLES ELLIS
Planning Commission recommends to the Town Board to grant the
Minor Subdivision request for Charles Ellis, 19860 Olinda Trail
North, Marine, MN 55047. That part of Government Lot 9, Section
27, Township 32, Range 20 West. On the grounds that all
requirements of the zoning ordinance and shoreland ordinance are
met on all three of the parcels. Conditions are the wetlands as
delineated be included in the drainage easement dedicated along
the lakeshore. Findings are no concerns voiced from neighbors.
Paul Rasmussen made a motion to accept the Planning Commission's
recommendation for the Minor Subdivision for Charles Ellis.
Kevin Nickelson seconded the motion and motion adopted
unanimously.
JEFF HOUSE AND NELLY SHERWOOD
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Jeffery House, 12595 Lakamaga Trail North,
Marine, MN 55047. The SE 1/4 of the NE 1/4 of Section 28,
Township 32 and Nelly Ann Sherwood, 13277 Lakamaga Trail North,
Marine, MN 55047, that part of the North 395 feet of Government
Lot 7, Section 28, Township 32, Range 20. To divide a 16 acre
parcel into three parcels legally described as part of the SE
1/4 of the NE 1/4 of Section 28, Township 32 North, Range 20
West, on the grounds that all three parcels meet the minimum
requirements of the ordinance and have suitable building sites.
Conditions are: (1) Additional soil testing be done and approved
and noted to the Township for Lots A and B; (2) Drainage

easements be dedicated on two wetland areas identified in Parcels
A and B; (3) Thirty-three feet from the center line of both
Newgate Avenue and ,Lakamaga Trail be dedicated to the Township
for road purposes.
Kevin Nickelson made a motion to accept the Planning Commission's
recommendation. Paul Rasmussen seconded the motion with the
following addition. Two park fees are due on Parcel A and B,
unless the two lots are combined. Motion adopted unanimously.
