On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were
present: Chairman, Charles Nordin, Vice Chairman, Duane
Thompson, Kevin Nickelson, Paul Rasmussen. Absent, Edith
Hadlich.
Sandra Lichtscheidl
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Sandra Lichtscheidl, 8516 253rd Street,
Forest Lake, MN 55025. To operate a Beauty Shop in the Hawkinson
Business Park, Plaza II. On the grounds that anticipated water
use should not overtax the septic and that there is adequate
parking. Conditions are that it shall be considered for renewal
in one year from the date of this Conditional Use Permit
issuance, that the facility contain a maximum of six chairs, that
a copy of the description of chemicals to be used in the
operation should be submitted to the Township as well as the
County. Findings are it is an appropriate use of the building
and property.
Duane Thompson made a motion to accept the Planning Commission
recommendations to approve the Conditional Use Permit for Sandra
Lichtscheidl. Kevin Nickelson seconded the motion and motion
adopted unanimously.
Roman and Helen Beimert
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Roman and Helen Beimert, 23877 Manning Trail
North, Scandia, MN 55073. Part of the West 1/2 of the NE 1/4 of
Section 6, Township 32, Range 20 West. To create two 5 acre
parcels from their property of 74+ acres fronting on Manning
Trail and 240th Street North on the grounds that all parcels meet
ordinance standards of road frontage and building setbacks.
Conditions are that drainage easements be dedicated around
wetland areas, the appropriate right of way be dedicated along
240th Street (33 feet south of its center line), that this minor
subdivision consists of Parcels B and C at 5.01 acres each and
that Parcel A contains all the remainder of the contiguous land
owned by the Beimerts and may not be further subdivided for at
least five years unless it is platted or sold in 20 acre minimum
parcels, and that a finalized site plan with septic testings be
submitted in addition to the Township copy dated 3/4/97.
Findings are that public access to the 5 acre parcels comes from
240th Street which has been Township maintained to serve
properties east and north of the Beimert property for at least
six years.

Paul Rasmussen made a motion to approve the recommendations from
the Planning Commission to approve the Minor Subdivision for
Roman and Helen Beimert. Kevin Nickelson seconded the motion and
motion adopted unanimously.
Greg Amundson
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Greg Amundson, 20800 Quinnel Avenue,
Scandia, MN 55073. To operate an office/design studio in his
model home and for a sign at the model home along Highway 95 on
the grounds that it is a similar situation to a home occupation.
Conditions are that no space be leased to any other company or
individual, the Conditional Use Permit should be renewed in
one year, and maximum size of signage to be determined by the
County. Findings are there have been no problems in the
neighborhood.
Paul Rasmussen made a motion to accept the Planning Commission
recommendations for a Conditional Use Permit for Greg Amundson.
Kevin Nickelson seconded the motion. Duane Thompson made the
following amendment to the motion, the size of the sign shall be
no larger than 4x8. Paul Rasmussen seconded the amendment. All
members voted in favor of the amendment. The first motion
without the amendment adopted unanimously.
Amend Zoning Ordinance For School At Hawkinson Business Park
Mr Mike Peterson, 11240 228th Street North, Scandia, MN 55073,
has received a request from the Forest Lake School District to
rent space in Hawkinson Business Park, Plaza II, for kindergarten
classes. This is not currently allowed in the County Ordinance,
but the ordinance is being rewritten and then a school would be
allowed under the ordinance. The Town Board would consider the
amendment to the Zoning Ordinance to permit public school at the
Hawkinson Business Park if the County changes their ordinance and
this would be a suitable situation.
