On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Charles Nordin, Chairman, Paul Rasmussen, Vice
Chairman, Robert Jensen, Kevin Nickelson and Dennis Seefeldt.
Mining Permit Hearings
Bracht Bros.
Planning Commission recommends to the Town Board to renew the
Gravel Mining Permit for Bracht Bros. for one year on the grounds
that they have met all Township requirements. Conditions are
representatives of Bracht will meet with the Township Road
Supervisor to review joint effort for road maintenance, and a
representative of Bracht will meet with Township inspectors to
review if screening is adequate. Findings are the survey of pit
has been surveyed.
Dennis Seefeldt made a motion to approve the recommendation for
the Gravel Mining Permit for Bracht Bros. Robert Jensen seconded
the motion and motion adopted unanimously.
Liz Bracht questioned the bond that was executed on October 16,
1990 by Mr. Paul Bracht in the amount of $90,000.00 and also that
the bond states a title and interest in the real estate. David
Hebert stated he would review this bond at a later date.
Dresel Contracting
Planning Commission recommends to the Town Board to approve the
Mining Permit for Dresel Contracting for one year on the grounds
that a certificate of survey was submitted and the NW corner has
been staked. Conditions are no mining closer than 30 feet to the
wetland, and erosion control on the north side be looked at and
determined by Bruce Dresel and township inspectors. Findings are
no complaints from neighbors.
Kevin Nickelson made a motion to table this Mining Permit until
there has been a inspection of the pit. Dennis Seefeldt seconded
the motion and motion adopted unanimously.
Barton Sand and Gravel/Tiller Corporation
Planning Commission recommends to the Town Board to renew the
Gravel Mining Permit for Barton Sand and Gravel/Tiller
Corporation for one year.
Robert Jensen made a motion to approve the Planning Commission
recommendation for the renewal of the Gravel Mining Permit for
Barton Sand and Gravel/Tiller Corporation. Kevin Nickelson
seconded the motion and motion adopted unanimously.

James Zavoral/Roder Rvdeen
Planning Commission recommends to the Town Board to grant a
temporary mining permit to James Zavoral for 60 days from this
date pending approval of Washington County's five year mining
permit. Conditions are they remove stock piles only and appear
before the Planning Commission in 60 days.
Robert Jensen made a motion to approve the Planning Commission
recommendation for Mr. James Zavoral. Kevin Nickelson seconded
the motion and motion adopted unanimously.
David and Margaret Schultz
Planning Commission recommends to the Town Board to grant the
variances to David and Margaret Schultz, Lots 5 and 6, Hebert
Engquist Subdivision: 1) Lot Size- 1.5 acres required, .53 acres
existing 2) Lake Setback - 100 feet required, 49 feet to the
addition on the west side and 63 feet to the garage on the east
side; 3) Bluffline Setback - 30 feet required, 5 feet for the
garage and zero for the house addition; and 4) Road Setback -
40 feet required, 29 feet proposed, on the grounds that it is a
reasonable use of the property. Conditions are a new septic area
is approved and an erosion control plan is approved. Findings
are soil tests have been completed, the addition and garage will
not be closer to the lake than the present structure, and site
topography allows no other alternative for garage placement.
Robert Jensen made a motion to approve the Planning Commission
recommendations for the variances for David and Margaret Schultz.
Paul Rasmussen seconded the motion and motion adopted
unanimously.
Charles Plowman Et Al
Planning Commission recommends to the Town Board to grant the
variance to Charles Bruce Plowman, 1314 Robbins Street, Santa
Barbara, California, 93101. Otisville Plat Lots 3,4,5, and 1,
Block 7. The variance for Road Frontage of 160 feet to 60 feet,
on the grounds that it does not create a nonconforming situation.
Conditions are the erosion control barriers be installed around
limits of construction on the bluff side of the home, at least,
prior to any grading. Findings are it is a reasonable use of the
property and without the variance the applicant would not have
use of the property.
Dennis Seefeldt made a motion to approve the Planning Commission
recommendations for Charles Plowman ET AL. Paul Rasmussen
seconded the motion and motion adopted unanimously.
