On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Dennis Seefeldt, Vice Chairman, Paul
Rasmussen, Kevin Nickelson, Bruce McConoughey. Absent, Robert
Jensen.
Jeffrey Youngquist
Planning Commission recommends to the Town Board to grant the
variances to Jeffrey Youngquist, 2560 Stillwater Road, Maplewood,
MN 55119. Erickson 2nd Addition Lots 9 and 10. Lot size 1/2
acres to 23,535 square feet and lot width 150 feet to 100 feet.
On the grounds that the 25% lot coverage requirement will be
maintained and 100 foot lake setback will be met. Conditions
are: 1) the lowest floor of the home is at or above the 944.5
foot elevation; 2) the septic tanks be relocated with a permit
from Washington County; 3) the new home and attached garage meets
all setbacks; 4) the existing house is removed prior to
construction; (5 the existing garage is finished to match the
house in color; and 6) the existing driveway be removed.
Findings are this is a reasonable use of property and neighbors
do not object.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation for Mr. Jeffrey Youngquist. Bruce MCConoughey
seconded the motion. Kevin Nickelson made the following
amendment to the motion: Mr. Youngquist will not be granted
occupancy until the existing structure is removed. Bruce
McConoughey seconded the amendment. Motion adopted unanimously.
Nels and Kristina Gronquist
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit for one year to Nels and Kristina
Gronquist, 14575 Oakhill Road, Scandia, MN 55073, Lot 2, Block 1,
Hawkinson Business Park, Unit 3. For one year to operate a
Coffee Shop on the grounds it is a reasonable use of the
property.
Bruce McConoughey made a motion to accept the Planning Commission
recommendation for a Conditional Use Permit for Nels and Kristina
Goongquist. Kevin Nickelson seconded the motion and motion
adopted unanimously.
Julie and Jeff Holmquist
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Julie and Jeff Holmquist, P.O. Box 248,
Osceola, Wisconsin, 54020. Lot 2, Block 1, Hawkinson Business
Park. To operate a community newspaper and offer office supplies

and printing for one year. On the grounds that this is a
permitted use in the this zoning.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation for a Conditional Use Permit to Julie and Jeff
Holmquist. Paul Rasmussen seconded the motion and motion adopted
unanimously.
Jeff House/Bluffs Of East Bay Preliminary Plat
Planning Commission recommends to the Town Board to grant
Preliminary Plat approval for Bluffs Of East Bay by Jeff House,
12595 Lakamaga Trail, Marine, MN. 55047. Part of Govt Lot 5,
Section 34, Township 32, Range 20. The following conditions must
be met: 1) soil testing is submitted and approved; 2) a complete
preliminary plan is submitted including new lot lines, driveways
and cul-du-sac; 3) a drainage plan is submitted and approve; 4)
Washington County Department of Public Works approves driveways;
5) the two smaller sheds on Lot 2 are removed; and 6) a right-of-
way is dedicated to the township for 120 foot diameter cul-du-sac
on Lot 5; 7) the existing silo and dairy barn may be left on Lot
2.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation for Jeff House/Bluffs Of East Bay Preliminary
Plat. Bruce McConoughey seconded the motion. Dennis Seefeldt
made the following amendment: To table this item until the
October 6, 1998 and all the information shall be submitted at
that time. Mr. Seefeldt withdraw his amendment. Kevin Nickelson
made a motion to table the decision and this item be on the
September 15, 1998 Town Board meeting. Paul Rasmussen seconded
the motion. Kevin Nickelson, yes, Paul Rasmussen, yes and Dennis
Seefeldt, yes. Bruce McConoughey opposed.
