On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Dennis Seefeldt, Vice Chairman, Dennis
Seefeldt, Robert Jensen, Kevin Nickelson and Bruce McConoughey.
Dennis Kendrick
Planning Commission recommends to the Town Board to grant the
variance to Dennis Kendrick, 20230 Oxboro Lane North, Scandia, MN
55073. Lot 5, Block 1, Oxboro Heights. To construct a 1,400
square feet pole building on a lot of 4.8 acres on the grounds
while this will be a precedent setting variance, it is a hardship
because the smaller lots in the lot averaging development are
penalized. Findings are it is well screened from the road and
neighbors and the Planning Commission will need to address this
situation at some point because of the lot averaging in the
proposed Comprehensive Plan. This particular lot is very close
to meeting the 5 acres.
Robert Jensen made a motion to accept the Planning Commission
recommendation. Bruce McConoughey seconded the motion. The
following amendment was added to the motion: The board is finding
this is a deminimus to the ordinance. Robert Jensen seconded the
amendment. Bruce McConoughey seconded the amendment. Motion
adopted unanimously.
Dewayne and Leslie Hollister
Planning Commission recommends to the Town Board to grant the
variance to Dewayne Hollister, 11051 240th Street, Scandia, MN
55073. NE 1/4 of the NE 1/4 of Section 6, Twsp. 32, Range 20.
To construct a pole barn 23X34 foot at Site B of the site plan,
from a 200 foot wetland to 100 feet. On the grounds that the
parcel requires the building to be at Site B due to wetlands and
there is no other practical location. Conditions are a berm is
built at the paddock area to divert runoff.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation. Kevin Nickelson seconded the motion. Kevin
Nickelson made the following amendment to the motion: That only
three horses be allowed in the newly constructed pole building.
Robert Jensen seconded the amendment. Amendment adopted
unanimously and motion adopted unanimously.
Comprehensive Plan
Planning Commission recommends to the Town Board that the
Comprehensive Plan generated by the Growth Management Task Force
be accepted with the amendments suggested at the May 14, 1998
task force meeting,.

Kevin Nickelson made a motion to approve the Planning Commission
recommendation to accept the Comprehensive Plan and accept the
resolution to accept the Comprehensive Plan and submit the plan
to the Metropolitan Council for approval. Paul Rasmussen
seconded the motion and motion adopted unanimously. Robert
Jensen, yes, Kevin Nickelson, yes, Dennis Seefeldt, yes and Paul
Rasmussen, yes. Bruce McConoughey, no. Motion adopted.
Tower Ordinance
Planning Commission recommends to the Town Board to accept the
amendment of Section 602 Of Ordinance No. 18 being the New
Scandia Township Zoning Ordinance and Regulating the siting of
wireless communication towers and antennas in the township.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation. Paul Rasmussen seconded the motion and motion
adopted unanimously.
Paul Rasmussen made a motion to accept the Resolution No. 6-2-98-
1 and to adopt the Title and Summary Of This Ordinance has
prepared for publication and publish the summary in the legal
paper. Robert Jensen seconded the motion and motion adopted
unanimously.
Paul Rasmussen made a motion to adjourn. Robert Jensen seconded
the motion.
