On the above date New Scandia Township Planning Commission held a
Special Meeting, due to the backlog of Minor Subdivisions and
Major Subdivisions. The following Board Members were also
present: Charles Nordin, Chairman, Paul Rasmussen, Vice
Chairman, Kevin Nickelson and Robert Jensen. Absent, Dennis
Seefeldt.
Richard Barry/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Richard Barry, 23677 St. Croix Trail,
Scandia, MN 55073. Part of the SW 1/4 of NW 1/4 of Section 6,
Township 32, Range 19. On the grounds that the subdivision meets
the minimum dimensional requirements of the ordinance with the
condition to dedicate access control along St. Croix Trail.
Findings are soil tests are approved for both parcels.
Kevin Nickelson made a motion to approve the Planning Commission
recommendation for the Minor Subdivision for Richard Barry. Paul
Rasmussen seconded the motion and motion adopted unanimously.
Gerald Olson/Greenfield Estates Final Plat Approval
Planning Commission recommends to the Town Board to grant Final
Plat Approval for Gerald Olson, 11360 232nd Street, Scandia, MN
55073. Parts of Section 4 and 5, Township 32, Range 20. On the
grounds that all parcels meet ordinance standards, all conditions
of the preliminary plat have been met except number 4 (the lake
lot is not part of the subdivision), which we now agree to
change. Conditions are: 1) a Title Opinion is obtained, 2)
a financial guarantee for work to be done, 3) a development
agreement is established, and 4) the lake lot be part of the
subdivision tied to lot 7.
Paul Rasmussen made a motion to approve the Planning Commission
recommendation for final plat approval for Greenfield Estates.
Robert Jensen seconded the motion. Kevin Nickelson made the
following amendment: 1) the separate lot can be used by all the
10 lots in the subdivision for lake access, 2) the separate lot
could be sold to the adjoining property owners, 3) it could be
added to lot 6 or 7 and be a buildable lot, 4) the separate lot
could be used by one lot. Amendment approved and motion adopted
unanimously.
Gladys Lien/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Gladys Lien, 23193 Paris Avenue, Scandia,MN.

The SE 1/4 of SE 1/4 of Section 2, Township 32, Range 20. On the
grounds that it meets all applicable zoning requirements.
Conditions are: 1) Property division north/south be moved to
create 10 acres for Parcel A, 2) drainage easements are dedicated
around the wetland areas, 3) the lowest floor of any structure
must be three feet above the highest elevation of the wetland, 4)
thirty-three feet from the centerline of both Paris Avenue and
Pilar Road is dedicated to the Township for road purposes, and 5)
submit soil tests before final approval. Findings are this is a
reasonable use of the property.
Robert Jensen made a motion to approve the Planning Commission
recommendation for the Minor Subdivision for Gladys Lien on
contingent another certificate of survey be submitted. Paul
Rasmussen seconded the motion and motion adopted unanimously.
Harriet Johnson/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Harriet Johnson, 22430 St. Croix Trail
North, Scandia, MN 55073. SW 1/4 of the NE 1/4 of the SE 1/4 of
Section 12, Township 32, Range 20 West. To split off a 11.63
acre parcel per attached certificate of survey on the grounds
that it meets all applicable zoning requirements. Conditions
are: 1) dedicat 33 feet on Pilar Road as described in the
certificate of survey to the Township for road purposes, 2)
access control to be dedicated along State Highway 95, 3)
drainage easements to be dedicated around the wetland and on both
sides of the ravine. Findings are it is a reasonable use of the
property.
Kevin Nickelson made a motion to approve the Planning Commission
recommendation for the Minor Subdivision for Harriet Johnson.
Paul Rasmussen seconded the motion and motion adopted
unanimously.
Michael Mulhern/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Michael Mulhern, 22667 Nolan Avenue North,
Scandia, MN 55073. On the grounds that it meets minimum
standards of the ordinance. Conditions are: 1) soil tests be
completed, 2) drainage easements are dedicated around the wetland
areas, 3) thirty three feet from the centerline of Nolan Avenue
is dedicated to the Township for road purposes, 4) Parcel C is
combined on the same deed as the rest of Mr. Mulhern's property,
and 5) the lowest floor of any building be at least 3 feet above
the highest elevation of the wetland areas.

Robert Jensen made a motion to approve the Planning Commission
recommendation for the Minor Subdivision for Michael Mulhern.
Kevin Nickelson seconded the motion and motion adopted
unanimously.
Todd Crabtree/Maple Hills Preliminary Plat
Planning Commission recommends to the Town Board to grant the
Preliminary Plat approval for Maple Hills for Todd Crabtree,
21550 Pomroy Avenue, Scandia, MN 55073. SE 1/4 of the NW 1/4 of
Section 13, Township 32, Range 20W. On the grounds tat it meets
all requirements of the ordinance, there are suitable building
areas and septic sites are approved. Conditions are: 1) road
plans are approved by the Town Engineer, 2) drainage plans are
approved by the Town Engineer and the Washington County Soil and
Water Conservation District, 3) drainage easements and lowest
floor elevations are shown on the final plat, and 4) a
development agreement between the Township and the developer
outlining improvements be completed.
Paul Rasmussen made a motion to approve the Preliminary Plat of
Maple Hills for Todd Crabtree. Kevin Nickelson seconded the
motion and motion adopted unanimously.
Robert & Deborah Ryan/ Timothy & Connie Barton/Sunset View
Preliminary Plat
Planning Commission recommends to the Town Board to grant the
Preliminary Plat approval to Robert and Deborah Ryan, 23800
Pickett Avenue North, Scandia, MN 55073 and Timothy and Connie
Barton 23860 Pickett Avenue North, Scandia, MN 55073- contract
purchasers. The NW 1/4 of the NE 1/4 of Section 1, Township 32,
Range 20 West. On the grounds that it meets all zoning
requirements. Conditions are: 1) grading and drainage plans are
approved by the Town Engineer and the Washington County Soil and
Water Conservation District, 2) the wetland report is submitted,
3) soil testing approved by Washington County, and 4) thirty-
three fee on 240th Street and Pomroy Avenue be dedicated to the
Town
for road purposes. Findings are it is a reasonable use of the
property.
Robert Jensen made a motion to approve the Planning Commission
recommendation for the Preliminary Plat of Sunset View for Robert
Ryan and Deborah Ryan and Timothy and Connie Barton. Kevin
Nickelson seconded the motion and motion adopted unanimously.

Donald Frogh/Glenfiddich Preliminary Plat
Planning Commission recommends to the Town Board to grant the
Preliminary Plat Approval of Glenfiddich for Donald Frogh, 19311
Newgate Avenue North, Marine, MN 55047. On grounds that it meets
the minimum dimensional requirements of the ordinance.
Conditions are: 1) the Minnesota Department of Natural Resources
reviews and approves the plat, 2) ownership of the strip of land
along the lakeshore be resolved, 3) a grading and drainage plan
be submitted and approved, and 4) park fees be submitted in lieu
of land dedicated as not suitable for a park. Findings are the
overall design of the subdivision is suitable for the property.
Robert Jensen made a motion to approve the Preliminary Plat of
Glenfiddich for Donald Frogh. Kevin Nickelson seconded the
motion and motion adopted unanimously.
