The regular meeting of New Scandia Town Board was called to order
by Chairman, Dennis Seefeldt. The following Board Members were
present: Dennis Seefeldt, Chairman, Paul Rasmussen, Vice
Chairman, Robert Jensen, Kevin Nickelson, and Bruce McConoughey.
Consent Agenda
Robert Jensen made a motion to accept the following consent
agenda:
(1) Call to order
(2) Clerk's minutes have been presented for May 19, 1998
and June 2, 1998, Town Board
(3) Approval of Treasurer's report
Balance May 1, 1998 $1,234,927.62
Receipts 14,210.93
Expenditures 40,464.86
Balance May 31, 1998 $1,208.673.69
(4) Approval of June vouchers
(5) Adjournment
Paul Rasmussen seconded the motion and motion adopted
unanimously.
Fire Department/Steve Spence
Mr. Spence informed the board he is obtaining bids for the repair
or replacement of cement on the north east corner of the Fire
Hall.
The Fire Department added three new persons to the Fire
Department. John Morrison, New Scandia employee is one of the
new members and Mr. Spence questioned the board if there is a
call during working hours could Mr. Morrison respond to the call.
The board was in agreement that this would not be a problem with
his employment. He reported that John Olsen, Bruce Strand and
Gene Hageman have retired from the Fire Department.
Township Engineer/Tom Peterson
Telephone Cable
Bruce McConoughey made a motion to approve the installation of
telephone cable by GTE Telephone Company of Minnesota on Nolan
and 230th Street. Robert Jensen seconded the motion and motion
adopted unanimously.

Patching and Sealcoating
Mr. David Moen who lives on Orwell Court stated there is a
problem with the turn -around on Orwell Court and the school bus
can not turn around. The Engineer and Kevin Nickelson would
inspect the site.
Robert Jensen made a motion to approve payment No. 1 to Allied
Blacktop in the amount of $67,512.13. Paul Rasmussen seconded
the motion and motion adopted unanimously.
Plans and Specifications For Bliss Upgrade
Robert Jensen made a motion to authorize the Engineer to prepare
Plans and Specifications for the Bliss Upgrade, except the plans
for bituminous surfacing. Paul Rasmussen seconded the motion and
motion adopted unanimously.
Parks and Recreation/Mike White
Dale Bahn representing Lakes Area Recreation presented the Gaming
Receipts for Trails End Bar and Restaurant. Mr. Bahn was
informed by the board to provide more information regarding
allowable expenses and that the fair share that should be
reimbursed to the township would be 2526.
Dedicating Winds In The Pines Preserve as a Park
Mr. David Hebert, Township Attorney presented a letter with
findings regarding the dedication of Winds In The Pines Preserves
as a Park.
Paul Rasmussen made a motion that the dedication of Winds In The
Pines Preserve as a Park be referred to the Planning Commission
per specifics in the letter from David Hebert, Township Attorney
dated May 26, 1998, based on Minnesota Statues 462.356. Kevin
seconded the motion and motion adopted unanimously.
Richard Bradley/Zoning Violations
Mr. Richard Bradley has been red tagged by Washington County
Department of Health, regarding section 733.02 and 706.01 of the
zoning ordinance and he was requesting permission to allow
recreational trailer on his property on Big Marine Lake and
stated he would be cleaning up the personal property on the lot
this weekend.

Kevin Nickelson made a motion to table this issue until July
19, 1998 and check and refer to past instances regarding
recreational trailers. Bruce McConoughey seconded the motion and
motion adopted unanimously.
Zoning Ordinance Violations
Robert Jensen made a motion to draft a letter regarding Zoning
Ordinances and the letter be reviewed on July 7, 1998 and that
the letter be mailed to New Scandia Township residents. Bruce
McConoughey seconded the motion. Robert Jensen, yes, Bruce
McConoughey, yes, Paul Rasmussen, yes and Dennis Seefeldt, yes.
Kevin Nickelson, no, motion adopted.
Agricultural Preserves/Kathy and Bradley Jemelka
Robert Jensen made a motion to adopt the resolution for placement
of land in Agricultural Preserves for Kathy and Bradley Jemelka.
Kevin Nickelson seconded the motion and motion adopted
unanimously.
Marc Weigle/Planner
Kevin Nickelson made a motion to approve the Proposal For Zoning
And Subdivision Ordinance Update from Marc Weigle from McCombs
Frank Ross Associates, Inc. Robert Jensen seconded the motion
and motion adopted unanimously.
Landmark Surveying Advance
Paul Rasmussen made a motion to approve the advance payment of
$10,000.00 to Landmark Surveying for the surveying project in the
Bliss area. Robert Jensen seconded the motion and motion adopted
unanimously.
Citizens Advisory Committee/Carnelian Marine Watershed
Paul Rasmussen made a motion to appoint John Martineau to the
Citizens Advisory Committee for the Carnelian Marine Watershed
and Mr. Martineau shall be reimbursed $30.00 per meeting. Kevin
Nickelson seconded the motion and motion adopted unanimously.
Building Official Position
A letter was received from Mary McGlothlin, approving the request
of Al Goodman to work as a Building Official for New Scandia
Township.

Robert Jensen made a motion to engage Al Goodman as Building
Official for New Scandia Township effective January 1, 1999,
subject to agreement on compensation. Kevin Nickelson seconded
the motion and motion adopted unanimously.
Paul Rasmussen made a motion to adjourn, Kevin Nickelson
seconded, meeting adjourned.
