On the above date New Scandia Town Board held a Special Meeting.
The following Board Members were present: Chairman, Charles
Nordin, Vice Chairman, Paul Rasmussen, Robert Jensen, Kevin
Nickelson and Dennis Seefeldt.
Jeff House Cartway
A Public Hearing was held for a proposed cartway by Jeffrey W.
House and Janet M. House, for the described property as follows:
Government Lot 2, Section 33, Township 32, Range 20 West.
The following were present: Molly Shodeen, Minnesota Department
of Natural Resources. Petitioner, Jeffery House and the
petitioner's attorney. The affected land owner, Dr. Fred Weber
and Mr. Greg Collins the land owners attorney.
The Town Board members, David Hebert, Township Attorney, Molly
Shodeen, Dr. Fred Weber, Mr. Grey Collins, Jeffery House, his
Attorney and Engineer, viewed the property at 6:00 p.m. The
Public Hearing was held at 6:30 p.m. and letters pertaining to
the cartway from the Minnesota Department of Natural Resources,
Washington Soil and Water Conservation District and Carnelian
Marine Watershed District were addressed and read into the
minutes.
The petitioner presented his petition for the cartway and
addressed that it appears the Town Board and Department of
Natural Resources that it would be in the best interest to
pursue the higher site to the north.
Mr. Greg Collins, Attorney for Dr. Fred Weber stated his client
would like a decision to either deny or approve the request.
He also stated this area would be damaging to his property,
because it would destroy the vegetation adjacent to the lake.
This vegetation is important for providing wildlife and fisheries
habitat, for filtering runoff to the lake, and for removing
nutrients.
Molly Shodeen, Minnesota Department of Natural Resources stated
there are other alternatives for the cartway and this should be
reviewed. The general findings from viewing the property it
appears the best alternative would be the property to the
north, owned by Mr. Richard Jensen.
Kevin Nickelson made a motion to table the petition for the
cartway and direct Mr. Jeffery House to contact Mr. Richard
Jensen and inquire about the possibility of a cartway over his
property. The proposed alignment is not the most favorable and
the Town Board favors the northerly route. Motion seconded by
Robert Jensen and motion adopted unanimously.

Mr. Jeffery House would contact Mr. Richard Jensen and report
back to the Town Board on April 15, 1997 if possible.
Quote For Culvert and Ditch Work
Dennis Seefeldt presented a quote from Peterson Excavating, Inc.
for culvert and ditch work in front of the Warming House.
Paul Rasmussen made a motion to accept the quote from Peterson
Excavating, Inc. for culvert and ditch work by the Warming House
and trap rock be used instead of class #5 for a addition of
$320.00. The total project is for the amount of $2698.00.
Robert Jensen seconded the motion and motion adopted unanimously.
Review of Encineering Firms
The Town Board members reviewed the four following Engineering
Firms: Bonestroo, Rosene, Anderlik and Assoc., MSA Consulting
Engineers, Orr-Schelen-Mayeron and Assoc., and Toltz, King,
Duvall, Anderson and Assoc.
Robert Jensen made a motion the township engage Bonestroo,
Rosene, Anderlik and Assoc. as the Township Engineer, subject to
negotiating a final contract with the Town Board with the
assistance of the Township Attorney. If a contract cannot be
agreed upon the second choice is Orr-Schelen-Mayeron and Assoc.
Kevin Nickelson seconded the motion and adopted unanimously.
