1-22-98 tb specialJanuary 22, 1998 The Growth Management Task Force met on this date with New Scandia's Town Board. In attendance were: Chairmen Blair Joselyn and Kevin Nickelson, Consultant Peggy Reichert, Dan Booren, Charlie Ellis, Terry Dreyer, LaVayne Dupslaff, Richard Tetzlaff, Colleen Firkus, Town Attorney Dave Hebert. Town Board members present were: Chairman Chuck Nordin, Paul Rasmussen, Kevin Nickelson, Dennis Seefeldt and Bob Jensen. REVIEW JANUARY DRAFT OF COMP PLAN The land use policies for the Village Center and Semi -Rural Areas were reviewed with no changes made. Further discussion was held on the General Rural -AG land use policies. It was suggested the Rounding Up explanation also explain how parcels are rounded down such as a 37 acre parcel is considered 30 acres for density purposes. Also, discussion of transfer development rights would be addressed in new zoning ordinances. The major change in land use for the GR-AG areas is a return to the 2 to 2.5 acre or 20+ acres parcels with a 100% bonus for clusters. Density for first tier lakeshore land would be 8 units per 40 (5 acre lots) with the option to cluster, but only a 50% bonus. The Comp Plan must contain a Water Resource Management plan. A plan was drafted by Mark Doneux, Washington Soil & Water Conservation District, December 1996. It was sent out for comment to the Rice Creek and Forest Lake Watershed Districts which have responded with approval letters. It was also sent to the MET Council, Carnelian -Marine Watershed District and Marine on St. Croix WMO for comment. Mr. Hebert suggested the town adopt the current draft plan and submit it to the MET Council with our Comp Plan. Bound copies of the Comp Plan will be sent to the various local government units requesting their comments be returned prior to the April public hearing. PUBLIC HEARING It was decided the public hearing will be Tuesday, April 14, at 7:00 p.m. at the community center. The presentation will be briefer than the public information meeting held last year. The Board can then take formal testimony from the public. Mr. Nordin suggested we present the survey results from the public information meeting. Ms. Reichert will prepare a brief summary of the plan to be published in the Country Messenger the first week of March when a blanket issue will be going out to all households in the Township. The public hearing notice will also go in that issue. Copies of the plan will be available to the public in the town offices at the community center and at the local libraries of Marine and Forest Lake. Colleen Firkus Secretary
