On the above date New Scandia Planning Commission held a Special
Meeting due to the backlog of Major Subdivisions and Minor
Subdivisions. The following Board Members were also present:
Chairman, Charles Nordin, Vice Chairman, Paul Rasmussen, Kevin
Nickelson, and Robert Jensen. Dennis Seefeldt was absent.
Dorothy Ashton/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Dorothy Ashton, 500 County Road B, West Apt.
213, St. Paul, Mn 55113-6658. SW 1/4 of the NW 1/4 of Section 8,
Township 32, Range 20. The Subdivision shall be divided into
three parcels of 20.21 acres, 10 acres and 8.72 acres per
attached certificate of survey on the grounds that it meets all
applicable zoning ordinances. Conditions are: 1) drainage
easements are dedicated around wetland, and 2) thirty-three feet
from the centerline of 228th Street is dedicated to the township
for road purposes. Findings are existing buildings meet all
setback requirements and it is a reasonable use of the described
property.
Robert Jensen made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded the motion. Kevin
Nickelson made the following amendments The lowest floor of any
structure must be at least three feet above the highest elevation
of the wetland. Motion adopted unanimously.
Dennis Christ and Jill Briggs/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Dennis Christ and Jill Briggs, 10996 228th
Street North, Scandia, MN 55073. Part of the NW 1/4 of NW 1/4 of
Section 7, Township 32, Range 20. To divide a 20 acre parcel
into three parcels of 5, 5, and 10 acres. On the grounds that
this is a reasonable plan for a subdivision. Conditions are:
1) drainage easements are dedicated around the wetland areas, 2)
the town engineer reviews and approves a driveway entrance on
Parcel A, 3) a joint ingress/egress easement is established
between Parcels B and C with a shared driveway for a short
distance, and 4) the number and size of accessory buildings are
brought into conformance with the ordinance by retaining the
barn, machine shed and ice house. After Parcel C is sold, the
rest of the buildings on Parcel B are not to be used for
livestock until a house is built on Parcel B, unless the
applicant is living on Parcel A. Findings are this is a
resonalbe use of the land.
Paul Rasmussen made a motion to approve the Planning Commission
recommendations. Robert Jensen seconded the motion and motion
adopted unanimously.

Howard Hawkinson/Nielson Lake Estates Preliminary Plat
Planning Commission recommends to the Town Board to grant the
Preliminary Plat of Nielson Lake Estates for Howard Hawkinson,
21710 Oldfield Avenue North, Scandia, MN 55073. The N 1/2 of the
NW 1/4 of Section 8, Township 32, Range 20. The following
conditions are required: 1) a final grading and drainage plan be
submitted and approved by the Watershed Management Organization,
2) a development agreement is done specifying Outlot A is to be
transferred and combined with the Peterson property to the west,
3) access control is dedicated along the County road except for
the shared driveway location, 4) a driveway permit be obtained
from Washington County for access onto the County road, 5) the
developer shall install the joint driveway through the wetland
area, and 6) thirty-three feet from the centerline of 228th
Street N be dedicated to the Township for road purposes.
Findings are all the lots meet the minimum dimensional
requirements of the ordinance and have adequate buildable area.
Kevin Nickelson made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded the motion and motion
adopted unanimously.
Gerald and Barbara Reichstadt/Bonneyview Two Preliminary Plat
Planning Commission recommends to the Town Board to grant the
Preliminary Plat approval of Bonneyview Two for Gerald and
Barbara Reichstadt, 35570 Park Trail, Center City, MN 55012. Lot
4, Block 1 of recorded plat of Bonneyview in the NE 1/4 of NW 1/4
of Section 4, Township, Range 20. The plat meets all minimum
dimensional standards of the zoning ordinance. Conditions are:
1) new soil testing is approved on Lot 4, 2) Forest Lake WMO
approves the drainage plan, 3) the name of the plat is changed to
Bonneyview "Two" from "Too", 4) drainage easements and lowest
floor elevations are shown on the final plat, and (5 development
agreement tying Lot 1 and Outlot H in Chisago County be recorded
with the plat in both Washington County and Chisago County.
Findings are soil testing has been done and approved except for
Lot 4 and it is a reasonable use of the described property.
Kevin Nickelson made a motion to accept the Planning Commission
recommendations. Paul Rasmussen seconded the motion and motion
adopted unanimously.
Gail Dietrich/Ekdahl Estates Preliminary Plat
The public hearing for Ekdahl Estates Preliminary Plat shall be
continued to the October 7, Planning commission meeting to
consider the Conditional Use Permit, grading and drainage plans

submitted showing drainage to the gravel pit to the north, a
sample development agreement reflecting a 30 foot no vegetative
cutting restriction on the bluff, conservation and drainage
easements on Outlot D conveyed to an organization such as the
Minnesota Land Trust, with latitude given for future homeowners,
approval from the Minnesota Department of Transportation for all
driveway entrances and the road entrance, and road plans approved
by the town engineer.
No action taken by the Town Board on this matter.
ichard Barrv/Minor Subdivision
The hearing was continued to September 24, 1997, that Mr. Berry
provide a survey delineating Quentin Avenue and 235th Street as
well as where the existing buildings are located, and soil test
approvals for both lots.
