On the above date New Scandia Township held the Annual Meeting.
Chairman, Charles Nordin, Vice Chairman, Duane Thompson, Edith
Hadlich, Kevin Nickelson and Paul Rasmussen were present.
The Clerk called the meeting to order and asked for nomination of
a Moderator for the meeting. Bruce Swenson was elected.
The Clerk read the Notice of the Annual Meeting and Election
regarding the following:
(One Supervisor for a term of 3 years for Seat Three).
(One Supervisor for a term of 3 years for Seat Four).
The minutes of the 1996 Annual Meeting were read. Don Wagner
made a motion to accept, seconded and adopted.
The Clerk reported the expenditures for the fiscal year were
$1,375,388.00.
The Treasurer reported the revenue's for the fiscal year were
$1,325,921.00. Mike White made a motion to accept the Clerk and
Treasurer's reported for the fiscal year of 1996. Motion
seconded and adopted.
Planning Commission/Blair Joselyn
Blair Joselyn, Chairman of the Planning Commission reported on
behalf of the Planning Commission. Mr Joselyn reported the
township processed 18 Variances, 14 Conditional Use Permits, 9
Minor Subdivision and 1 Major Subdivision/Bone Lake Estates.
Twenty two single family homes were built in the township for
1996, with a valuation of $2,264,000.00.
New Scandia Fire and Rescue/Steve Spence
Steve Spence, Fire Chief of New Scandia Fire and Rescue gave a
report on behalf of the Fire Department. Mr Spence reported
the Department responded to 144 calls, 88 of these calls were for
medical or rescue assistance and 56 calls were fire related.
Projects in 1996 included revising and updating numerous by-laws,
rules and regulations and standard operating procedures. Members
of the Fire Department, a member of the Town Board, Planning
Commission and residents of the Township formed a Task Force to
evaluate the needs of the Fire Department and make a
recommendation to the Town Board.

Park and Recreation Mike White
Mr White reported this year has been a busy year for the Park and
Recreation. The board established an easement into Wm O'Brien
Park from Myron Lindgren. Playground equipment was purchased and
installed on the grounds of the Community Center. Bleachers for
the ballfields were purchased. Mr White reported the Skating
Facility is approximately two thirds completed and a ribbon
cutting is scheduled for Taco Daze. $27,000.000 was raised by
fund raisers for the Skating Facility.
Persons in attendence were questioning the multi purpose trail
from County 52 to 199th Street and entering into Wm O'Brien Park
and residents felt the property owners had not been notified. Ms
Peterson informed the public that residents from this area are
scheduled for the March 18, 1997, Town Board meeting.
Forest Lake Youth Service Bureau
Brian Alm and Nena Halbrehder represented the Forest Lake Youth
Service Bureau. During 1996, 959 young people and their families
from Scandia Township received services from the Youth Service
Bureau and the Bureau continues to offer new services which will
meet the needs of the growing communities. The following
programs are offered by the Bureau, Prevention Program, Self
Esteem Program and a Cooperative Program with the Forest Lake
School District. The Bureau asked the continued support of New
Scandia Township in the amount of $4,200.00.
Election Results
The clerk read the election results for seats three and four.
Seat Three, Dennis Seefeldt, 272 votes and Edith Hadlich 169
votes. Seat Four, Robert Jensen 201 votes, David A Brown, 136
votes, Ronald J Savino 94 votes. Total voters 447.
Mike White made a motion to declare, Dennis Seefeldt, Supervisor
for Seat Three and Robert Jensen, Supervisor for Seat Four.
Motion seconded and adopted.
Mr Charles Nordin expressed his sincere appreciation to Edith
Hadlich and Duane Thompson for the years of service as New
Scandia Township Supervisor. The residents applauded the retired
Supervisors.
Mr Peter Schwartz made a motion to reconvene to the Annual
Meeting to August 16, 1997 to review the budget and approve the
levy for the year of 1998 and any other unfinished business.
