On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Dennis Seefeldt, Vice Chairman, Paul
Rasmussen, Robert Jensen, Kevin Nickelson and Bruce McConoughey.
Gunnar Balstad-CUP
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Gunnar Balstad, 14589 Oakhill Road,
Scandia, MN 55073. Parts of Lots 6 and 9, County Auditors Plat
No. 6. For the renting of the lower portion of the residence at
14589 Oakhill Road, Scandia, MN, on grounds it is a reasonable
use of the property. Conditions are the CUP is to run one year.
Findings are there is adequate parking and a sufficient septic
system for usage.
Bruce McConoughey made a motion to accept the Planning Commission
recommendations with the following findings: 1) Septic system is
sufficient for the number of bedrooms; 2) This is a permitted use
on the property on a 2 1/2 acre site. Robert Jensen seconded the
motion and motion adopted unanimously.
Carnelian -Marine Watershed -CUP
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit for office space in the Hawkinson Business
Park, Plaza II, on grounds that it is a permitted use. Condition
is the permit for one year.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation for the Conditional Use Permit for Carnelian
Marine Watershed. Paul Rasmussen seconded the motion and motion
adopted unanimously.
Edward HanQae Variance
Planning Commission recommends to the Town Board to grant
variance's to Edward Hangge, 13334 188th Street, Marine, MN
55047. Lot 4, Block 1, Anderson Big Lake Addition. 1) Lot size
1.5 acres to 14,346 square feet; 2) Lake setback 100 feet to 30
feet to deck and 40 feet to home; 3) Road frontage 150 feet to
100 feet existing, on the grounds that this is a reasonable use
of the property and there are no options to place the new home on
other locations on the property. Conditions are: 1) no trees
will be removed as a result of the construction; 2) 250 lot
coverage requirement must be met; 3) height of structure not to
exceed 17.5 feet; 4) there will be no more than two bedrooms; 5)
the deck will not be covered or have a roof over it and will not
extend more than 10 feet toward the lake from the house. Findings
are that the lot has been a parcel of record for a long time.

Kevin Nickelson made a motion to accept the Planning Commission
recommendations, with the following addition. There are existing
decks located in this area and this is a very modest deck. Paul
Rasmussen seconded the motion and motion adopted unanimously.
Merthan and Seglelstrom-Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to John and Janice Merthan, 15815 Oakhill Road,
Scandia, MN 55073 and James and Patricia Segelstrom, 1006 West
Abott Street, Stillwater, MN 55082. Part of the SE 1/4 of the
SW 1/4 of Section 24, Township 32, Range 20. To approve the
Minor Subdivision to divide 24 acres into two parcels of 19 and 5
acres on the ground that both lots meet Township and County
ordinance requirements. Conditions are: 1) a development
agreement be recorded against both parcels specifying no further
subdivision; 2) driveway access be approved by Washington County
onto County Road 52; and 3) the shed may remain on the 19 acre
parcel and shall be for personal use only.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation for the Minor Subdivision for Merthan and
Segelstrom. Bruce McConoughey seconded the motion and motion
adopted unanimously.
Marjy Anderson -Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Marjy Anderson, 19435 Olinda Trail North,
Marine, MN 55047. N 1/2 of the SE 1/4 of Section 34, Township 32,
Range 20. To divide a 42.04 acre parcel into parcels of 10.01,
10.02 and 22.01 acres on the grounds that soil testing has been
done and all proposed lots meeting dimensional requirements of
the ordinance. Conditions are: 1) Soil testing be approved by
Washington County; 2) drainage easements around wetlands be
dedicated; 3) thirty-three feet from the center line of 185th
Street be dedicated to the township for road purposes; 4) access
to Parcel A be off 185th Street; 5) the lowest floor elevation be
at least three feet above highest elevation of the wetland area;
and 6) the driveway for Parcel B be approved by Washington County
Department of Public Works. Findings are this is an acceptable
use of the property.
Kevin Nickelson made a motion to accept the Planning Commission
recommendations for Marjy Anderson. Bruce McConoughey seconded
the motion and adopted unanimously.

Kevin and Suzanne Nickelson -Ordinance Amendment
Planning Commission recommends to the Town Board that the Town
Board recommend an amendment to Washington County's Ordinances
on Recreational Uses to divide Active uses into two types; what
exists and a second to include: public and private recreational
uses such as golf courses, tennis courts, driving ranges, archery
ranges, picnic grounds, boat launching ramps, swimming area,
parks, wildlife and nature preserves, game farms, hunting and
fishing areas, and single or multiple purpose trails.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Bruce McConoghey seconded the motion. Robert
Jensen made the following amendment to the motion: To exclude
Game Farm, from the motion. Bruce McConoughey seconded the
amendment. Vote on the amendment, Robert Jensen, yes, Bruce
McConughey, yes, Dennis Seefeldt, yes. Paul Rasmussen, opposed.
Vote on the complete motion with amendment: Robert Jensen, yes,
Bruce McConoughey, yes, Dennis Seefeldt, yes and Paul Rasmussen
opposed. Motion approved.
